City of Carmi City Council met Oct. 5.

The Carmi City Council met for the regularly scheduled meeting at 5:30 p.m. in the Chamber Council at 225 East Main Street.
Prior to the regularly scheduled council meeting, a public hearing for a mobile/modular home permit at 309 College Boulevard was held. Mr. and Mrs. Joshua Moore were present and explained they are planning on placing a new modular home on this location.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Doug Hays, Jeremy Courson, and Sheila Jo Headlee.
The minutes from the September 21, 2021, council meeting were presented. A motion was made by Alderman Courson to approve the September 21, 2021, council minutes. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
For Council Consideration, discussion and possible approval:
Possible approval of Mobile/Modular Home Permit for 309 College Boulevard. Alderman Totten made a motion to approve the mobile/modular home permit for the above-noted location. The motion was seconded by Alderman Nelson. The motion carried on roll call by each Alderman present answering “yes.”
Ordinance 1577: An ordinance establishing minimum and maximum setbacks for the City of Carmi’s public water supply wells #5 and #6 was presented for approval. Alderman Headlee made a motion to approve Ordinance #1577. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”
Resolution 10.05.2021; A resolution to withdraw the City of Carmi from an agreement with White County in regards to the use, operation and maintenance of the City County Jail. Alderman Totten made a motion to approve Resolution 10.05.2021, seconded by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”
Resolution 10.06.2021; A resolution authorizing the purchase of 703 Oak Street, Carmi Illinois, White County. Alderman Hays made a motion to approve Resolution 10.06.2021 and Alderman Blake seconded the motion. The motion carried on roll call by each Alderman present answering “yes.”
Reports and/or updates from Mayor Pollard
The Mayor reported the Annual Chamber Dinner was held on Monday, October 4th and was a huge success. Mayor Pollard thanked Kelly Northcott for all of her hard work she put into planning and organizing all of the chamber events. “Again, I also want to congratulate Thys Bax for Citizen of the Year Award and Rice Motor Company for Business of the Year Award” stated Mayor Pollard.
Corn Day always brings a busy week. Thursday is the Farm to Table Harvest Dinner. Social hour starts at 5:30 p.m. with the meal following at 6:30 p.m. There are still tickets available to purchase before the evening. The cost is $40 for the social hour and dinner or $30 for just the dinner.
On Friday, Main Street will be closed at 3 p.m. The City office will close at 2:30 p.m. that afternoon as well. I hope everyone has a fun and safe Corn Day weekend.
On Monday, October 11, 2021, all City Departments will be closed in observance of Columbus Day.
The office has been receiving a lot of phone calls about street lights being out. We are aware of this and unfortunately, they are on backorder. As soon as we receive them, they will be installed.
Just a quick reminder, city-wide Trick-or-Treating will be on October 31st from 4 to 8 p.m.
Reports from Standing Committees
Alderman Headlee wanted to again thank Thys Bax and Rice Motor Company on their awards. Alderman Totten wanted to thank the Water Department for doing a good job on keeping the water supply up during a recent fire.
Business or Comments from Visitors
Chief Jason Carter wanted to remind residents of the detours for the Corn Day Event with the closure of Main Street. Vehicles are not allowed to park on the detour route.

At 5:46 p.m. Alderman Headlee made a motion to adjourn. The motion was seconded by Alderman Courson.
