Galatia Community Unit School District No. 1 Board of Education met Sept. 23.

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Joy Richey, Elaine Jackson, Bryan McCabe, and Holly Murphy. Aaron Allen and B.J. Pigg were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble called the meeting to order at 7:05 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins. This meeting was during the COVID-19 pandemic.
President Pribble led the Board and attendees in the Pledge of Allegiance.
VISITORS: There were no visitors.

APPROVAL OF CONSENT AGENDA:
1. A motion was made by Jackson and seconded by McCabe to approve the regular meeting minutes of August 26, 2021. Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, and McCabe-aye. Five (5) ayes, motion carried.
2. A motion was made by Richey and seconded by Murphy to approve the bills and payroll as presented. Murphy-aye, Pribble-aye, Jackson-aye, McCabe-aye, and Richey-aye. Five (5) ayes, motion carried.
3. A motion was made by Pribble and seconded by McCabe to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Jackson-aye, Murphy-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.
NEW BUSINESS:
Adopt FY 21/22 Budget
The budget hearing was held before the regular meeting today, September 23, 2021.
4. A motion was made by McCabe and seconded by Pribble to adopt the FY 2021/2022 district budget as presented. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, and Pribble-aye. Five (5) ayes, motion carried.
Aaron Allen entered the meeting at 7:35 p.m.
Notice of Intention to Issue Working Cash Fund Bond Resolution The intention is to issue a $400,000 working cash fund bond resolution for the purpose of increasing the working cash fund.
5. A motion was made by Pribble and seconded by Murphy to adopt the resolution for the intention to issue a working cash fund bond. McCabe-aye, Allen-aye, Murphy-aye, Richey-aye, Jackson-aye, and Pribble aye. Six (6) ayes, motion carried.
Art Club Memorandum of Understanding (MOU)
Mrs. Natalie Dunk, Art Teacher, requested to have an Art Club. The Art Club would replace the High School Drama Club, and the $750.00 stipend from the Drama Club will transfer to the Art Club stipend. Mrs. Dunk will be the club sponsor.
6. A motion was made by Pribble and seconded by McCabe to approve a Memorandum of Understanding
(MOU) for a High School Art Club. The Art Club will replace the High School Drama Club. The stipend will be $750.00. Mrs. Dunk will be the sponsor. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, and Allen-aye. Six (6) ayes, motion carried.
Activity Bus
Central States said it will take about 200 days from the date of ordering a bus. Mr. Crank requested approval to order the district an activity bus. The cost of the bus is not to exceed $65,000. The bus will be paid by the ESSER III grant fund, when the funds become available.
7. A motion was made by Allen and seconded by McCabe to approve ordering an activity bus from Central States, not to exceed $65,000 when the ESSER III funds become available. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.
HVAC Bids
ESSER III (Elementary &Secondary School Emergency Relief Fund) has not been approved.
8. A motion was made by McCabe and seconded by Murphy to reject all HVAC bids for the elementary and high school due to lack of participating funds from the ESSER III grant. Richey-aye, Jackson-aye, Allen aye, Pribble-aye Murphy-aye, and McCabe-aye. Six (6) ayes, motion carried.
Cut down dead tree at Elementary School
Mr. Crank received a quote from Dustin Keilhorn for $700 to cut down the dead tree at the elementary school. He will do it on a Saturday.
9. A motion was made by McCabe and seconded by Jackson to approve Dustin Keilhorn to cut down the dead elementary tree for $700.00. McCabe-aye, Allen-aye, Richey-aye, Jackson-aye, Murphy-aye, and Pribble-aye. Six (6) ayes, motion carried.
FFA Field Trip
Mr. Crank asked permission on behalf of FFA to attend the 2021 National FFA Convention on October 26th, 27th, and 28th, 2021. The conference is at Indianapolis Convention Center, Indianapolis, IN. They will spend two nights. FFA will pay all expenses. Mr. James Richey and Mrs. Amy Richey will be chaperones. The students will be Covid tested before they leave and after their return.
10. A motion was made by Pribble and seconded by Jackson to approve FFA students to attend the FFA
National Convention in Indianapolis, IN., October 26th, 27th, and 28th, 2021, with a two night stay. Mrs. Amy Richey will chaperone the girls. Students will be Covid tested before they leave and after attending the event. All expenses will be paid by FFA. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, and Allen-aye. Six (6) ayes, motion carried.
COMMITTEE REPORTS:
TRANSPORTATION:
We are still a bus driver short. All districts are looking for bus drivers. Our bus drivers are working really hard to ensure all students are picked up. There are some days when we are shorthanded, and we are unable to make all routes. The parents are working to make sure their students get to school.
BUILDING & GROUNDS REPORT:
School Insurance: Mr. Don Ewell from Ewell Insurance, asked to review our school insurance policy. He indicated that there were areas that we did not have enough coverage and some areas where we are over insured. We have had a free appraisal and should have the results soon. As soon as we receive the results, we will start the bidding process with the new limits of coverage needed. Our current insurance expires December 1, 2021.
Playground Equipment: Mr. Crank has been repeatedly checking to see when the equipment will be shipped. The delay is due to shipping labor.
ATHLETICS:
The High School baseball field scoreboard will need to be replaced.
All fall sports are in full swing.
HS Assistant Volleyball Coach
11. A motion was made by McCabe and seconded by Allen to approve Kayli Clarida as the assistant high school volleyball coach, pending background check, for the FY21/22 school year. Richey-aye, Jackson aye, Allen-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Six (6) ayes, motion carried.

