Carrier Mills-Stonefort Unit #2 Board of Education met October 18.

Here are the minutes provided by the board:

I) Call to Order by: Mr. Scott Figg at 6:49 p.m.

II) Roll Call by: Mr. Clay Nolen

Present: John Cummins, Rhonda Felty, Scott Figg, Ryan Lewis, Clay Nolen, Kassi Reeves.

Absent: Isaac Craig.

III) Recognition of Visitors: Mrs. Shaina Craig, Mr. Derrick Field, and Ms. Melissa Williams.

IV) Approve Consent Agenda: Motion by Mr. Cummins, 2nd by Mr. Lewis.

Roll Call By: Mr. Nolen.

Aye: Mr. Cummins, Mrs. Felty, Mr. Figg, Mr. Lewis, Mr. Nolen, Mrs. Reeves.

Nay: None.

Absent: Mr. Craig.

V) Reports

High School Principal Report – Mr. Jerrell

Mr. Jerrell reported that the state has released a set of maintenance grants for school districts. It is a matching grant for up to $50,000. As we have discussed at the previous few Board Meetings, we need to replace the existing windows in the science classroom and the shop classroom. The project will cost around $100,000, so half of the project will be paid by the grant and the other half will be paid for from sales tax money.

Mr. Jerrell explained that through our ESSER III Funding, we need to provide After School Services for our students. As of now, we are planning on a start date of October 26, and it will meet each Tuesday and Thursday from 3:00-4:30 until the end of the year. Our High School Parent-Teacher Conferences will be held on October 19 from 3:15-6:15 (Freshmen from 3:15-4:45 and Juniors from 4:45-6:15) and October 21 from 3:15-6:15 (Sophomores from 3:15-4:45 and Seniors from 4:45-6:15).

In student news, the Lady Wildcats Volleyball team won the Thompsonville Tournament on October 9. They are currently 19-5 with one more game to play. The IHSA Regional will begin next Monday at Gallatin County. The JV Volleyball team is currently 21-6 with one more game to play. Junior Robbie Hadley won the GEC Conference Cross Country meet last week. They have the Benton Invitational tonight and then Regionals this Saturday. Mr. Long will have our Fall Musical on November 5th and 6th in the Grade School gym.

In PBIS news, Mr. Jerrell explained that Homeroom Challenge #2: The Volleyball Competition was held last Friday, September 24. The Senior Class, Mathews’ Mighty Marvels, won the Championship game over Klope’s Fighting Illini, the Sophomores. The Freshmen Class, Motsinger’s Mean Green Machine, defeated Mitchell’s Marauders, the Juniors, in the Consolation Championship game. After two events the Senior Class is in 1st Place with 20 points, the Freshmen and Sophomores are tied for 2nd Place with 14 points, and the Junior Class are in 4th Place with 8 points. The class with the most points at the end of the homeroom challenges will get a pizza party on April 29. The third PBIS Event of the year will be a Cornhole Tournament played on Friday, October 22.

Mr. Jerrell also reported that Mrs. Jill Dare, our E-Rate Grant Writer that we hired earlier in the year, informed him that we successfully earned the ECF Funding for this year. This will give our district $139,856.00 to purchase Chromebooks for our district.

Facility News

The painting around the building is almost done, the murals have been primed.

Cafeteria News-October

The kitchen served 880 breakfasts and 831 lunches at the high school.

The kitchen served 5017 breakfasts and 4692 lunches at the grade school.

Recent Happenings

We had our first active shooter (code red) drill on Wednesday, October 6th. It went well.

We started a student worker program in the building for 7th & 8th grade students. Teachers put in requests for workers and students applied for jobs, were interviewed, then selected to work in the building as their exploratory class.

We sent out an interest survey for 6th-8th grade students to help us match their interests with classes.

Monday the 18th starts a new quarter and we have new exploratory classes. This quarter, we have added a social emotional class called World Changers; C.A.T. (Clever Academic Techniques)- a class about study skills, organizational tips, and test-taking strategies; Sewing; Sports Statistics; Book Club; and a few others.

Upcoming Events

Monday (today) we sent home promoted the Book Fair with “Donuts at Dismissal.”

Our parent-teacher conferences are this week, Tuesday & Thursday from 3:15-6:15.

The Scholastic Book Fair begins Monday and goes through Thursday.

Try-outs for basketball are next week.

The first game is at home on October 22nd.

Thursday, October 21st, we will have our Great American Shakeout Drill and we have two assemblies to target character education and bullying.

We will be having spirit days to promote the home games and giving one free admission ticket to any student who wears Purple & Gold (or the given theme) to school that day.

