City of Carmi City Council Met April 20.

Here is the minutes provided by the council:

The regularly scheduled council meeting was held at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the April 6, 2021, council meeting were presented. Alderman Hays made a motion to approve the April 6, 2021, council meeting minutes as presented. Alderman Courson seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

The March 2021 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the March 2021 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for April 2021 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the April 2021 vendor invoices. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion, and possible approval

Mayor Pollard introduced Chamber Director, Kelly Northcott. Mrs. Northcott approached the council to seek a donation for the 4th of July fireworks. She stated she had been in contact with a representative from the fair board regarding hosting the fireworks there. The vendor for the fireworks would like a contract signed by the end of April due to some shipping issues with the fireworks shipping from China. Mrs. Northcott stated the fireworks display normally costs around $12,000 and the City typically donates $9,000. The fireworks will be held on the actual 4th of July which is a Sunday. If for some reason the fireworks were to be cancelled, all but $800 would be refunded. With no further discussion, Alderman Headlee made a motion to sponsor the fireworks display in the amount of $9,000. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard reported the City of Carmi received a check from the family of the late Bill G. Harmon. In a card received from Linda Harmon Wright and Debbie Harmon Porter, they said they were following the wishes of their deceased father, who passed away August 6, 2019. He had requested they donate $5000 in his memory. Mayor Pollard stated he has ordered 3 new picnic tables, 2 regular and 1 handicap, and a few benches for the new Downtown Theater Park. These purchases will honor Mr. Harmon’s memory on park signage.

Reports from Standing Committees

Alderman Totten stated the CWCHS Homecoming Parade was very well organized and was a great event.

Adjournment

At 5:45 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
