1. Working on Hydraulic Report and Plans

f. Dahlgren 04132 Low Water Crossing 300E (HBP FY20)

ii. HLR Design is complete, working on ROW.
g. Dahlgren 200E RBI Aluminum Box Culvert. We are bidding a 19’x8’ aluminum box culvert for Dahlgren township to replace a small bridge that is washing out just north of Angling Rd. Dahlgren is using it’s MFT Bond money for the purchase.
2. Road Improvement Program Update:
a. Dahlgren South Overlay 19-00115-00-RS (STR FY2023)
i. 2” Asphalt Overlay 1725N to State Rt 14
ii. Construction Estimate: $850,000
iii. STR $692,000 / State Match $173,000
iv. Setting up an experimental section for the rubberized asphalt
v. I’m working with Gallagher Asphalt to get them the test specimens they need to evaluate the existing asphalt surface for hot-in-place recycling.
b. Thackeray Road Estimate $1,050,000 2022
i. Soil-Cement and Oil & Chip 6.4 miles in conjunction with ICC Grade Crossing Improvements.
ii. Local Funds & ICC Funds
c. Dale Road Estimate $825,000 State FY2024
i. Soil-Cement and Oil & Chip 4.7 miles with State & Federal RBI & STR Funds.
ii. I will set this project up on our 4 year IDOT plan.
3. Pavement Preservation Program:
a. Planning for next year’s project. This is a FY’23 program year also. The June letting is latest letting to get contracts approved and have work completed by October. Going to set up (2) preservation projects in the 4 yr plan.
Other Business.
a. ICC 600E/1600N Rail Safety Project
i. Updating the Environmental Review, submitted Preliminary Plans and ROW plan.
ii. Contacted Lochmueller Group about being selected for ROW Negotiator. ICC has confirmed their fee is reimbursable. Am coordinating an IDOT contract with them.
b. ICC Thackeray Road Rail Safety Project
i. The ICC has contacted me about getting estimates together for the approach work to improve this RR crossing. (no change)
c. New Highway facility:
i. Dustin Parmley will be available first of December to repair roof.
ii. Slay’s Restoration will treat attic after Dustin is finished.
iii. Knapp Concrete has poured upper floor and will be back week of 11/15 to finish lower floor. Tony & Aaron graded and installed the rock base.
iv. Kelly Electric installed lights in west shop for floor construction. He will be back to finish the outlets on east wall of east shop and install a gas heater in office/restroom. City installed a new gas meter on east shop. We had them size it for future radiant tube heaters in shop area.
v. Got estimate of $1500-$2000 from Crossroads Cleaning in Mt. Vernon to clean.
d. Excavator/mulcher – Cat was awarded the 309 Excavator Bid. Trade offer on JD Grader is $22,000. Order has been placed. Anticipate delivery in February.
e. Surplus Equipment Sale – we need permission to advertise surplus equipment for sealed bids. We’ll have a list of items at the board meeting.
f. E911 signs:
i. Aaron is estimating $9500 for replacing Rd Name signs. Road Commissioners are willing to help replace the signs. We need to decide how to proceed.