October 29th is our PBIS hayride.

October 29th we will have fall parties and allow students to dress in costumes for school provided they can manage their costumes alone for the school day. We will not allow students to leave to change.

Carrier Mills is hosting a town-wide costume contest, so we will promote that in lieu of having an assembly and contest at school.

RECESS! is our school musical and will be held on November 5th & 6th @ 7:00 p.m. in the grade school gym.

Currently, we are planning to have our Veterans Day Program on Friday, November 12th @ 9:00.

Building Leadership Team

Our team is volunteer only. It consists of: Melanie Hustedde, Beth Horn, Brad Ewing, Hollie Pulley, Sherri Flatt, Julie Emery, Leah Deuel, and Lori Burgess.

We met Tuesday, October 12th, and discussed absenteeism and possible solutions as well as how best to handle make up work.

We also discussed treat sales, PBIS, fall parties, and reading.

Looking Ahead:

We have received two bids to replace the sign out front. The two bids are for digital signs.

During the Scholastic Book Fair, we will have ‘Open House’ to show off the library. We will be selling raffle tickets for the old card catalog.

VI) Action Items

A) Accept FY21 Annual Financial Report.

Mr. Jerrell reviewed the FY21 for the Board. Kemper CPA Group visited the District Office in August and began their annual audit. They delivered their final report on Thursday, October 14. A quick summary of the audit is:

1) Our Per Capita Tuition Charge (Expense Per Pupil) was $8,340.23 for 2020-2021, 2) Our 2020 Levy Payable 2021 Tax Rate was 4.62768, 3) Our Estimated Financial Profile Summary is 4.00, 4) Our Estimated 2021 Financial Profile Designation is Recognition, and 5) We have one (1) finding this year, which is the same finding Mrs. Megan Cain had before finishing her CPA certification; it is for the inability to draft financial statements and notes. So, a better summary is, Mrs. Debbie Moore, our Unit Bookkeeper, is doing a phenomenal job.

B) Accept the Engagement Letter with Kemper CPA Group, LLP.

Mr. Jerrell explained that the Kemper CPA Group has done our annual audit for at least the past eight years. They have done a very good job each July and August, and they are very thorough. This year the total audit will cost $13,310, last year’s total was $12,920, two years ago was $12,175, and three years ago it was $12,540. Before the 2019-2020 school year we signed a three-year contract with Kemper. Next year the audit will cost us $13,710 (21-22).

C) Consider Lease Agreement with Legence Bank.

Mr. Jerrell presented the lease agreement for purchasing two vans from Jim Hayes, Inc. through Legence Bank.

D) Consider Activity Fund Account for CMSF HS Service Club.

Mr. Jerrell explained that Mrs. Samantha Craig, the Service Club Sponsor, needs to create an activity fund account for the High School Service Club. This account is managed by Mrs. Michelle Murphy and will be Account #38.

Motion: To approve the Activity Fund Account for the CMSF HS Service Club.

Motion by Mr. Nolen, 2nd by Mr. Lewis.

E) Consider Activity Fund Account for CMSF HS National Honor Society.

Mr. Jerrell explained that Mrs. Emma Lane, the National Honor Society Sponsor, needs to create an activity fund account for the High School National Honor Society. This account is managed by Mrs. Michelle Murphy and will be Account #39.

Motion: To approve the Activity Fund Account for the CMSF HS National Honor Society.

Motion by Mr. Figg, 2nd by Mr. Lewis.

Roll Call By: Mr. Nolen.

F) Consider TPT School Access Account.

Mr. Jerrell explained that many of our teachers use their own money to pay for classroom materials. Many of those teachers have discovered a website called Teachers Pay Teachers, where they can purchase classroom materials to supplement lessons in their classrooms. The cost for the district is $9,600, which will be paid for out of ESSER III funds. Teachers will be given a 30-minute professional learning session on how to best utilize the materials and website, they will each get 40 credits (anything they purchase from $1-$15 is one credit), and they will have access for 12-months. At that time, we can choose to renew the program or we can cancel our school account.

VII) Non Action Items

Review Tax Extension 2020 Payable 2021 and Levy 2021 Payable 2022.

Mr. Jerrell briefly reviewed the tax levy which will be voted on in November. Last year’s rate was set at $4.62 per $100, and this year’s rate will be similar, around $4.80 per $100 of assessed value.

B) Wall Next Board Meeting: Monday, November 15, 2021 at 6:45 pm.

Mr. Jerrell reminded the Board that the next meeting is scheduled for the third Monday of the month; November 15, 2021 at 6:45 pm.

VIII) Closed Session
