Village of Smithton Village Board met Feb. 1.

Here are the minutes provided by the board:

The meeting at Village Hall was called to order at 7:30pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey and Hopkins answered roll call. Also present were Mayor Smallwood, Clerk Parker, Engineer Saeger, Street Department Mitch Hummert, Chief Neff, and Attorney Durso. Supervisor Klein was absent.

CLERK’S REPORT

The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on January 18, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

TREASURER’S REPORT – No report

GOOD OF THE VILLAGE

POLICE CHIEF’S REPORT

Chief Neff reported that there were 108 calls for the month of January. Complaints were made regarding the cross walk by the school. This has been addressed and an officer will be patrolling by the crosswalk when available.

ENGINEER’S REPORT

ISSUED BUILDING PERMITS

Engineer Saeger reported that two building permits have been issued.

DCEO GRANT – No update

WATER TOWER MAINTENANCE AND PAINT TRIAL

Engineer Saeger reported that Suez had to postpone their inspection due to the impending weather this week. A new date has not been given.

AMERICAN RESCUE PLAN ACT

Engineer Saeger reported that he will be taking part in a webinar on February 22, 2022. Saeger explained that he has studied the act and the final rules and requirements have been posted on what the American Rescue Plan Act can be used towards.

VILLAGE HALL HVAC BIDS

Engineer Saeger reported that we are currently waiting for the A/C.

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER

Engineer Saeger reported that the date of June 1, 2022, was given for the completion of work.

CDBG INCOME SURVEY

Engineer Saeger reported that there is no update. Currently the county is reviewing the surveys by block. We have not heard anything back yet.

HEALTH OFFICER’S REPORT – No report.

SAFETY COMMITTEE

There will be a Safety Committee Meeting March 3, 2022, at 10:00am if needed.

ZONING BOARD REPORT

Engineer Saeger reported that three hearings are scheduled for February 17, 2022.

SUPERVISORS REPORT

Mitch Hummert stood in for Supervisor Klein. Hummert reported that the new employees started last week. The street department has been busy working on a water leak and culvert on St. Johns. They are currently still waiting on good weather to complete the Klein Street project. Trucks are ready for the pending snow in the forecast this week.

ATTORNEY’S REPORT

Attorney Durso reported that a petition for annexation and easement has been created and given to Mr. Baldwin. Mr. Baldwin is currently reviewing the documentation. Durso is currently reviewing the request for architectural appearance ordinance.

Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE

Mayor Smallwood reported that there was a Committee As a Whole meeting on January 25, 2022. The items will be discussed under the Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on January 25, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET

Trustee Becherer reported that the board has been provided with an updated budget and will be added to the Committee As a Whole Agenda.

CD’S

Trustee Becherer reported that CD’s have been taken care of and can be removed.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

VACUUM TRUCK

Trustee Rogers made a motion which was seconded by Trustee Mourey to authorize the purchase of a vacuum truck and extra equipment not to exceed $130,000 from Coe Equipment. Roll call was taken: Trustee Rogers, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

SIDEWALK – 205 S MAIN ST

Trustee Rogers reported that they are still waiting for the weather to break.

STREET DEPARTMENT UNIFORMS – No update

POLICE COMMITTEE – TRUSTEE ELBE

CODE RED SYSTEM

Trustee Elbe reported that a meeting is scheduled for Thursday, February 10, 2022, to start the set up and training for the Code Red System.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING

PARK REFUSE DUMP CONTROLS

Trustee Henning reported that they are waiting on the bond from Midland and then it will be forwarded to Ameren.

FIELD 5 MODIFICATIONS – No update

PARK CAMERAS – No update

SAA/PARK BUILDING – No update

SAA BATTING CAGE REQUEST – No update

TRAIL STUDY GRANT – No update

ORDINANCE COMMITTEE – TRUSTEE MOUREY

ORD 972 CHAP 6 – BUILDING PERMIT FEES

Trustee Mourey made a motion which was seconded by Trustee Becherer to read Ord. No. 972 Ch. 6 – Building Permit Fees by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

Trustee Mourey made a motion which was seconded by Trustee Becherer to adopt Ord. No. 972 Ch. 6 – Building Permit Fees. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ORD 976 CHAP 12 – REPEALING CATASTROPHIC INJURY

Trustee Mourey made a motion which was seconded by Trustee Becherer to read Ord. No. 976 Ch. 12 – Repealing Catastrophic Injury by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

Trustee Mourey made a motion which was seconded by Trustee Becherer to adopt Ord. No. 976 Ch. 12 – Repealing Catastrophic Injury. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ORD 977 CHAP 24 – TOW FEES

No motion will be made tonight. Tow Fees have been added to Committee As a Whole agenda.

BUILDING CODES

Trustee Mourey reported that this will be added to Committee As a Whole agenda.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL FOUNTAINS – No update

WILLOW OAK PROPERTY

Attorney Durso already addressed the update on Willow Oak Property.

GROCERY STORE – No update

SALT STORAGE BUILDING – No update

VILLAGE HALL GENERATOR

Trustee Hopkins would like to add this to Committee As a Whole agenda to discuss bids.

PROPERTY APPRAISAL – No update

BILLS AND PAYROLL

Trustee Becherer made a motion which was seconded by Trustee Mourey to authorize Clerk Parker to pay the bills and payroll from January 8, 2022, through January 21, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

EXECUTIVE SESSION

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All trustees were in favor. Motion was granted to adjourn at 7:57pm.
