Village of Smithton Village Board met Jan. 18.
Here are the minutes provided by the board:
The meeting at Village Hall was called to order at 7:30pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey and Hopkins answered roll call. Also present were Mayor Smallwood, Clerk Parker, Engineer Saeger, Supervisor Klein, Chief Neff, and Attorney Durso.
CLERK’S REPORT
The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on January 4, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.
TREASURER’S REPORT – The board received a copy.
GOOD OF THE VILLAGE
POLICE CHIEF’S REPORT
Chief Neff reported that due to the hard work from Officer Agles and Officer Diecker four felony charges were filed for the burglary at the Catholic War Vets.
ENGINEER’S REPORT
ISSUED BUILDING PERMITS
Engineer Saeger reported that this will be a recurring item on the agenda. The board has been given a copy of building reports issued.
DCEO GRANT – No update
WATER TOWER MAINTENANCE AND PAINT TRIAL
Engineer Saeger reported that January 31, 2022, Suez will be here to inspect the water tower. They will provide us with a proposal for maintenance and a certificate of insurance is on file for them.
AMERICAN RESCUE PLAN ACT – No update.
VILLAGE HALL HVAC BIDS – No update.
405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER
Engineer Saeger reported that an extension was given to Mr. Park to complete the work by June 1, 2022.
CDBG INCOME SURVEY – No update.
HEALTH OFFICER’S REPORT – No report.
SAFETY COMMITTEE
There will be a Safety Committee Meeting February 3, 2022, at 10:00am if needed.
ZONING BOARD REPORT
Engineer Saeger reported that two hearings are scheduled for Thursday, February 17, 2022. The first hearing is for a special use permit and shed variance. The second hearing is for a shed variance.
SUPERVISORS REPORT
Supervisor Klein reported that a live wire demonstration from Ameren is scheduled for Thursday, January 27, 2022. Surrounding municipalities and townships will be attending the training.
ATTORNEY’S REPORT
Attorney Durso reported that Mr. Ritter was a no show at the court hearing. The judge issued four tickets with the amount of $500 for each ticket. Also, the individual with the dog citation was a no show in court as well. The judge issued a $200 or $250 ticket to that individual. Durso is currently working on drafting up the annexation paperwork for the Willow Oak property and should have it ready by the end of the week.
Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. Motion was granted.
COMMITTEE AS A WHOLE
Mayor Smallwood reported that there was a Committee As a Whole meeting on January 11, 2022. The items will be discussed under the Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on January 11, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.
FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

Trustee Becherer reported that he is currently working on the budget along with Clerk Parker.

Trustee Becherer reported that they just must wait until after January 22, 2022, to move forward with the CD’s.
STREET & UTILITY COMMITTEE – TRUSTEE ROGERS
VACUUM TRUCK

SIDEWALK – 205 S MAIN ST
Trustee Rogers reported that the forms have been finished and the street department is currently waiting to start the work once the weather breaks.
STREET DEPARTMENT UNIFORMS – No update

POLICE COMMITTEE – TRUSTEE ELBE
CODE RED SYSTEM
Trustee Elbe reported that this item will stay on until March 1, 2022.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING
PARK REFUSE DUMP CONTROLS
Trustee Henning reported that Engineer Saeger is currently working with Midland for a letter of credit to produce to Ameren. Insurance has already been taken care of.
FIELD 5 MODIFICATIONS – No update.
PARK CAMERAS
Trustee Henning reported that they are just waiting for the approval from Ameren at this time.
SAA/PARK BUILDING
Trustee Henning reported that the union hall is not able to produce any apprentices for the concrete project. At this time, we will need to hire a contractor to complete the concrete portion of the project.
SAA BATTING CAGE REQUEST – No update.
TRAIL STUDY GRANT
Trustee Henning reported that Engineer Saeger heard from Gonzalez and was given a brief run down from the poll that was conducted, nothing has been finalized yet.

Trustee Mourey reported that they are going to put this ordinance on hold due to more discussion that needs to be taken place. This will be added to the Committee As a Whole agenda.
