City of Carmi City Council met Oct. 20.

The Carmi City Council met at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to the regularly scheduled council meeting, a public hearing was held at 5:15 p.m. regarding the Illinois Transportation Enhancement Program Grant. Mr. Mike Roberts of Brown and Roberts Inc. presided over the hearing discussing the formalities of the ITEP grant which the City of Carmi will be applying for. Following the presentation, the hearing was closed out at 5:30 p.m.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, and Doug Hays. Absent: Sheila Jo Headlee.
The minutes from the October 6, 2020, Council Meeting were presented. Motion was made by Alderman Totten and seconded by Alderman Courson to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes”.
The September 2020 Financial Reports for the City of Carmi and Carmi Light and Water were presented for approval. Alderman Winkleman made a motion to approve the September 2020 Financial Reports for the City of Carmi and Carmi Light and Water. Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
The October 2020 vendor invoices for the City of Carmi and Carmi Light and Water were presented for approval. Alderman Totten made a motion to approve the October 2020 vendor invoices for the City of Carmi and Carmi Light and Water. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
For council consideration, discussion, and possible approval
Kelly Northcott, Chamber Director was introduced by Mayor Pollard. Mrs. Northcott is seeking permission to stage the White County Christmas Parade on November 28, 2020. She stated this year the parade route would be a little different as Santa’s House and the train will be located in the City of Carmi lot of the old movie theater. This will allow the North Main Cross street to stay open. The new route starts at original location, but turns onto Cherry, instead of 3rd, and follows Cherry St, turns right on Main Cross, crosses Main St at Main Cross, then turns on Robinson, crosses Church and ends at the First Mid parking lot/old movie theater lot. Alderman Winkleman made a motion to approve the staging of the White County Christmas Parade. The motion was seconded by Alderman Courson. The motion carried on roll call by each Aldermen present answering “yes.”
Mayor Pollard stated the next City Council Meeting would fall on November 3, 2020 which is Election Day. After a brief discussion regarding changing the date, Alderman Courson made a motion to change the first November Council Meeting to Monday, November 2, 2020. The motion was seconded by Alderman Blake. The motion carried on roll call by each Aldermen present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard stated the playground equipment is being installed at the old theater building. It was originally scheduled for the spring. Weather permitting, Sharp’s Landscaping will begin installing the stone wall around the front section with the next step being ordering and installing the rod iron fence. Mayor Pollard stated “the project is definitely moving along quickly.
The public was reminded that City Trick-or-Treating will be allowed on Halloween from 4:00 p.m. to 8:00 p.m. If you want trick-or-treaters, please turn your porch light on. Mayor Pollard also stated there were several private organizations who have planned trunk-or-treat. These can be found either on social media or the local media. As a reminder, please use extra caution when driving during these hours for the safety of the children.
During the last council meeting, Mayor Pollard reminded the Aldermen the animal ordinance will be put back on the agenda for the future. That date has been set for November 17th. The discussion will ensue regarding whether or not to allow farm livestock within the city limits of Carmi as well as various other concerns.
