City of Harrisburg City Council Met June 17.

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Rupert Johnson and Ron Morse answering roll call. Commissioner Roger Angelly was absent.

Pastor Jerry Wells led the group in prayer and The Pledge of Allegiance.

Mayor John McPeek recognized the 2021 Harrisburg High School Varsity Baseball team along with the coaches. He presented the team players with the Mayor’s Teamwork Award and presented the coaches with the Mayor’s Leadership Award.

Commissioner Raymond Gunning made the motion to approve the consent agenda.

Regular Meeting Minutes – June 03, 2021

Gavin’s Car Care - $2500.00 – TIF Façade

Classic Crafters - $2500.00 – TIF Facade

Brown & Roberts, Inc. - $63,225.00 – South Extension of Mill St. to Park St and East Extension of O’Gara including Cul-D-Sac from Cherry Street Design Engineering Bill #1 - Corrected

Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the only sealed bid for a F250 pick-up truck for the Street/Alley Department from Jim Hayes, Inc. for a 2022 F-Series at $28, 822 plus title and plates. Commissioner Rupert Johnson made the motion to accept the bid from Jim Hayes, Inc. for $28,822. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the sealed bids for the dump truck for the Street/Alley Department for three F-350 Regular Cab 4x4 Chassis truck set up for 11’ dump bed. The price per truck with dump bed installed is $48,925.00 The total price for all three trucks with dump beds installed is $146,775.00 from Sternberg Ford. Commissioner Rupert Johnson made the motion to accept the bids $146,775.00. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

There were no bids for the mini excavator.

Commissioner Raymond Gunning made the motion to approve Ordinance 1821 for the Sale of Property located at 516 N. Jackson Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse made the motion to authorize Mayor McPeek to sign the Rehab Agreement for 516 N. Jackson Street. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to approve Ordinance 1822 for the Sale of Property located at 604 S. Ledford Street. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to approve Ordinance 1823 for the Sale of Property located at 109 E. McHaney Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to approve Ordinance 1824 for the Sale of Property located at 101 E. Ford Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning made the motion to approve Ordinance 1825 for the Sale of Property located at the Lot South of 1004 Wilmoth. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

There was no discussion regarding the stop signs at Small and Veterans Drive.

Mayor John McPeek stated Council will go into Executive Session to discuss Collective Bargaining.

Alex Watkins presented the increase of the Downtown TIF Façade Program from $2500.00 to $5000.00. Businesses will have to spend $10,000 in order to get a $5,000.00 reimbursement grant. Mayor John McPeek said this a good program. Commissioner Raymond Gunning made the motion to approve Resolution 21-0617 for the TIF Façade Program increase to $5000.00. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Alex Watkins presented the TIF/Business District Application. The application has been updated. We are streamlining the process for easier use. Commissioner Raymond Gunning made the motion to approve Resolution 21-0617A for the new TIF/Business District Application. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts, Inc. present a Resolution for expenditure of funds for Mill Street and O’Gara Street. This project is set up for bids to be opened on June 29, 2021 at 10:00 a.m. at City Hall. Commissioner Ron Morse made the motion to approve Resolution 210617B. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Jim Brown with Brown and Roberts, Inc. presented the bid tabulations, proposal and MFT resolution for the CA6 and CA7 aggregate. There were three bids. A discussion was held regarding the bid opening, bids, and previous bid opening. Commissioner Rupert Johnson stated since Crossroads was not present for the first bid opening, he believes the bid award should go to Hastie. Commissioner Raymond Gunning made the motion to accept for the low bid of $20,875.00 from Crossroads 2, LLC Resolution 21-0617C. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes, except Commissioner Rupert Johnson voted no. Motion carried.

Mayor John McPeek announced there will be a public hearing on July 15, 2021 at 5:45 p.m. for the CDBG Housing Grant which is through Southeastern Illinois Regional Planning.

Commissioner Raymond Gunning made the motion to authorize the City Clerk to advertise for one 2021 Dodge Durango with police package and two 2021 Dodge Chargers with police package with the stipulation that if the City does not receive any bids for the Dodge Durango, the City be allowed to accept bids for an additional Dodge Charger. All sealed bids must be submitted to the City Clerk no later than July 15, 2021 by 3:00 p.m. Sealed bids will be opened during the regularly scheduled July 15, 2021 meeting. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise for sealed bids for a New Model 50 Mini Excavator with Cab, Rubber Tracks, Hydraulic Thumb, 24 inch digging bucket, 36 in smooth bucket. Sealed bids must be submitted to the City Clerk no later than Thursday July 15, 2021 by 3:00 p.m. Sealed bids will be opened during the regularly scheduled meeting on July 15, 2021. For more details you can call Superintendent Kenny Mayhall at 618-252-4302. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise for sealed bids for a used Road Grader with Ripper and Road Tiller attachment. Sealed bids must be submitted to the City Clerk no later than Thursday July 15, 2021 by 3:00 p.m. Sealed bids will be opened during the regularly scheduled meeting on July 15, 2021. For more details you can call Superintendent Kenny Mayhall at 618-252-4302. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson made the motion to authorize the City Clerk to advertise for sealed bids on City owned properties. The list of properties will be published, posted in the Clerk’s Office, on the City Website Page and City Facebook Page. Sealed bids must be submitted to the City Clerk no later than Thursday July 15, 2021 by 3:00 p.m. Sealed bids will be opened during the regularly scheduled meeting on July 15, 2021. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek made the following announcements: City Hall will be closed July 05, 2021. There will not be a council meeting on July 01, 2021. The next council meeting will be July 15, 2021.

