I. Call To Order/Roll Call 

The Niles Building and Zoning Committee meeting was called to order at 5:37 PM.

II. Approval of Building & Zoning Committee minutes from the meeting on September 24, 2020.

Stephen Costa motioned to approve the meeting minutes for September 24, 2020. Chuck Ostman seconded.

IV. Chairman’s comments- Denise McCreery

V. Economic Development Director update- John Melaniphy

A. Small business recovery loan for restaurants

i. Small business recovery loan for restaurants went live on September 1 on the website. 

ii. 9 application were received, each restaurant requested maximum amount of $25,000 per restaurant

iii. Implementation will start after Thanksgiving.

VI. Commission Update

A. Subcommittee Review

a. Communication & Marketing (Katie Schneider, staff liaison) Alan Zielinski, Steven V., Mike Shields, Alicia Bermes, Judy McNulty

1. Communications & Marketing will set up a meeting before the next EDNR meeting.

2. Number of articles in Chicago Parent, Neighboring Parent Network, Realtor Contact List.

3. Design District is advertising in PACE Bus shelters – 15 shelters

4. Place Making Project – Planters in front of Businesses with Holiday arrangements in them by end of November.

5. Website is being used to provide COVID information, after COVID the website will be analyzed for a revamp.

6. Story maps on schools are available in the Village website.

7. Schneider will look into different avenues to drive traffic to the Village Website, and to look at website analytics of interest to the EDNR committee.

b. Business Attraction & Retention (John Melaniphy, staff liaison) John Melaniphy

1. Productive call with Sterling about Golf Mill concept plan.

2. Postal Service lease to be brought to the Village Board

3. Byline Bank in due diligence phase.

4. Marathon Gas Station purchase, remove USTs to be ‘shovel ready’

5. Starbucks continues to move forward with multi-tenant building subject to Village approvals

6. Zippy’s carwash is now open.

7. ED Director participated in ILCMA webinar to promote the Village, attended by over 80 municipal officials.

8. Phoenix Flame now open.

c. Neighborhood Renewal (Charles Ostman, staff liaison) Janet Lee, Rich Mangold, Laura H., Mike Shields

1. Subcommittee meeting held November 9 and November 12, 2020

2. Three strong ideas to consider derived from both meetings:

a. Public Space in Commercial Corridors that are adjacent to Neighborhoods having more greenery

b. Aesthetics of Vacant Lots

c. Bringing Niles together, Small Home-Based Business/Arts Fair, Parents Network to increase civic engagement.

d. Incentives (Rich Wlodarski, staff liaison)

9. Lynda Stoo Subcommittee meeting held November 11, 2020

10. Steve Costa proposed an idea for the Façade Program – To mirror Wheeling’s program where properties need to be in TIFs to take advantage of a Façade Program funded by TIF revenues.

A. Trustee McCreery thanked members for their hard work during subcommittee meetings. Subcommittees will continue to meet to fine tune ideas.
