City of Carmi City Council Met May 18.
Here is the minutes provided by the council:
The regularly scheduled council meeting was held, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.
The minutes from the May 4, 2021, council meeting were presented. Alderman Courson made a motion to approve the May 4, 2021, council meeting minutes as presented. Alderman Totten seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
The April 2021 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Blake for approval of the April 2021 Financial Reports. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
The vendor invoices for May 2021 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the May 2021 vendor invoices. The motion was seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”
For Council Consideration, discussion, and possible approval
Ordinance #1572; An ordinance amending Section 8 of Ordinance #20 and ordinance #918, an ordinance limiting livestock within the City of Carmi was presented by Mayor Jeff Pollard. Mayor Pollard stated a draft of this ordinance had been presented at the May 4, 2021, meeting for review and discussion by the Alderman as well as any concerned citizens. Mayor Pollard stated the ordinance allowed for a maximum number of rabbits but no other livestock including chickens. With no discussion, Alderman Totten made a motion to approve Ordinance #1572; An ordinance amending Section 8 of Ordinance #20 and ordinance #918, an ordinance limiting livestock within the City of Carmi. Alderman Knight seconded the motion. The motion carried on roll call by each Alderman presenting answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard reminded the residents that school will be out at the end of the week so please keep a watch out for kids out running and playing. This is your yearly reminder to not blow grass into the street and make sure you keep your properties mowed and cleaned up. If not, you can and will be ticketed. As long as the weather holds out, the pool should be open by Memorial Day and the opening day of the pool is usually a free swim day. This weekend will be another drag race at the airport. The gates open at 1:00 p.m. for participants and 2:00 p.m. for spectators. Gate admission is $10.00. This event features Ken and his team from Mississippi.
Reports from Standing Committees
Alderman Hays stated the Carmi White County School District will be continuing the SRO agreement for Officer Agee. Alderman Hays thanked the school system for their support. Alderman Totten asked about vehicles that were parked along the road ways for an extended period of time. Chief Carter stated as long as they were licensed and insured, a ticket could not be issued.

At 5:37 p.m. Alderman Courson made a motion to adjourn. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
