City of Du Quoin City Council Met March 8.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry was held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance.

Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward. City staff present included City Attorney Aaron Atkins.

Approval of Minutes:

The Council approved the Open Session Council minutes of the February 22nd meeting.

Second: Commissioner Kirkpatrick

Ayes: All

Nays: None

Approval of Bills to be Paid:

The Council approved payment of the bill list.

Motion: Commissioner Kirkpatrick

Second: Commissioner Genesio

13.) Other Business: (moved up)

Chief Steve Ingram, recognizing two police officers Clay McDonnough & Matt Coffel with the life saving award. Officer McDonnough & Coffel pulled a subject out of a burning car at the Budget Inn on February 4th @ 2:39 AM.

Mayor Guy Alongi, stated that he signed a contract with Falling Skies Pyrotechnics for the Fireworks display at the fairgrounds on July 2, 2021 & for a date to determined in 2022. City will pay ½ $4500.00 and they Tourism will pay the other ½ $4500.00.

Also the Fredrick battery property we have been given, we have been awarded an EPA Grant for the clean up work for that property. It will be for concreate; they have already taken out the underground tanks. We will also have electricity placed up there for a food truck etc… We are hoping once covid is over we can have bigger events at the park and use this space for that. The City, will have to put in an extra $3500.00 and everyone is ok with it we will go forward with that. (no objections)

The Council approved to Proceed with Title Search for the City Lake

Aaron Atkins: I have a rough estimate of $10,000.00 for the title search. Alan Heumann got back with me about the appraisal and is he is thinking between $2,500.00-$6,000.00. The problem is they need to have a survey description of the property. Right now, I would ask the council to post pone voting on this until I can get further information the cost of the survey will be. I asked why we can use the old survey and their concern is many of the lots have been sold off. As of now I’m not able to give a estimated cost of the survey.

Guy Alongi: Are we still able to get the 40 acres surveyed and title work?

Aaron Atkins: Yes, we are still able to get that done.

President of Du Quoin City Lake Association Mike Dollins, and Vice President Larry Roberts, addressed the Council on behalf of residents of the lake regarding the potential sale of the lake.

Resolutions:

A. Resolution 2021 R02-05: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and the American Legion (Final Approval)

Jeff Ashauer: This is for roof work and a walk in cooler.

Motion: Commissioner Kirkpatrick

Second: Commissioner Ward

Ayes: All

B. Resolution 2021 R03-01: A Resolution Authorizing a Redevelopment Agreement Between the City of Du Quoin and Would you Rathert, LLC (Public Display)

Jeff Ashauer: This is for the property @ 208 E. Main St. They will be doing business a wonder weaving. This will be a weaving shop & community arts and craft center. It is a $20,000.00 renovation for the first floor. The agreement is for a $5,000.00 reimbursement at a minimum of $1,000.00 per year.
