Village of Smithton Village Board met Oct. 19.
Here are the minutes provided by the board:
The meeting at Village Hall was called to order at 7:30pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey and Hopkins answered roll call. Also present were Mayor Smallwood, Clerk Parker, Engineer Saeger, Supervisor Klein and Attorney Durso. Chief Neff was absent.
CLERK’S REPORT
The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on October 5, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.
TREASURER’S REPORT – The Board received a copy.
GOOD OF THE VILLAGE
MIKEY’S PUB OUTSIDE MUSIC PERMIT – 10/22/21, 10/23/21, 10/24/21, 10/29/21, 10/30/21 and 10/31/21. A motion was made by Trustee Rogers which was seconded by Trustee Elbe to approve outside music requests for Mikey’s Pub for 10/22/21, 10/23/21, 10/24/21, 10/29/21, 10/30/21 and 10/31/21. Roll call was taken: Trustee Rogers, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.
Trustee Elbe reported that the Smithton Commercial Club wanted to thank the Village for allowing them to use the park for the Haunted Trails and stated that they had a successful turn out from the community.
Nancy Rogers addressed the board about vehicles parking along Stonefield Dr by Dollar General. Mayor Smallwood will speak with Chief Neff.
POLICE CHIEF’S REPORT
Chief Neff was absent due to training. Mayor Smallwood reported that a citation was written for illegal dumping in the park. Park Refuge Dump Control will be added to the Committee As a Whole agenda.
ENGINEER’S REPORT
IPWMAN – PUBLIC WORKS MUTUAL AIDE
Engineer Saeger reported that the EPA recommends that the Village enter into a mutual aide agreement for the water and sewer system. This will be added to Committee As a Whole agenda.
4555, 4557 and 4563 ELK MEADOWS DRIVEWAYS
Mayor Smallwood reported that this was discussed at Committee As a Whole. The board discussed and agreed that no action would be taken.
WATER TOWER MAINTENANCE AND PAINT TRIAL
Mayor Smallwood reported that it was decided to get bids from other companies for painting and maintenance regarding the water tower.
AMERICAN RESCUE PLAN ACT
This will be added to Committee As a Whole agenda.
VILLAGE HALL HVAC BIDS
Engineer Saeger reported that he received approval from Ameren to move forward.
405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER
Engineer Saeger reported November 1, 2021 is the deadline and he will inspect the property at that time.
CDBG INCOME SURVEY – No update.
ST. CLAIR COUNTY PARKS GRANT
Engineer Saeger reported that Supervisor Klein is planning to start the demolition next week.
HEALTH OFFICER’S REPORT – No report.
SAFETY COMMITTEE
There will be a Safety Committee Meeting November 4, 2021, at 10:00am if needed.
ZONING BOARD REPORT
ZONING BOARD HEARING OCTOBER 20, 2021
Engineer Saeger reported that two hearings will be held for shed variances.
SUPERVISORS REPORT
Supervisor Klein reported that the storm sewer project located on Klein Dr is close to being completed and the culvert replacement on Shermeir will also be done this week. Visusewer came out this week to Fieldstone and due to the manholes and inlets they were unable to use their equipment to view anything. A discussion will need to be had at a later date.
ATTORNEY’S REPORT
Attorney Durso reported that he had a court hearing for the previous citation issued for illegal dumping. The individual plead guilty and paid a $200 fine.
Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports as given. All were in favor. Motion was granted.
COMMITTEE AS A WHOLE
Mayor Smallwood reported that there was a Committee As a Whole meeting on October 12, 2021. The items will be discussed under the Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on October 12, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.
FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER
RISK MANAGEMENT ANNUAL CONTRIBUTION
Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Option #1 to pay the invoice for IML Risk Management $104,001.00 – 1% savings $1,040.01 = $102,960.99 + IML dues $575 Total $103,535.99. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

Trustee Henning reported that it was agreed upon that the building will be used by SAA for temporary storage. Once storage is no longer needed the Village will retain the building for use and then discuss the location for building.

Trustee Henning reported that they are waiting for SAA to empty out their structures.

Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay payroll from September 18, 2021, through October 1, 2021. Clerk Parker reported that the deadline to rsvp is this Friday, October 22,2021 for the Mayor’s meeting Thursday, October 28, 2021, at the Oyster Bar in Grafton, IL.
