City of Harrisburg City Council met May 6.

Here is the minutes provided by the council:

Commissioner Ron Morse called the meeting to order. Mayor Pro-Tem Ron Morse presided over the meeting with Commissioners Raymond Gunning and Roger Angelly present and answering roll call. Mayor John McPeek and Commissioner Rupert Johnson was absent.

Pastor Jerry Wells of God led the group in pray and the Pledge of Allegiance.

Commissioner Roger Angelly made the motion to approve the consent agenda.

Harrisburg Lake:

Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor Pro-Tem Ron Morse opened two sealed bids for 516 N. Jackson Street. The first bid was from Steve Quertermous for $2,025.00 The second bid was from Randy Patton for $512.00. Commissioner Raymond Gunning made the motion to accept the bid from Steve Quertermous for $2,025.00 for 516 N. Jackson Street. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts, Inc. presented Council with an estimate for Water/Sewer Development on Mill Street as requested. The exhibit shows what could be done to fulfill all the possible needs as requested. The big unknown is the rock excavation on this property. This takes everything to the east side of the bike path. This estimate is for sanitary sewage on all property at a cost of $215,000. The exhibit shows water lines, but at this time he does not know that the City needs water until it is known what is being supplied. The estimate is just for sewer at this time. Mayor Pro-Tem Ron Morse suggest tabling this project until there is a full council present. Commissioner Roger Angelly agrees everyone needs to be present. Jim Brown will table advertising of the street along with tabling doing nothing with the utilities.

Mayor Pro-Tem Ron Morse presented the Healing Illinois Grant. The City of Harrisburg has applied for grant funding for the creating of a public art and mural program. Commissioner Raymond Gunning made the motion to approve Resolution 21-0506. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly asked to table the advertising for bids for Malan Junior High on behalf of Mayor John McPeek. Mayor John McPeek is exploring different options for this project.

Attorney Kolby Smithpeters discussed property at 441 W. Church. It has been deemed unsafe property and the trustees are willing to deed the property over to the City of Harrisburg. The City will decide if it is a rehab or demolition property. Commissioner Roger Angelly made the motion to authorize Attorney Kolby Smithpeters to transfer the deed from 441 W. Church to the City of Harrisburg. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts, Inc. presented MFT bid tabulations. Illini Asphalt was the low bidder on oil/chip. CA6 and CA7 was also bid which was from Hastie Mining. CA6 came in at $12.67 a ton and CA7 was $12.97 a ton. If you wish to proceed, Council will need accept the proposal of Illini Asphalt Corporation for the oil/chip. Commissioner Roger Angelly made the motion to accept the proposal for Motor Fuel Tax from Illini Asphalt Corp. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts, Inc. said the second item is the bid from Hastie Mining & Trucking company for the rock. Commissioner Roger Angelly stated the bid came in at 10% over the bid. Commissioner Roger Angelly made the motion to not accept the Motor Fuel Tax bid from Hastie Mining & Trucking because it is over. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly made the motion rebid the Motor Fuel Tax rock bid. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Roger Angelly made the motion to accept the Resolution for the MFT from Illini Asphalt. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to authorize the City Clerk to contact the Merit Board for a recommendation for a new hire. Sergeant Todd Cavender will be retiring in June. This will put the Police Department to full staff as of two years ago. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
