City of Carmi City Council Regular met Aug. 17.

Here is the minutes provided by the council:

The regularly scheduled council meeting was held at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the August 3, 2021, council meeting were presented. Alderman Totten made a motion to approve the August 3, 2021, council meeting minutes as presented. Alderman Hays seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”

The July 2021 Financial Reports for the City of Carmi and Carmi Light & Water were presented to the council for consideration. A motion was made by Alderman Headlee for approval of the July 2021 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

The vendor invoices for August 2021 for the City of Carmi and Carmi Light & Water were presented for approval. A motion was made by Alderman Winkleman to approve the August 2021 vendor invoices. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”

For Council Consideration, discussion, and possible approval

1. Resolution No. 08.17.21: A resolution authorizing the Mayor to enter agreement for activity delivery and grant administration for the Hillsdale Area Waterline Rehabilitation Project. Alderman Headlee made a motion to approve Resolution 08.17.21; A resolution authorizing the Mayor to enter agreement for activity delivery and grant administration for the Hillsdale Area Waterline Rehabilitation Project. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”

2. Resolution No. 08.18.21; A resolution to execute engineering agreement for design and construction observation with Brown and Roberts, Inc. for Hillsdale Water. Alderman Totten made a motion to approve Resolution No. 08.18.21; A resolution to execute engineering agreement for design and construction observation with Brown and Roberts, Inc. for Hillsdale Water. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard reminded everyone that school is back in session so be more cautious while driving, especially with the added road construction.

The council room has always been available for any personnel to use. The proper procedure is to call the office to reserve the date, time and how long you will need the room. Someone from the office will be in charge of unlocking the door.

Mayor Pollard reported within the last week, the City has lost two retired employees. Mr. Doyle Prince passed away Thursday in a tragic car accident and Aleta Heern passed away early Saturday morning from health issues. The Carmi Light and Water office will be closed on Wednesday, August 18, 2021, from 12:30 p.m. to 2:00 p.m. for the office to pay resects to Aleta’s family.

Reports from Standing Committees

Alderman Totten stated he would be on vacation for the September meeting.

Adjournment

At 5:37 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
