Village of Smithton Village Board met July 6

Here are the minutes provided by the board:

The meeting at Village Hall was called to order at 7:30pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey and Hopkins answered roll call. Also, present were Clerk Parker, Engineer Saeger, Supervisor Klein, Chief Neff and Attorney Durso.

CLERK’S REPORT

The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on June 15, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

TREASURER’S REPORT – No report.

GOOD OF THE VILLAGE

ZONING BOARD RESIGNATION LETTER – MARK PARKER

A motion was made by Trustee Becherer which was seconded by Trustee Mourey to accept resignation of Zoning Board Member, Mark Parker. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ZONING BOARD APPOINTMENT

Mayor Smallwood reported that he would like to appoint Jesse Carlton to the Smithton Village Zoning Board to fill the remainder of Mark Parkers 5-year term. A motion was made by Trustee Rogers which was seconded by Trustee Mourey to approve the Mayors appointment of Jesse Carlton to the Zoning Board to fulfill the remainder of Mark Parkers term. Roll call was taken: Trustee Rogers, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

The Zoning Board appointments are subject to change at the end of the present fiscal year. New appointments will be made at that time and Jesse Carlton will be appointed to the corrected 1-year term, all zoning board members below Mark Parker will move up one position.

ANNEXATION HEARING ORDINANCE 966 – (HUNTERS POINT)

A motion was made by Trustee Rogers which was seconded by Trustee Becherer for Clerk Parker to read Annexation Ordinance No. 966 – Hunters Point by title only. Roll call was taken: Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

A motion was made by Trustee Rogers which was seconded by Trustee Becherer to pass Annexation Ordinance No. 966 – Hunters Point. Roll call was taken: Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

MIKEY’S PUB OUTSIDE MUSIC PERMIT – JULY 11, 17 & 18

A motion was made by Trustee Henning which was seconded by Trustee Mourey to approve outside music request for Mikey’s Pub for Sunday 7/11, Saturday 7/17, Sunday 7/18. Roll call was taken: Trustee Henning, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hopkins, yes. Motion was granted.

Nathan Clasquin presented his Eagles Scout project, a flag drop off box. Smithton Village Board asked for a design of the box to be able to find a location for it.

POLICE CHIEF’S REPORT

Chief Neff reported the number of calls for the month of June. The Police Department received reimbursement from the Smithton Grade School for Jeremy Hayes during last year’s school year. Joe Agles took part in his first major case for the Granite City murder, he was an intricate part of the investigation to get a murder charge.

ENGINEER’S REPORT

TALL TIMBERS LOW PRESSURE SEWER SYSTEM

A motion was made by Trustee Becherer which was seconded by Trustee Mourey to take Scott’s recommendation and not take over the low-pressure sewer system at Tall Timbers. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER

A motion was made by Trustee Mourey which was seconded by Trustee Elbe to approve an Ordinance violation citation for 405 S Hickory for storm water connection to sanitary sewer. Roll call was taken: Trustee Mourey, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

COMMUNITY DEVELOPMENT BLOCK GRANT INCOME SURVEY

Engineer Saeger reported he received a letter from the County that the surveys would be due this winter if we choose to take part. A low to moderate income area would need to be chosen to send the surveys to, Saeger will report back on areas that would fall into this category.

HEALTH OFFICER’S REPORT – No report.

SAFETY COMMITTEE

There will be a Safety Committee Meeting August 5, 2021, at 10:00am if needed.

ZONING BOARD REPORT

ZONING BOARD HEARINGS JULY 7, 2021 AND JULY 26, 2021

Engineer Saeger reported that there will be a hearing on July 7, 2021, for Hunters Point to review the engineering plans. On July 26, 2021 a hearing will be held to review a variance for set backs on a mobile home and garage on South St. John’s Drive.

SUPERVISORS REPORT

Supervisor Klein reported they completed curb and driveway entrance repair work as of today. They currently are working on cleaning out the diffusers in the lagoons, the motor went out due to the back pressure from the diffusers.

Trustee Elbe brought up that the playground by the new pavilion was flooded, water was sitting there a day after it had rained. Klein said there is a drain located in the playground that will need to be cleaned out. The drains will be checked out when they are changing over to the rubber mulch.

ATTORNEY’S REPORT

17 N. HIGH STREET

Attorney Durso reported that he would like Chief Neff to attend the court hearing for the property and take updated pictures to show the current state of the property.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports as given. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE

Mayor Smallwood reported that there was a Committee As a Whole meeting on June 22, 2021. The items will be discussed under the Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on June 22, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE

HEARTLANDS CONSERVANCY MEMBERSHIP RENEWAL

Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize the Heartland Conservancy membership renewal for $100. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

STREET & UTILITY COMMITTEE

STREET DEPARTMENT VEHICLES

Trustee Rogers reported that there was no update, still waiting for the truck bed.

STREET DEPARTMENT UNIFORMS

Trustee Rogers reported that the uniform contract is good until 2023. Supervisor Klein will provide Rogers with the price quotes. Mayor Smallwood would like to discuss this at the next Committee As a Whole meeting.

POLICE COMMITTEE

POLICE VEHICLE MARKING

Trustee Elbe made a motion which was seconded by Trustee Mourey to authorize three Police Department vehicles marked from Advance Engraving not to exceed $2,200. Roll call was taken: Trustee Elbe, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted

POLICE VEHICLE DAMAGE

Trustee Elbe reported that an officer backed into a utility pole at the Smithton Senior Center and that the damage will be turned into insurance for repairs.

PARK & CEMETERY COMMITTEE

SAA/PARK BUILDING

Trustee Henning made a motion which was seconded by Trustee Elbe to approve St. Clair County Parks Grant Resolution No. 2021-03 to submit grant request. Roll call was taken: Trustee Henning, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted

SAA BATTING CAGE REQUEST – No update.

TRAIL STUDY GRANT

Engineer Saeger stated the next step would be to schedule a public meeting. Wednesdays in the month of September would be the best time to schedule.

Trustee Hopkins made a motion which was seconded by Trustee Rogers to authorize acceptance of the bid from Kohler with Glaenzer Electric not to exceed $65,000 for a generator at Village Hall. Roll call was taken: Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes. Motion was granted.

CAMERA FOR VILLAGE SHED

Supervisor Klein reported that they are not able to get a line of sight to improve the internet with Norcom. Will check with Mediacom on services and pricing.

VILLAGE HALL ACCESS CONTROL SYSTEM

Chief Neff reported that it should be anytime now for both buildings to have the new access control system installed.

BILLS AND PAYROLL

Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay bills and payroll from May 29, 2021 through June 11, 2021 and June 12, 2021 through June 25, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.
