City of Harrisburg City Council met Feb. 4

Here is the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Rupert Johnson, Roger Angelly and Ron Morse answering roll call.

Pastor Dan Masters of the First Church of God led the group in pray and the Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Matt Tosh with Brown and Roberts, Inc. presented Change Order #3 from Wiggs Excavating for a decrease of $9,310.00. This change order is a partial quantity adjustment. Commissioner Ron Morse made the motion to accept Change Order #3 from Wiggs Excavating for a decrease of $9,310.00. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes.

Matt Tosh with Brown and Roberts, Inc. discussed Rebuild Illinois. The City of Harrisburg is required to submit a plan by February 16, 2021. Changes can be made to the plan after it is submitted, but the City must submit an obligation plan. Commissioner Rupert Johnson said the proposed plan is to the Mill Street Extension Project. Commissioner Roger Angelly made the motion to approve the Rebuild Illinois Project for the Mill Street Extension Project. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the only sealed bid received for the Police K9 Vehicle. The bid was from Jim Hayes, Inc. for a 2021 Dodge Durango Pursuit Vehicle for $31,758 plus title and license. Commissioner Raymond Gunning made the motion to accept the sealed bid from Jim Hayes, Inc. for a 2021 Dodge Durango for $31,758. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes.

Treasurer David Cox presented the FY 2019 audit. He thanked everyone for their support and help in getting the audit completed. Commissioner Ron Morse made the motion to approve FY 2019 audit. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes.

Mayor John McPeek presented a TIF Façade Grant Program Application from Classic Crafters located at 1 S. McKinley Street. The proposal includes painting, façade repair and treatment, exterior door repair, windows, shutters and awning repair, exterior lighting, sign replacement, landscaping, stairs, porches, railings, roofing and soffit estimated at $13,750.00 Once the work is complete, Classic Crafters will submit receipts and be reimbursed $2,500.00. Commissioner Ron Morse made the motion to approve the TIF Façade Grant Program for Classic Crafters. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes.

Alex Watkins presented the ICJIA Grant Resolution to Council. The City of Harrisburg was recently selected as one of the eighty communities in the State of Illinois to receive about $25,548.00 in funding. Part of this money will go toward the cities comprehensive plan and about 25% will go to offset his salary to apply for grants. Commissioner Raymond Gunning made the motion to pass Resolution 21-0204 for the ICJIA Grant authorizing Mayor John McPeek to execute the grant. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes.

Commissioner Raymond Gunning asked Fire Chief John Gunning to give an update on the First Responder status. Chief Gunning discussed how his department has been assisting with medical calls. His department is working to assess and assist until an ambulance can arrive on the scene. His department assisted with 14 medical calls in December, 40 calls in January, and his employees will complete their training and practical skills at the end of this month. At this time, the Fire Department does not transport. There are quarterly meetings with Deaconess EMS to discuss any questions or concerns.

Fire Chief Gunning thanked his men for their efforts during the Cave-In-Rock incident.

Commissioner Raymond Gunning asked about the status of the house demolition project. Commissioner Roger Angelly said that project was put on hold due to the Malan Junior High project. Commissioner Roger Angelly assured council the house demolition will resume in the near future and he will keep everyone updated. Mayor John McPeek stated there is only four houses needing torn down at this time.

Mayor John McPeek informed the citizens our movie nights will resume when the weather improves and they are finished with the watermain project in that area.

Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes.