There was a groundbreaking ceremony for the Harrisburg School District BELA (Bulldog Early Learning Academy). The Saluki Football team was here today and picked up trash, cleaned up and picked up seventy (70) bags of trash.

The City is starting a Mural and Public Arts Program. Please contact Alex Watkins about this program at 618-252-1937. SIC Junior Falcons will be putting on Mamma Mia. Please go out and support your local arts.

Dogwood Days will be at the fairgrounds. It is a vintage market. Also, there will be a Farmers and Makers Market on June 26, 2021 in the city parking lot on 23 S. Main Street.

Fireworks will be held on July 04, 2021 starting around 9:00 p.m. The Saline County Baptist Association will host an event at the drive-in movie area off of Veterans Drive. There will be food trucks and live entertainment.

The City will be having an upcoming movie night in July. Be watching for details.

Mayor McPeek discussed the homeless situation. The City is working with community organizations and is hoping to have some solutions in the next few weeks.

Citizen Joe Hutchison addressed council regarding installation of utilities on private undeveloped property. He would like to review the policy/ordinance for this topic. Mayor McPeek stated he would review the ordinances. Citizen Hutchison stated he believes taxpayer money is being invested on private property to enrich private individual property when the taxpayers do not benefit from it. Citizen Hutchison used Ron Crank drive as an example. Commissioner Raymond Gunning stated the State of Illinois approves any improvements. Commissioner Raymond Gunning said these improvements are to expand and make the city better.

Citizen Joe Hutchison said he put the city on notice. Darrell Dunham will be contacted about this, and he asked if council will continue to use taxpayer money on this private property. Mayor John McPeek he is hoping new businesses will come to those properties. Mayor John McPeek said this is required to build up the town.

Citizen Hutchison said the city installed utilities on Lane Erector’s property along with a private road. Commissioner Rupert Johnson said the road was deeded over to the city and it is city road. Commissioner Raymond Gunning said no utilities have been installed on that property. Citizen Hutchison asked if Wes Sherrod had utilities. Commissioner Rupert Johnson said the utilities that Wes Sherrod has was at his expense. Commissioner Raymond Gunning said there is a city ordinance stating the city can bring services to the property line.

Citizen Joe Hutchison asked how much expansion is the City of Harrisburg planning on doing and how much taxpayer money is being used on Lane Erectors. Mayor McPeek said the expansion depends on what businesses will come. There have been no expansions at this time. Commissioner Rupert Johnson stated he does not believe Citizen Hutchison wants to see the city grow. Commissioner Rupert Johnson said everything the city does is in the open.

Citizen Hutchison said he will bring the Illinois Statue violating the Illinois Constitution and if the city is violating the Illinois Constitution, he will personally retain and attorney and sue the City. Attorney Kolby Smithpeters stated that at some point every piece of property has been private land. The land gets deeded over to the city and the city builds a road on that land. Commissioner Raymond Gunning said it is a Mill Street extension and an O’Gara Street extension. Commissioner Rupert Johnson said it is not a private drive. Citizen Hutchison said as courtesy, he will hand deliver council the Illinois statute on what the council is violating. Citizen Hutchison is hopefully that Attorney Robert Wilson will attend that meeting.

Citizen Joe Hutchison said he is trying to help Harrisburg grow. Commissioner Rupert Johnson asked how Citizen Hutchison was doing that. Citizen Hutchison said he has put a lot of money into this town for the last thirty years. He said it was private industry and a lot of money, along with back breaking efforts into this town trying to expose the city. Commissioner Raymond Gunning said he has put a lot of money into this town and he hopes it grows. Citizen Hutchison said he is 100% behind council on every legal transaction. His attempt is to help the city. He is always trying to fix the city. Commissioner Raymond Gunning said everything is done legal.

Citizen Joe Hutchison said Commissioner Raymond Gunning stated he had approach Molly Kasier on behalf of Terri Jenkins. Citizen Hutchison asked why he approached her. Commissioner Raymond Gunning said the conversation he had with Molly is his business and has nothing to do with Terri, but the harassing phone calls and text messages from Citizen Hutchison. Citizen Hutchison stated Commissioner Raymond Gunning stated there was an issue with Citizen Hutchison harassing Terri Jenkins and that she should sign a complaint. Commissioner Raymond Gunning said he had nothing else to say about it. Citizen Hutchison read that Commissioner Gunning said he recommends that if Terri Jenkins feels uncomfortable and that she does not want to put up with it anymore, she should file a complaint and have him arrested. He has already spoken to States Attorney Molly Wilson about this. Citizen Hutchison said Commissioner Gunning is not an authority figure in this town. Commissioner Raymond Gunning said she has a right to call her and apparently, she has.

Citizen Sharon Vandenburg said the house on her block sold, but there is more traffic and junk. The traffic goes on until 2-3:00 in the morning. Mayor John McPeek said the city will keep an eye on it.

Mayor John McPeek made the motion to go into Executive Session to discuss Collective Bargaining. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.
