City of Harrisburg City Council Met April 1.

Here is the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Rupert Johnson, and Ron Morse answering roll call. Commissioner Roger Angelly was absent.

Pastor Jerry Wells, Dorrisville Social Brethren Church led the group in pray and the Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Regular Meeting Minutes – March 18, 2021

Wiggs Excavating - $40,195.88 - #20-083-08 – 2014 Watermain Rehab Phase II 

Brown & Roberts, Inc. - $10,627.24 – #2020-083-8 – 2014 Watermain Rehab Phase II

Paul Schlenker – Petition to Relinquish – 1st Addition, Block 3, Lot 7

Kim Hines/Katelyn Hines – Petition to Lease – 1st Addition, Block 3, Lot 7

Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Eric Fodor from Southeastern Illinois Regional Planning and Development Commission presented an engineering service agreement for the Mable Street/West Side DCEO water main project. There will be engineering money coming out the grant. Request was sent out for qualifications for estimates to three engineering firms. Those requests were sent to Knight Engineering, Quigg Engineering, and Brown and Roberts, Inc. Knight Engineering and Quigg Engineering declined to bid stating they were too busy for this project. Brown and Roberts, Inc. placed a bid and interest with an estimated cost of $78,500.00 and the budget was for $81,000. Commissioner Raymond Gunning made the motion to approve the designs and construction engineering services at the cost of $78,500.00 from Brown and Roberts, Inc. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek discussed the auditing fee for Benford Brown and Associates. Mayor John McPeek stated Benford Brown and Associates has requested an additional $11,000.00 for their services. The audit should already be done. Commissioner Raymond Gunning asked Treasurer

David Cox if the audit will be done by April 15, 2021. Treasurer David Cox responded no. Mayor John McPeek stated the audit needs to be done. Commissioner Raymond Gunning is not opposed to paying the additional fee as long as the audit is completed by April 15, 2021. Treasurer David Cox is against paying the additional fee as stated the auditor has failed to comply with the original contract. Mayor John McPeek asked Treasurer David Cox when the audit for 2020 will be done. Treasurer David Cox stated possibly by May 01, 2021. Mayor John McPeek will contact the auditor and the City will hold off on paying any additional money to the current auditing firm.

Police Chief Michael Riden presented information regarding digital radios. In order to communicate with the County, the City will need to upgrade their system to digital. Commissioner Raymond Gunning made the motion to approve the Police Department and Fire Department to digital radio service out of the CURES grant. The cost for Police Department radios is $24,459.00 which will be paid out of the CURES grant. The cost for the Fire Department radios is $19,231.90 which will also be paid out the CURES grant. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse presented an audit proposal. Request for Proposals were sent out for audit years of 2021, 2022, and 2023 to several auditing firms. The City only received one response which is from Dartt and Company, LLC in Carmi, Illinois. Commissioner Ron Morse made the motion to approve the bid from Dartt and Company, LLC of Carmi for 2021, 2022, and 2023 for the fees listed on page 7 with such motion made with the stipulation that the audit engagement letter to the City which includes the audit deadlines and other conditions be stated in the City’s request for proposal. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson reminded the citizens city wide spring clean up is over. There will be a Fall Clean-Up scheduled for a later date. Limbs and leaves will still be picked up, but the leaves must be placed in bags and set out in between the curb, sidewalk or alley way. Please call 252-4302 for more information.

He stated there will be a clean up held at Harrisburg Lake for lot holders only from April 5 through April 09, 2021. Please take your items to the boat dock, place them by the dumpster or set your items out by the nearest road for pick up. Please call 618-252-4302 for more information.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise 516 Jackson with a rehab agreement. Sealed bids must be submitted to the City Clerk no later than May 06, 2021 by 3:00 p.m. Sealed bids will be opened during the regularly scheduled council meeting on May 06, 2021. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek was pleased with Spring cleanup. He stated eighteen dumpsters were filled and removed. Showplace Cinema will be opening soon. Please remember the watermain project is still going on. Please be patient during this project. Water customers can now go to the City website to pay their water bill online.

He asked the citizens to come out and participate in seeing the Easter Bunny on Saturday April 03, 2021 from 10:00 a.m. to noon. Movie night starts back up on April 16, 2021and Ameren will be the sponsor. Be looking for more details about the movie and starting time on the City Facebook page. The City will be having the first scheduled Sasquatch Festival in October. There are several things scheduled for the festival. Mayor John McPeek reminded citizens that City Hall will be closed April 02, 2021 in observance of Good Friday.

Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.
