Village of Smithton Committee as a Whole met Dec. 14.

Here are the minutes provided by the committee:

Mayor Smallwood reminded the Trustees that Attorney Durso asked for approval to subscribe to a law library online database. This will be brought to a vote at the next Board meeting.

BUDGET

The Trustees are turning in numbers for the budget.

BUILDING CODES

Mayor Smallwood reminded the Trustees that Attorney Durso has revised the ordinance per the request of the board. Smallwood will have Engineer Saeger put together a sample ordinance pertaining to B2 Zoning regulations and the board can review and discuss it. Trustee Mourey will follow up with Saeger. The Trustees would like to receive a list of Building Permits regularly. Smallwood will speak to Saeger about getting a list to the Mayor and the Trustees regularly.

PARK REFUSE DUMP CONTROLS

Trustee Henning reported that he received a bid from St. Louis Automatic Door Company for a little over $18,000.00 for a new security system at the refuse dump. The Trustees would like to try purchasing a new camera that can be monitored before proceeding with additional construction. Per the contract with Barcom the George Alarm Company is not allowed to touch any of the equipment. Henning called Barcom and received a quote of approximately $2000.00 for a new camera. Henning stated that the pole that was discussed for the camera belongs to Ameren, and they will not allow a camera placed on it. The Street Dept can install a new pole. Purchasing a new camera will be brought to a vote at the next Board meeting.

CDS

Trustee Becherer reported that interest rates are down to .20%. Eight CDs are coming due January 22, 2022. The Trustees discussed using some of the CDs to go towards the purchase of a vacuum truck instead of being rolled over.

VACUUM TRUCK

Trustee Rogers reported that Supervisor Klein was informed that he could lease the vacuum truck for $800.00 per day for an upcoming project. If the truck is purchased, the amount spent on the lease would be deducted from the purchase price. Rogers will ask Klein to measure the shed to make sure that the truck could be stored inside. The purchase of the truck would need to be decided before a decision can be made on the CDs.

SIDEWALK – 205 S MAIN ST

The Trustees reviewed Engineer Saeger’s drawing for the curb on 205 S Main St section. The Street Dept. could raise the storm drain grate. The Trustees would rather try raising the storm drain grate before installing a curb. This will be brought to a vote at the next Board meeting.

POLICE PERSONNEL

Trustee Elbe reported that Officer Travis Leroy’s’ probation period will be over on December 28th. Elbe would like to make a motion at the next Board meeting to remove him from probation. The Trustees agreed to bring it to a vote.

Trustee Elbe reported that the Police Department could function much better with another full-time Officer. Mayor Smallwood stated that he has spoken to Chief Neff about it. Neff will review the budget numbers and salary amount needed and report to the Trustees.

VILLAGE HALL FOUNTAINS

Trustee Hopkins reported that he has not heard back from Austin Wolf regarding plans for the new sign at Village Hall.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All were in favor. Motion was granted. Meeting adjourned at 8:59pm.
