Edwards County Community Unit School District #1 Board of Education Met May 19.

Here is the minutes provided by the board:

The meeting was called to order at 7:00 p.m. in the West Salem Grade School Science Room by President, Dale Woods. The following members were present: Brian Mewes, Jayare Buerster, Lawrence Speir, Jr., Richard Wolfe, Jo Rector and Andrew Spray. Also present was Superintendent, David Cowger; Principals, Preston Nelson and Dale Schmittler; Assistant Principal/Special Education Coordinator Carrie Wells and Dean of Students, Joe Rivers.

APPROVE

CONSENT AGENDA

Motion was made by Andrew Spray and seconded by Richard Wolfe to approve the following Consent Agenda items:

∙ Motion to approve the minutes of the open and closed sessions of the April 19, 2021 Regular School Board Meeting and the open and closed sessions of the May 4, 2021 Special Board Meeting

∙ Motion to approve the Treasurer’s Report

∙ Motion to approve the Bill List

∙ Motion to destroy board meeting closed session audio recording older than 18 months per State code

Speir, Wolfe, Rector, Spray, Buerster, Mewes and Woods voted yes. Motion passes

FARM BUREAU SPEAKS TO BOARD

REJECT BID

Presentation by Edwards County Farm Bureau

The ECFB addressed the board and wanted to thank them for allowing Ag in the Classroom to continue during the COVID Pandemic.

Motion was made by Richard Wolfe and seconded by Jo Rector to reject the Clinton Electric bid due to a qualifying statement. Accept the bid from Security Alarm Corporation in the amount of $149,950.00

The bid from Clinton Electric was the lowest bid, however, it was not based upon approved specs and failed to get their product approved by the District’s architect.

Speir, Buerster, Spray, Wolfe, Rector, Mewes and Woods voted yes. Motion passes

APPROVE MAINTENANCE PROJECT BIDS

Motion was made by Brian Mewes and seconded by Richard Wolfe to approve building maintenance project bids as follows:

∙ Fulton Interior Systems Inc. for replacement of ceiling tiles in the amount of $49,650.00

∙ J E Shekell Inc. for replacement of boilers at ECHS and WSGS in the amount of $184,000.00

∙ Heartland Mechanical Contractors for replacement of HVAC and controls in the amount of $795,000.00 including alternate bid for ionization.

These projects will begin this summer but due to timing, some may carry over into the 2021-2022 school year.

Rector, Speir, Wolfe, Spray, Mewes, Buerster and Woods voted yes. Motion passe

APPROVE TENTATIVE AMENDED BUDGET

Motion was made by Jayare Buerster and seconded by Andrew Spray to approve the tentative 2020-2021 Amended Budget.

A tentative budget was presented to the board. At this time is looks the District will overall finish in the black but a more detailed look will be presented in June.

Spray, Rector, Speir, Wolfe, Buerster, Mewes and Woods voted yes. Motion passes

SET BUDGET HEARING

Motion was made by Jo Rector and seconded by Brian Mewes to set a Budget Hearing for June 21, 2021 at 6:45 p.m.

Wolfe, Mewes, Spray, Rector, Speir, Buerster and Woods voted yes. Motion passe

APPROVE PERMANENT TRANSFER

Motion was made by Andrew Spray and seconded by Richard Wolfe to approve a permanent transfer of $38,246.64 from Working Cash Fund to the Operations, Buildings and Maintenance Fund.

These funds are to pay BCS for a 50% payment for the phone, bells, and paging system.

Wolfe, Speir, Buerster, Rector, Mewes, Spray and Woods voted yes. Motion passes

FIRST READING OF WELLNESS PLAN

First Reading of the Districts’ Wellness Plan

Minimal changes were done to the plan. Language was added to address Mental Wellness. Also, the plan included the Triennial Assessment.

ADMINISTRATION REPORTS

The Administrators presented their reports on the following:

Cafeteria Report

State Budget and School Funding

Graduations and Baccalaureate

∙ Preston Nelson – Edwards County K-12 Principal

• Dale Schmittler – West Salem Grade School Principal

• Carrie Wells – Edwards County Special Education Coordinator

• Joe Rivers – K-12 Dean of Students

INTO CLOSED SESSION

Motion was made by Andrew Spray and seconded by Brian Mewes that a Closed Session be called at 7:44 p.m. to discuss the following:

∙ Consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine validity

∙ Consider student discipline

Speir, Rector, Wolfe, Buerster, Spray, Mewes and Woods voted yes. Motion passes

OUT OF CLOSED SESSION

Motion was made by Andrew Spray and seconded by Brian Mewes that the Board come out of Closed Session at 7:56 p.m.

Mewes, Buerter, Wolfe, Spray, Rector, Speir, and Woods voted yes. Motion passes

ACCEPT RESIGNATIONS

Motion was made by Andrew Spray and seconded by Richard Wolfe to accept the following resignations: ∙ Shela Smith – Aide at the Albion Grade School ∙ Logan Crum – Albion Grade School Science Teacher ∙ Michael Snidle – ECHS Assistant Basketball Coach ∙

Rector, Buerster, Mewes, Wolfe, Speir, Spray, and Woods voted yes. Motion passes

EMPLOYMENT

Motion was made by Richard Wolfe and seconded by Jo Rector to employ the following:

∙ Summer Maintenance Workers – Corbin Andrini and Taylor Summerfield

∙ Albion Grade School Science Teacher – Shea Brock

Speir, Buerster, Rector, Mewes, Spray Wolfe and Woods voted yes. Motion passes

RATIFY TEACHER CONTRACT

Motion was made by Brian Mewes and seconded by Jo Rector to ratify the Edwards County Teachers Association 2021-2024 Contract.

Speir, Wolfe, Buerster, Rector, Mewes, Spray and Woods voted yes. Motion passes

ADJOURN MEETING

Motion was made by Jo Rector and seconded by Richard Wolfe that the meeting be adjourned at 7:59 p.m.