12. A motion was made by McCabe and seconded by Allen to approve Griffin Groves as the assistant junior high boys basketball coach for the FY21/22 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe aye, Jackson-aye, and Allen-aye. Six (6) ayes, motion carried.

14. A motion was made by Allen and seconded by McCabe to approve Michael Jenkins as the assistant high school baseball coach, pending background check for the FY21/22 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, and Allen-aye. Six (6) ayes, motion carried.

15. A motion was made by Allen and seconded by Pribble to accept Erica Mapps' resignation as high school cheerleading coach for the FY21/22 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, Jackson-aye, and Allen-aye. Six (6) ayes, motion carried.

16. A motion was made by Pribble and seconded by Jackson to employ Nyla Rucci as the high school cheerleading coach for the FY21/22 school year. Jackson-aye, Allen-aye, Murphy-aye, McCabe-abstain, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.
PRINCIPAL REPORT:
Middle School Model: Mrs. Launius updated the board with the idea of moving to a Middle School Model. This plan includes moving the 6th grade teachers, Sharla Girten and Brandi Fletcher to the middle school. There are still some areas of electives that will have to be explored. Mr. Launius will report with more information at the next board meeting.
Individualized Education Plan (IEP): The District was notified this week that we are no longer on monitoring status concerning students with IEP's. We have been on monitor status for the last several years for "disproportionately/over identifying students for special education under the Other Health Impairment". Mr. Crank stated that Mrs. Launius has worked hard to achieve this.
Homecoming: There is concern with having Homecoming in the gym this year due to Covid. If mitigation gets worse (if the positivity rate gets worse over the winter), we might be restricted to staying under a certain number of students in a space. There has been discussion with having Homecoming outside in late fall. All high school students were sent a survey to see what the students would want. 65% of high school students who took the survey say they prefer to have the dance outside (masks recommended/optional) and 35% prefer to have it inside (masks required). Based on the response, Homecoming will be November 6, 2021. In order to have this related to school spirit, the Red and White Night will be moved up to November 5, 2021. The dance will be outside using the Ag Shop and a tent. The coronation will be in the gym with the court on the stage. At this point, anyone can come and watch, but they will be required to wear a mask. We need to rent a tent that will cost between $1,000 $2,000. Mr. Bryan McCabe said he would see if he could find a tent at a lesser cost.
Homecoming:
17. A motion was made by Pribble and seconded by McCabe to set Homecoming on November 6, 2021. The district will rent a tent not to exceed $2,000 for the event to be held outside. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.
TikTok: There is a new TikTok Challenge. The challenge is for high school students to destroy and/or steal school property. Our high school boy's bathroom has been hit as a target. We have done several things to try to prevent and monitor this. So far two boys have been disciplined. In order to prevent further issues, Mrs. Launius, plans to release a statement on Facebook, website live feed, and morning announcements. The statement will state that any student involved in destroying/stealing school property may be given an out of school suspension (possibly expulsion), required to pay restitution, and turned over to law enforcement.
SUPERINTENDENT REPORT: COVID
Update: We have started testing students and staff. Any student or staff member exposed through a school contact can "test to stay" to avoid being quarantined. Today we tested eighteen and had one positive. Parents and students have been receptive. This testing will lower the number of quarantines and keep students in school. We currently have eighteen teachers that will be tested weekly, the rest of our staff is vaccinated.
Saline Co Real Estate Taxes: Saline County and American Coal agreed to a total settlement of $562,400 for the past two years' worth of taxes.
Elementary Score Board: The score board has arrived.
NHFS: An agreement has been signed with NHFS network to broadcast sporting events. There is no cost to the district for the equipment, installation or streaming. We will have to run power and our network to it. Anyone who has access to the internet will be able to access our sporting events for a small fee. The network will also be able to stream school plays, concerts, etc.
