Galatia Community Unit School District No. 1 Board of Education met Jan. 27.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Joy Richey, Bryan McCabe, B.J. Pigg, and Holly Murphy. Aaron Allen and Elaine Jackson were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble called the meeting to order at 6:30 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins. This meeting was during the COVID-19 pandemic.

President Pribble led the Board and attendees in the Pledge of Allegiance.

VISITORS: Debbie Patterson

ADDITIONS TO AGENDA: Assistant HS Baseball Coach.

Mrs. Debbie Patterson addressed the board with a student matter.

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by McCabe to enter Executive Session at 6:31 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. McCabe-aye, Murphy-aye, Pribble-aye, Richey-aye, and Pigg-aye. Five (5) ayes, motion carried.

2. A motion was made by Pribble and seconded by McCabe to end Executive Session at 9:10 p.m. Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, and McCabe-aye. Five (5) ayes, motion carried.

3. A motion was made by Pribble and seconded by Murphy to approve the Executive Session minutes.

APPROVAL OF CONSENT AGENDA:

4. A motion was made by Pribble and seconded by Murphy to approve the regular meeting minutes of December 16, 2021. Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

5. A motion was made by McCabe and seconded by Pigg to approve the bills, additional bills presented at the meeting that totaled $6,346.51, and payroll as presented. Pigg-aye, Murphy-aye, Pribble-aye, McCabe aye, and Richey-aye. Five (5) ayes, motion carried.

6. A motion was made by McCabe and seconded by Pigg to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.

OLD BUSINESS:

There was no old business.

Wabash Ohio Regional Vocational Intergovernmental Joint Resolution Agreement

7. A motion was made by Pribble and seconded by McCabe to adopt the renewal of the Wabash Ohio Regional Vocational Intergovernmental Joint Resolution agreement passed in 1998 with updates to allow the additions of new required policies outlined by the Illinois State Board of Education. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Second Policy Reading

8. A motion was made by Pigg and seconded by Murphy to approve first policy reading of 5-year review of policy numbers 4:120 and 8:100. District Consolidated Plan

9. A motion was made by Pribble and seconded by McCabe to approve the district consolidated plan. Pribble aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

Working Cash Interest Transfer Resolution

10. A motion was made by Pribble and seconded by McCabe to adopt the Working Cash Interest resolution by the authority of the school board to direct the district treasurer, Michele Hankins, to transfer money earned as interest from the investment of the working cash fund to the bond and interest fund in the amount of $132,971 without requirement of repayment for the purpose of paying off the balances of Bond & Interest working cash loans for FY20, FY21, and FY22 due to loss of real estate tax money from American Coal due to bankruptcy. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

HS Gym Floor

The high school gym floor has some warped places. HE Mitchell will come and look at it and give us an estimate.

COMMITTEE REPORTS:

TRANSPORTATION: Bus #3 working cash loan has been paid in full. There was discussion that when a bus route is canceled, the district needs to try and get the students to school, if possible, even if they are late.

BUILDING & GROUNDS REPORT: Bus Barn Parking Lot: Approximately 120 tons of gravel is needed for the bus parking lot and roadway.

Construction Management: Mr. Mike Ewald, District Architect, and Jim Rann, HE Mitchell Construction, will be here next month to discuss the projects for the district.

Playground: The playground has been assembled. HE Mitchell still has some dirt work to complete, weather permitting, before the students can play on it.

ATHLETICS: Ballfield Fence Cap

11. A motion was made by McCabe and seconded by Pigg to approve the purchase of fence cap for the remaining high school boy's ballfield top fence from BSN Sports for $1,835.84. Pigg-aye, Richey-aye, Pribble-aye Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

Volleyball Judging Stands for Officials The current volleyball judging stand for officials is scratching the gym floor.

12. A motion was made by Pribble and seconded by Murphy to approve the purchase of a volleyball official stand for $1,013 plus shipping/handling. Pribble-aye, Richey-aye, Pigg-aye, Murphy-aye, and McCabe aye. Five (5) ayes, motion carried.

Assistant HS Baseball Coach

13. A motion was made by McCabe and seconded by Pigg to approve Michael Downing as the assistant high school baseball coach for the 2021/2022 school year. Pigg-aye, McCabe-aye, Murphy-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

PRINCIPAL REPORT:

Innovative Bridge and Transition (IBT) Grant: In conjunction with SIC a new grant program was started. The IBT grant enables students with learning disabilities to overcome barriers with developmental courses, increasing their chances to obtain a degree and a better-paying job for students in the Eldorado and Galatia communities. The grant pays for remedial math and English courses, weekly tutoring, and a career mentor for these students.

