City of Carmi City Council met Dec. 7.

Here are the minutes provided by the council:

The regularly scheduled council meeting was held at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.  

Prior to opening the council meeting, Alderman Winkleman gave the invocation followed by the Pledge of Allegiance. 

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Sheila Jo Headlee, Mike Knight, and Doug Hays.

The minutes from the November 23, 2021, council meeting were presented. Alderman Totten made a motion to approve the November 23, 2021, council meeting minutes as presented.  Alderman Hays seconded the motion. The motion carried on roll call by each Alderman present answering “yes.” 

For Council Consideration, discussion, and possible approval

  1. Approval of the City of Carmi Library Budget for 2022.  A motion was made by Alderman Winkleman to approve the City of Carmi Library Budget for 2022.  The motion was seconded by Alderman Hays.  The motion carried on roll call by each Aldermen present answering “yes.”
  2. Approval of Ellen Legg to fill the vacancy on the Carmi Library Board.  Alderman Winkleman made a motion to approve Ellen Legg to the Carmi Library Board.  The motion was seconded by Alderman Knight.  The motion carried on roll call by each Aldermen present answering “yes.”
  3. Possible approval for replacement of Eaton VSA breakers totaling $22,712.00.  Alderman Headlee made a motion o approve the Eaton VSA breakers.  Alderman Hays seconded the motion.  The motion carried on roll call by each Aldermen present answering “yes.”
  4. Award Bid to Kieffer Brothers Construction Co. Inc. for the 7th Street Sanitary Sewer Replacement Project in the amount of $219,990.  Alderman Blake made a motion to award the bid to Kieffer Brothers Construction Co. Inc. for the 7th Street Sanitary Sewer Replacement Project in the amount of $219,990.  Alderman Totten seconded the motion.  The motion carried on roll call by each Aldermen present answering “yes.”
  5. Ordinance 1579; An annual tax levy ordinance.  An ordinance for the levy and assessment of property tax by the City of Carmi, Illinois for the fiscal year commencing the 1st day of January 2021 and ending the 31st day of December 2021 was presented by City CPA, H. Keith Botsch.  Mr. Botsch stated the Police Pension Fund only increased approximately $8,000 or $9,000 which in turn is allowing more monies into the General Fund totaling $109,383.  After a brief discussion, Alderman  Headlee made a motion to approve Ordinance 1579, Annual Tax levy ordinance for January 1, 2021 to December 31, 2021.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Aldermen present answering “yes.”
  6. Ordinance 1580; An ordinance abating the 2021 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2011B; presented by H. Keith Botsch.  Alderman Hays made a motion to approve Ordinance 1580; An ordinance abating the 2021 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2011B.  The motion was seconded by Alderman Totten.  The motion carried on roll call by each Aldermen present answering “yes.”
  7. Ordinance 1581; An ordinance abating the 2021 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2011A.  Alderman Headlee made a motion to approve Ordinance 1581; An ordinance abating the 2021 tax levy for the payment of the City of Carmi, White County, Illinois general obligation bonds, series 2011A.  Alderman Winkleman seconded the motion.  The motion carried on roll call by each Aldermen present answering “yes.”
Reports and/or updates from Mayor Pollard

Mayor Pollard reported Republic Trash Service has informed the City of Carmi that while trash pickup day remains the same for customers, pickup times are changing to different times of the day.  Residents should continue to put trash out on the same day, early in the morning.  However, residents should not be concerned if pickup is earlier or later than normal. 

Reports from Standing Committees

Alderman Blake thanked the City of Carmi workers for taking care of the storm-related outages in such a timely fashion.

Business or Comments from Visitors

Keith Botsch commended the Christmas Lights of Hope and the City of Carmi for the great light display at the fairgrounds and helping the youth in White County.

At 5:47 p.m. Alderman Headlee made a motion to adjourn.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”
