The Harrisburg City Council met on November 19, 2020 at 6:00 p.m. in the Council Room of City Hall, Harrisburg IL.
Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Rupert Johnson, Roger Angelly, and Ron Morse answering roll call. Commissioner Raymond Gunning was absent.
Pastor Paul Taylor from Land Street Church of God led the group in prayer and the Pledge of Allegiance.
Commissioner Roger Angelly made the motion to approve the consent agenda.
Regular Meeting Minutes – November 05, 2020

Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Fire Chief John Gunning stated the mobile home located at 716 Hazel Street has passed inspection and the damage deposit can be released. Commissioner Roger Angelly made the motion to approve to release the damage deposit for 716 Hazel Street for Larry Hogg. Seconded by Commissioner Rupert Johnson.
Fire Chief John Gunning stated the mobile home located at 5 N. Texas Street has also passed inspection and the damage deposit can be released. Commissioner Roger Angelly made the motion to release the damage deposit for 5 N. Texas Street to Cheryl Williams. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.
Fire Chief John Gunning presented a new mobile home permit application. This mobile home will be located at 1205 ½ McHaney Road. The owner has paid the $1,000.00 permit fee. Fire Chief Gunning has been to the property and began the inspection and they are ready to proceed. Commissioner Ron Morse made the motion to approve the mobile home permit application for 1205 ½ McHaney Road for Bruce Leathem. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes, except Commissioner Roger Angelly abstained. Motion carried.
Treasurer David Cox presented the 2020/2021 Tax Levy to Council. The estimated City’s tax levy will be filed with the Saline County Clerk on or before the last Tuesday of December 2020. The City is complying with the Truth and Lending Taxation Act. This year’s levy will be decreased by $97,782. The total levy will be $1,747,545.00 as compared to last year’s levy of $1,845,327.00 The Treasurer has levied zero in the general fund. He is suggesting levy reduction is five funds: Workman’s Compensation, EDSA, Garbage, Social Security and Medicare Fund. He suggests based on the statutory amounts that the Fire and Police Pension be increased.
Treasurer David Cox asked Council to accept the estimated tax levy based on the fiscal year beginning May 01, 2020 and ending April 30, 2021 in the amount of $1,747,545.00 which is a reduction of $97,782.00 Commissioner Ron Morse made the motion to accept the estimated 2020/2021 tax levy presented by Treasurer Cox which will be displayed in the City Clerk’s Office for twenty days. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
Commissioner Roger Angelly thanked the Harrisburg Police and Fire Department during a fire that involved him. He said they did an excellent job.
Commissioner Rupert Johnson reminded the citizens that clean-up is over and to please stop using the leaf and limb site as a dump site. Tickets will be issued for illegal dumping.
Mayor John McPeek asked the citizens to please leave the port-a-potty alone at the Malan Junior High. If you see someone tampering with it, please call the Police Department.
Little Tractor is sponsoring movie night on November 20, 2020. The movie will be Elf and begins at 6:00 p.m. This is located on Veteran’s Drive. He thanked Ameren and Jordan Hicks with Country Financial for making our new 24 x 24 screen possible. We are hoping to make this a permanent structure next year with other events coming soon.
Mayor John McPeek asked the citizens to please take the much needed precautions against COVID-19. Please take precautions, wear a mask, social distance and have a Happy Thanksgiving.
Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
