Village of Smithton Village Board met Dec. 7.

Here are the minutes provided by the board:

The meeting at Village Hall was called to order at 7:30pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey and Hopkins answered roll call. Also present were Mayor Smallwood, Clerk Parker, Engineer Saeger, Supervisor Klein, Chief Neff and Attorney Durso.

CLERK’S REPORT

The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on November 16, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

TREASURER’S REPORT – No report.

GOOD OF THE VILLAGE

Mayor Smallwood wanted to thank everyone involved who helped make the lighted Christmas parade a success.

POLICE CHIEF’S REPORT

Chief Neff reported that the Police Department received 101 calls for the month of November. The property owner at 17 N High St was served four citations and has a court date scheduled for January 6, 2021. All Village employees are scheduled for an AED/CPR training class on Wednesday, December 8, 2021.

ENGINEER’S REPORT

DCEO GRANT

A motion was made by Trustee Hopkins which was seconded by Trustee Rogers to apply DCEO grant funds to generator. Roll call was taken: Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes. Motion was granted.

WATER TOWER MAINTENANCE AND PAINT TRIAL – No update.

AMERICAN RESCUE PLAN ACT

Engineer Saeger reported that it was decided to get bids for a replacement sanitary sewer on Franklin, Smith, and South Street. Saeger will start working on the scope of work for the project.

VILLAGE HALL HVAC BIDS

Engineer Saeger reported that Funk Heating & Cooling, Inc has replaced the North unit of the building and will return Wednesday, December 9, 2021, to complete the South unit. The air conditioning units have been disconnected and Funk Heating will schedule a time to come back with a crane to put the new units in.

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER – No update.

CDBG INCOME SURVEY

Engineer Saeger reported that only two more surveys are needed, and the deadline is December 17, 2021.

HEALTH OFFICER’S REPORT – No report.

SAFETY COMMITTEE

There will be a Safety Committee Meeting January 6, 2021, at 10:00am if needed.

ZONING BOARD REPORT

Engineer Saeger reported that a hearing is scheduled for December 16, 2021. The hearing is for a variance and special use permit.

SUPERVISORS REPORT

Supervisor Klein reported that they have AED/CPR and flagger training scheduled for Wednesday, December 8, 2021. Klein is working on getting the concrete pad at the park completed and the street department has been busy getting ready for snow removal. A vacuum truck is scheduled to be demonstrated later this week.

ATTORNEY’S REPORT

Attorney Durso reported that he went to court on the trash citation that was issued. The individuals did not show, and the judge issued a $500 fine. Another court date has been issued and if the fine is not paid then the individual will risk being held for contempt. Illinois Institute for Continuing Legal Education has been added to Committee As a Whole agenda.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE

Mayor Smallwood reported that there was a Committee As a Whole meeting on November 23, 2021. The items will be discussed under the Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on November 23, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET

Nothing to report – This will be added to Committee As a Whole Agenda.

CHRISTMAS BONUSES

Trustee Becherer said a motion was made and can be removed from the agenda.

CD’S

Nothing to report – This will be added to Committee As a Whole Agenda.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

VACUUM TRUCK

Trustee Rogers reported that a demonstration of the vacuum truck is scheduled for Thursday, December 9, 2021, at 9:00am.

STREETLIGHT REQUEST

Trustee Rogers reported that Streetlight Request can be removed from the agenda. Trustee Becherer reported that the streetlight on Knab Road is up and seems to help with the corner.

SIDEWALK – 205 S MAIN ST

Nothing to report – This will be added to Committee As a Whole agenda.

STREET DEPARTMENT TOOLS & EQUIPMENT

Trustee Rogers reported that Street Department Tools & Equipment can be removed from the agenda.

STREET DEPARTMENT UNIFORMS – No update

POLICE COMMITTEE – TRUSTEE ELBE

Trustee Elbe requested that Police Personnel be added to Committee As a Whole agenda.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING

PARK REFUSE DUMP CONTROLS

Trustee Henning reported that he had received bids and requested to add this to Committee As a Whole agenda.

FIELD 5 MODIFICATIONS – No update.

PARK CAMERAS – No update.

SAA/PARK BUILDING

Trustee Henning reported that a finisher is needed to complete the concrete pad.

SAA BATTING CAGE REQUEST – No update.

TRAIL STUDY GRANT – No update.

ORDINANCE COMMITTEE – TRUSTEE MOUREY

ORD 969 – Tax Levy

A motion was made by Trustee Mourey which was seconded by Trustee Becherer to read Ord. No. 969 – Tax Levy by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

A motion was made by Trustee Mourey which was seconded by Trustee Becherer to pass Ord No. 969 – Tax Levy. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ORD 970 – REPEALING SCHEDULE

A motion was made by Trustee Mourey which was seconded by Trustee Becherer to read Ord. No. 970 – Repealing Schedule 40-3-7D by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

A motion was made by Trustee Mourey which was seconded by Trustee Becherer to pass Ord. No. 970 – Repealing Schedule 40-3-7D. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

Trustee Henning requested to add this to Committee As a Whole agenda.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL FOUNTAINS

Trustee Hopkins reported that Austin Wolf is currently working on a mockup. Wolf did indicate a concrete slap would have to be installed for his work to go on. This will be added to Committee As a Whole agenda.

WILLOW OAK PROPERTY – No report.

GROCERY STORE – No report.

SALT STORAGE BUILDING – No report.

VILLAGE HALL GENERATOR

Trustee Hopkins reported that the generator is due in August.

BILLS AND PAYROLL

Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay bills and payroll from October 30, 2021, through November 12, 2021. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

COMMUNICATIONS

Clerk Parker reported that the Village of Smithton Christmas party is this Saturday, December 11, 2021. The doors will open at 6:00pm and dinner will be served at 6:30pm.

NEW BUSINESS

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All trustees were in favor. Motion was granted to adjourn at 8:12pm.
