City of Harrisburg City Council met Sept. 3.

Here is the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioner Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Pastor Jerry Wells from the Dorrisville Social Brethren Church led the group in prayer and the Pledge of Allegiance.

Commissioner Ron Morse made the motion to approve the consent agenda.

Regular Meeting Minutes – August 20, 2020

Bryant Construction – $33,346.00 - 2014 Watermain Rehab Phase I #16

Brown & Roberts Inc. - $8,638.94 – GIS Mapping #4

Wiggs Excavating Inc. - $614,871.57 – 2014 Watermain Rehab Phase II #1

Brown & Roberts Inc. - $15,344.17 – 2014 Watermain Rehab Phase II #1

Brown & Roberts Inc. - $6,598.95 – 2014 Watermain Rehab Phase II #1

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh with Brown and Roberts Inc. presented Change Order #1 from Wiggs Excavating. This change order is a decrease of $516.25. A few things were modified. Commissioner Ron Morse made the motion to accept Change Order #1 from Wiggs Excavating for ($516.25). Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh with Brown and Roberts Inc. discussed the brick streets for the 2014 Watermain Project Phase II. There are a few locations that have brick streets. There will need to be a determination on whether to re-brick the streets or to stamp the streets. This also involves a couple of service lines. Everyone agrees to try and save the brick streets. Commissioner Roger Angelly would like to see a pricing for re-bricking and for stamping before a determination can be made. Matt Tosh stated this would require a change order and the price will need to be agreed on between all parties. He will get the information.

Matt Tosh with Brown and Roberts Inc. stated there is some fiber line on the bike path and Church. There is also a storm sewer and to get separation from the storm sewer, we would like to be on the other side, but the fiber is there. This could possibly consist of an extract. Commissioner Raymond Gunning made the motion to authorize the City Clerk to review the existing telephone, fiber optic and gas utility agreements for the 2014 Watermain Rehab Phase II project. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated Council will go into Executive Session for Personnel and Collective Bargaining.

Commissioner Raymond Gunning made the motion to appoint and promote Nathan Moore from a Sergeant to Assistant Chief of Police. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Fire Chief John Gunning discussed being able to provide medical assistance with the ambulance services. Dispatch has been notified. The Fire Department plans on doing medical assistance on unresponsive individuals and accidents inside the City. The Department has been doing lift assist for those who cannot leave their home. All precautions are taken. We will become a first responder facility.

Commissioner Roger Angelly announced the Water Department will begin flushing fire hydrants on September 08, 2020.

Commissioner Roger Angelly discussed the nepotism ordinance. He would like to take out “step” as the State of Illinois does not recognize it. It has been discussed on several occasions. He would like to amend the ordinance from “step” to “half”. Commissioner Roger Angelly made the motion to approve Ordinance 1815. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek announced the new trash cans will be place in the downtown area. Legence Bank will be sponsoring our movie night on September 11, 2020. We will be hosting a weekend in Harrisburg to support shopping local. He congratulated Tequila’s on the opening of their new location. Congratulations to Attorney Kolby Smithpeters on the arrival of his new baby boy. City Hall will be closed on Monday, September 07, 2020 for Labor Day.

Mayor John McPeek stated City Hall is having some structural issues. It will cost approximately $500,000 to fix City Hall. He stated he cannot justify that expense to taxpayers to fix City Hall.

We will stay here until we can come up with a plan.

Citizen Richard Johnson stated he has a couple of issues. He asked how much money the City has received from marijuana. Mayor John McPeek stated the first check will arrive in September. Citizen Johnson would like to see the money put to good use. This should help the City stay clean and help support the Police Department. Businesses will not come to Harrisburg if the City looks like trash. He said the cemetery got the way it did because there are only two guys trying to take care of it. If there are only ten people to take care of the City, that is not enough people. If the employees are not doing their job, then perhaps they should get rid of them and get somebody else. If a man is not doing his job, he needs to go. They have to work because that is what they are being paid for. Commissioner Raymond Gunning stated the Street/Alley/Public Property department has eleven employees.

Citizen Johnson said the City is starting to look better. He stated some of the streets are pitiful. If there are not enough police officers, start thinking about staffing the department. Marijuana was approved to step up the police department. Commissioner Raymond Gunning would like to implement the DARE Program with the school system. He is looking at hiring a new officer.

Commissioner Raymond Gunning made the motion to go into Executive Session to discuss Personnel and Collective Bargaining. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse made the motion to return to open session. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried. Mayor John McPeek presided over the reconvened meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Mayor John McPeek stated there was nothing to act upon for Personnel and nothing to act upon for Collective Bargaining.

Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.
