Pinckneyville City Council Met March 22.

Here is the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Commissioner Cicardi requested to change the agenda and add on Executive Session for discussion of Section 2 (c)(1). Mayor Spencer announced the agenda was set. Administrative staff present: Deputy City Clerk Terri Lindner, City Attorney Don Bigham, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Motion was made by Commissioner Peradotta, seconded by Commissioner Stotlar, to approve the minutes of the March 8, 2021, regular council meeting. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed treasurer’s report and stated that the ending bank balance total was $6,876,331.98, and unrestricted balance total was $1,385,724.08, for the period ending February 28, 2021, both have increased over last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Hicks added an invoice from Illinois Department of Transportation/Division of Aeronautics to accounts payable. The amount was $39,700.00 for the rehab of the main aircraft parking. Commissioner Stotlar made a motion, seconded by Commissioner Cicardi, to approve the accounts payable with the additional invoice. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi informed the council that the tennis court/pickle ball court will be painted the first week of May. Also concerning the tennis court/pickle ball court, there were some benches donated to set along the courts.

Commissioner Cicardi also announced there would be a boil order on Wednesday, March 24, 2021.

Mayor Spencer reviewed Phase 5 of the Illinois Covid recovery plan that he received from the Governor’s office. He stated that the most important thing was to get vaccinated.

RESOLUTION NO. R-2021-08 TO ENTER INTO A SWIMMING POOL MANAGEMENT SERVICE AGREEMENT

Commissioner Cicardi introduced Resolution No. R-2021-08, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Swimming Pool Management Service Agreement for Management of the City Pool. Commissioner Cicardi made a motion to place on file Resolution No. R-2021-08. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST APPROVAL TO HIRE EGYPTIAN ASPHALT AND SEALCOATING

Commissioner Cicardi requested approval to hire Egyptian Asphalt and Sealcoating to seal the walking track at the City Park at a total cost of $3,572.00. The work would be completed in June or July. Commissioner Cicardi made a motion to approve the hire of Egyptian Asphalt and Sealcoating. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST APPROVAL TO HIRE TWO PART-TIME UTILITY DEPARTMENT SUMMER WORKERS

Commissioner Cicardi requested approval to hire two part time utility department summer workers. They will begin in April. Commissioner Cicardi made a motion to approve hiring two part-time utility department summer workers. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST APPROVAL TO HIRE ONE PART-TIME WORKER FOR UTILITY DEPARTMENT

Commissioner Cicardi requested approval to hire one part time utility department worker. He will begin in April and will be primarily mowing. Commissioner Cicardi made a motion to approve hiring one part-time utility department worker. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST APPROVAL TO PURCHASE TWO PANASONIC TOUGHBOOK COMPUTERS WITH SIX DOCKING STATIONS FOR POLICE CARS

Commissioner Hicks requested approval to purchase two Panasonic Toughbook computers with six docking stations for the police cars at a total cost of $11,827.00. Commissioner Hicks stated that the funds were coming out of the police fund. He also added that they had been working with just one since January. Commissioner Hicks made a motion to purchase two Panasonic Toughbook computers with six docking stations. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCEPT RESIGNATION FROM JAMES L. SHILLINGER FROM THE POLICE PENSION BOARD

Mayor Spencer presented a letter of resignation from James L. Shillinger from the Police Pension Board effective 04/01/2021. Commissioner Peradotta made a motion to accept Mr. Shillinger’s resignation. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-09 TO PUBLISH A REQUEST FOR ALTERNATIVE DEVELOPMENT PROPOSALS FOR REAL ESTATE LOCATED AT 15 N. MAIN STREET

Mayor Spencer presented Resolution No. R-2021-09, a resolution to publish a request for alternative development proposals for City owned real estate located at 15 N. Main Street in Pinckneyville. City Attorney Don Bigham stated that pursuant to the TIF powers the City can make an agreement to sell the property but notice has to be published and give an opportunity to other interested parties to submit other alternative development plans. Other parties have until April 25, 2021 to submit an alternative plan. If no one submits alternative plans then the City can proceed with this transaction with Thad and Tara Conner who have agreed to pay $30,000.00 for the property. The motion was made by Commissioner Hicks to publish a request for alternative development proposals for said property. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried

PUBLIC COMMENTS

Commissioner Hicks wanted to remind everyone that the Fireman’s Fish Fry will be held on April 2, 2021 from 11:00 a.m. to 2:00 p.m.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:17 p.m. for the discussion of Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to return to the regular meeting at 7:10 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 7:11 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
