City of Carmi City Council met June 16.

The Carmi City Council met for its regularly scheduled meeting at 5:30 p.m. via phone conference.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation.
Mayor Pollard presided with the following Aldermen in attendance: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Mike Knight, Doug Hays, Jeremy Courson, and Sheila Jo Headlee.
The minutes from the June 2, 2020, council meeting were presented. A motion was made by Alderman Totten to approve the June 2, 2020, council minutes. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman answering “yes.”
The May 2020 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the May 2020 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman answering “yes.”
The vendor invoices for June 2020 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the June 2020 vendor invoices. The motion was seconded by Alderman Totten. The motion carried on roll call by each Alderman answering “yes.”
For Council Consideration, discussion and possible approval:
Mayor Pollard asked Clerk Attebury to discuss the bid award. Clerk Attebury stated there were two (2) sealed bids received for the 2001 Dodge Ram 1500 VIN#: 1B7HC16Y81S294203 in the amounts of $275.00 and $284.69. A motion was made by Aldermen Totten to accept the bid of $284.69. The motion was seconded by Alderman Knight. The motion carried on roll call by each Aldermen present answering yes.
Reports and/or updates from Mayor Pollard
Mayor Pollard stated the City of Carmi had received a grant of $25,764.00 from the Illinois State Fire Marshall to be used to purchase an extractor, dryer, and 14-composit air bottles 4500 PSI/45 minutes.
Mayor Pollard asked Holly Healy to discuss the new City of Carmi App. Mrs. Healy stated the app is free of charge and can be located in the Google Playstore or the Apple Store.
She stated the app will provide information about the City of Carmi, local business, upcoming events and will also be able to push notifications out to the public. As many of the businesses as possible were attempted to be captured, but if you wish your business be listed, please contact Mrs. Healy at 618-384-2001 or e-mail wedg@cityofcarmi.com Also, individuals and organizations may submit their request for an event to be listed on the calendar through the app as well.
Mayor Pollard then turned the discussion over to City Attorney Greg Stewart to give an update on the local hospital. Mr. Stewart stated the Phoenix Foundation bankruptcy is still pending. The Bankruptcy Trustees paid out claims around $20,000 with the total amount of claims being over 1.5 million. Mr. Stewart stated the City could not proceed with foreclosure until the bankruptcy case was over. He had been contacted earlier in the year by H and F Refrigeration who was wanting to enter the building to see if they could reclaim some of their equipment which has never been paid for. Mr. Stewart stated due to the Covid-19 situation, this had not been done yet. He went on to state “The City of Carmi has no right to go on to the property as it is still owned by trustees.”

Business or Comments from Visitors
Chief Carter stated through the help of the Carmi Township Board, speed radar signs for the school zones have been purchased. These were installed by the Street and Alley Department. Chief Carter stated these would only been on when school is in session. He stated they are also programmable for the school calendar year. Chief Carter thanked the Carmi Township Board for the speed radar signs.

At 5:50 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Totten. The motion carried on roll call by each Alderman present answering “yes.”
