City of Fairfield City Council met Nov. 10.

The City Council meeting was held with in-person attendance and others joined the meeting via phone conference.
Meeting called to order by Acting Mayor Moore at 6:00 P.M.
Prayer led by Alderman Ralph Barbre followed by the Pledge of Allegiance. City Clerk Tina Hutchcraft called the roll:

The minutes of the meeting of October 27, 2020, agendas and bills of November 10, 2020 were sent out to those entitled to receive them. Acting Mayor Moore asked for approval of the minutes for the October 27, 2020 meeting. Motion by Alderman McGill, seconded by Alderman Griffith to approve the minutes of the meeting of October 27, 2020.

Acting Mayor Moore asked for approval to pay the bills for the November 10, 2020 meeting. A motion was made by Alderman Barbre, seconded by Alderman Coale to approve the bills for payment.

Presentation of FY 2020 Audit – Michelle Smith, Kemper CPA, presented the audit FY 2020. She stated our audit this year is very comparable to last year’s audit. She mentioned some recommendations for strengthening internal controls and operating efficiency that was addressed in the audit.
Ordinance – Rezone Property – A public hearing was earlier to consider rezoning property at 1227 South 1st Street from a B-3 zone to an R-3 zone. This request was made by Bert and Janet Engelkes. A motion was made by Alderman Lampley, seconded by Alderman Barbre to approve this rezone request.

Ordinance – Annexation of Property at County Road 1725 East – This property is approximately four acres. This is the property the City will be purchasing from the Anderson’s. This property will be zoned RR – Rural Residential. A motion was made by Alderman Lampley, seconded by Alderman Coale to approve the ordinance annexing property at County Road 1725 East.

Ordinance – Annexation of Property at County Road 1321 West Main Street – This property is commonly known as the Wayne County Fairgrounds. The annexation of this property will help connect our TIF 1 and TIF 2 Districts. This property will be given a P zone. A motion was made by Alderman Coale, seconded by Alderman Stahl to approve the ordinance annexing property at 1321 West Main Street (Wayne County Fairgrounds).

Ordinance Approving TIF Agreement with Bullard’s Farm Market – Alderman Coale reported that the TIF committee met to discuss a request by Bullard’s Farm Market to help relocate one of their greenhouses. They initially asked for $5,000 but the TIF committee is recommending the Council approve $2,500 toward this project. A motion was made by Alderman Barbre, seconded by Alderman Griffith to approve the TIF Redevelopment Agreement with Bullard’s Farm Market based upon the TIF committee’s recommendation.

Memorandum of Understanding with the FOP – The police department is running a little short handed. We need to work with the FOF on scheduling issues until we get the department up to full staff. A motion was made by Alderman McGill, seconded by Alderman Lisenbee to approve the memorandum of understanding with the FOP.

Award Bids for the Sale of City Vehicles and Equipment – Several bids were received for the sale of 3 police vehicles, a Scag mower, and a D-19 Allis Chalmers Tractor. The following were the high bidders: Chase Giese bid $715 on the 2001 Crown Vic and he bid $615 on each of the 2008 Crown Vics; Donald Reed bid $2,020 on the D-19; and Vern Hutson bid $503 on the Scag mower. A motion was made by Alderman Stahl, seconded by Alderman McGill to award the sale of these vehicles and equipment to high bidders.

Miscellaneous – Mayor Moore reported the electrical work has been completed on the parking lot area for food vendors. Vendors may reserve a spot at a cost of $25 per day. This fee will help offset the electric charges.
Miscellaneous – Alderman Barbre thanked Clifford Reever and his committee for organizing the Veteran’s Parade. Mayor Moore also invited everyone to attend the Veteran’s Day program.