JR/SR Prom: The junior class will begin planning prom which will be held in the gymnasium.

SUPERINTENDENT REPORT:

Working Cash Bond: Mr. Kevin Wills, Bernardi Securities, Inc., informed Mr. Crank that everything is going well, and hopefully we will be able to finalize everything soon.

Elementary Teacher

14. A motion was made by Pribble and seconded by McCabe to employ Taylor Bundren as an elementary teacher for the 2022/2023 school year, per salary schedule, pending licensure, and background check. Murphy-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Elementary Teacher

15. A motion was made by McCabe and seconded by Pigg to employ Stacey Messmer as an elementary teacher for the 2022/2023 school year, per salary schedule, and pending background check. Richey-aye, Pribble-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

High School English Teacher

16. A motion was made by Pribble and seconded by Pigg to employ Michaela Noblet as a high school English teacher for the 2022/2023 school year, per salary schedule and pending background check. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

High School English Teacher

17. A motion was made by McCabe and seconded by Pigg to employ Daniel Jones as a high school English teacher for the 2022/2023 school year, per salary schedule, pending licensure, and background check. Pribble-aye, Richey-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

JH Special Education Teacher

18. A motion was made by Pigg and seconded by Murphy to employ Maggie Price Craig as Junior High Special Ed Teacher for the 2022/2023 school year, per salary schedule, pending licensure, and background check. Richey-aye, Pribble-aye, Murphy-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

HS Special Education Teacher

19. A motion was made by Pigg and seconded by Murphy to employ Adam Neal as High School Special Ed

Teacher for the 2022/2023 school year, per salary schedule. McCabe-aye, Murphy-aye, Richey-aye, Pigg aye, and Pribble-aye. Five (5) ayes, motion carried.

Intent to Retire

20. A motion was made by McCabe and seconded by Pigg to accept Tina Stafford's letter of intent to retire as an elementary cook, effective January 18, 2022. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

Resignations

21. A motion was made by Pigg and seconded by McCabe to accept Brittany Wood's resignation as an elementary individual aide, effective January 28, 2022. Pribble-aye, Richey-aye, Murphy-aye, McCabe aye, and Pigg-aye. Five (5) ayes, motion carried.

22. A motion was made by Pribble and seconded by McCabe to accept Jessica Whittaker's resignation as a junior high special ed aide, effective January 21, 2022. Pribble-aye, Pigg-aye, Richey-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

JH Special Ed Aide

25. A motion was made by Murphy and seconded by Pigg to employ Shauna Hale as a junior high special education aide, pending background check. Richey-aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

Resignations

26. A motion was made by Pigg and seconded by Richey to accept Renee Dudley's letter of resignation as an elementary physical education teacher, effective at the end of the 2021/2022 school year. Pribble-aye, Richey-aye, Murphy-aye, McCabe-aye, and Pigg-aye. Five (5) ayes, motion carried.

27. A motion was made by McCabe and seconded by Pigg to accept Lisa Quartana's resignation as a Pre-K teacher, effective at the end of the 2021/2022 school year. Murphy-aye, Pigg-aye, McCabe-aye, Richey aye, and Pribble-aye. Five (5) ayes, motion carried.

Intent to Retire

28. A motion was made by McCabe and seconded by Pribble to accept Kevin Peyton's intent to retire as a school bus driver, effective June 30, 2022. Richey-aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe aye. Five (5) ayes, motion carried.

Dismiss FY21/22 Coaches & Post FY22/23 Coaches

29. A motion was made by Pribble and seconded by Pigg to dismiss FY 21/22 coaches when their season is finished and post for FY22/23 coaches. Richey-aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe aye. Five (5) ayes, motion carried.

Graduation Date

30. A motion was made by Pigg and seconded by McCabe to set the graduation date for May 20th, 2022.

Junior High graduation will be at 6:00 p.m., and High School graduation will be at 7:00 p.m. Richey-aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

Post Teacher Openings

31. A motion was made by Pribble and seconded by Richey to post high school math teacher, Pre-K teacher, elementary physical education teacher, and bus drivers positions for the 2022/2023 school year. Richey aye, Pigg-aye, Pribble-aye, Murphy-aye, and McCabe-aye. Five (5) ayes, motion carried.

ADJOURNMENT:

32. A motion was made by Pribble and seconded by Murphy to adjourn at 10:08 p.m. Murphy-aye, Pribble aye, Richey-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.
