City of Fairfield City Council met Oct. 27.

Here is the minutes provided by the council:

The City Council meeting was held with in-person attendance and others joined the meeting via phone conference.

Meeting called to order by Acting Mayor Moore at 6:00 P.M.

Prayer led by Alderman Ralph Barbre followed by the Pledge of Allegiance. City Clerk Tina Hutchcraft called the roll:

The minutes of the meeting of October 13, 2020, agendas and bills of October 27, 2020 were sent out to those entitled to receive them. Acting Mayor Moore asked for approval of the minutes for the October 13, 2020 meeting. Motion by Alderman McGill, seconded by Alderman Stahl to approve the minutes of the meeting of October 13, 2020.

Acting Mayor Moore declared motion carried.

Acting Mayor Moore asked for approval to pay the bills for the October 27, 2020 meeting. A motion was made by Alderman Barbre, seconded by Alderman Coale to approve the bills for payment.

Ordinance – Creating a New Zoning District of “RR’ Rural Residential – A public hearing was held at the last Council meeting concerning the creation of a new zoning district, “RR” Rural Residential. One of the basic provisions of this zone would allow cultivation and growing crops. A motion was made by Alderman Lampley, seconded by Alderman Stahl to approve the new Rural Residential Zoning District.

Acting Mayor Moore declared motion carried and Ordinance No. 20-1027-231 approved and duly adopted.

Ordinance –Rezoning of Property to an RR Zone – Curt and Robyn Anderson have requested to rezone eight parcels of property, commonly known as the old golf course to an RR zone. This ordinance would allow the rezoning of this property. The ordinance also states that the north portion of the property would be allowed to cultivate crops but the southern portion of the property that is close to the subdivision can only be put in a no till crop. A motion was made by Alderman Lampley, seconded by Alderman Stahl to approve this rezoning request.

Acting Mayor Moore declared motion carried and Ordinance No. 20-1027-232 approved and duly adopted.

Contract with PGAV Planners for TIF Mapping – We are annexing properties into the city in order to bring our two TIF Districts into compliance and new TIF mapping will need to be done. Mayor Moore asked for Council to approve the contract with PGAV Planners to complete this work. A motion was made by Alderman Coale, seconded by Alderman McGill to approve this contract.

Ordinance Amending the Electric Utility Code – An electric study was conducted previously by Connor and Connor. Engineer Shannon Woodard made a recommendation to amend the electric code to simplify how our rates are calculated. The wording in our current ordinance is very complicated and makes it very difficult to calculate the rates. A motion was made by Alderman Barbre, seconded by Alderman Griffith to approve this ordinance.

Acting Mayor Moore declared motion carried and Ordinance No. 20-1027-233 approved and duly adopted.

Resolution No. 20-1027-364/Street Closing for Christmas Parade - The Kiwanis Club will not be able to sponsor the Christmas Parade this year. Mayor Moore would still like the city to be able to have a parade. The City of Fairfield along with the Chamber of Commerce will be sponsoring the Christmas Parade this year. Mayor Moore asked for Council to approve a resolution to close a portion of Main Street for this event. The parade is scheduled for Saturday, December 5, 2020 at 5:00 p.m. with an alternate date set for December 12th. Doug and Dana Wilson are donating $3,500 for the prize money this year. Alderman Griffith made a motion, seconded by Alderman Lampley to approve Resolution No. 20-1027-364 approving the street closing for the Christmas Parade.

Seek Bids for the Sale of Vehicles and Equipment – Mayor Moore stated that we have a 2001 Ford Crown Vic, two 2008 Ford Crown Vics, a D-19 Allis Chalmers tractor, and a Scag mower that is no longer being used and he would like to seek bids to sell them. A motion was made by Alderman Barbre, seconded by Alderman McGill to approve seeking bids for the sale of these vehicles and equipment.

Contractor’s Use of City’s Facility for Yard Waste Disposal – This topic was discussed at the last meeting. The Street & Bridge Superintendent believes he can maintain the facility for another ten years if we limit the disposal to just our city residents and if contractors stop bringing large trees out there. The Street and Bridge Committee has met and their recommendation is to stop allowing contractors to use our facility. A motion was made by Alderman Griffith, seconded by Alderman Lampley to approve closing the facilities to contractors effective immediately.

Approval to Seek Bids for Police Department ADA Renovations – Several years ago the department received a grant for ADA renovations and the grant was suspended. The grant has now been reinstated and we need to seek bids for these renovations to include the lobby and restrooms. A motion was made by Alderman McGill, seconded by Alderman Stahl to approve seeking bids for this project. After review by the Police Committee, plans can be picked up on Monday at the Police Department and bids must be returned by December 1st.

Seek Bids for South Wall Repair – Since the old fire station was torn down, the south wall is now allowing moisture to come through and seeping in to various offices. Mayor Moore asked for Council approval to seek bids to have this wall repaired. A motion was made by Alderman Barbre, seconded by Alderman McGill to approve seeking bids for the repair of the south wall at City Hall.

Miscellaneous – Alderman McGill wanted to remind everyone that the Veteran’s Day Parade will be held on November 7th.

Miscellaneous – Alderman Griffith asked how Municipal Court was going and City Clerk Hutchcraft gave a brief update.

Miscellaneous – The Firemen’s Chili Supper will be held this Friday and will be drive through only.

Adjourn Meeting – Motion by Alderman McGill, seconded by Alderman Stahl to adjourn the meeting.
