City of Carmi City Council met March 22.

Here are the minutes provided by the council:

The Carmi City Council met at 5:15 p.m. in the Council Room of the Municipal Building, 225 East Main Street for a public hearing.

Mayor Pollard called the public hearing to order at 5:15 p.m. for zoning of residential (Zone IV) to business (Zone II) at 637 Oak Street. Cynthia Attebury, City Clerk, stated Mr. Serafini had called early in the day stating he had a family emergency and would not be able to attend.  The application was presented and discussed by the Aldermen.  After a lengthy discussion, it was decided to table the matter until more information was available.  The public hearing closed out at 5:29 p.m.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, and Doug Hays.  Absent:  Sheila Headlee.

The minutes from the March 1, 2022 council meeting were presented.  Motion was made by Alderman Totten and seconded by Alderman Hays to approve the minutes as presented.  The motion carried on roll call by each Alderman present answering “yes.”

The February 2022 Financial Reports for the City of Carmi and Light & Water Departments were presented.  A motion was made by Alderman Winkleman to approve the February 2022 Financial Reports.  The motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”

The March 2022 vendor invoices for the City of Carmi and Carmi Light & Water were presented for approval.  Alderman Blake made a motion to approve the March 2022 vendor invoices.  The motion was seconded by Alderman Winkleman.  The motion carried on roll call by each Alderman present answering “yes.”

For council consideration, discussion, and possible approval

1. Ordinance # 1587; Amendment to zoning ordinance #778 for the City of Carmi, IL Residential (Zone IV) to business (Zone II) at 637 Oak Street.  It was decided to table this ordinance until more information could be presented to the City Council.  Alderman Hays made the motion to table this ordinance and Alderman Winkleman seconded the motion.  The tabled motion carried on roll call by each Aldermen present answering “yes.”

2. A pay request to Brown and Roberts, Inc. for $27,747.24 for design engineering for maintenance rehab of runway and taxiway; crack seal, seal cost and remarking was presented for approval.  Alderman Totten made a motion to approve the pay request.  Alderman Nelson seconded the motion.  The motion carried on roll call by each Aldermen present answering “yes.”

3. Ordinance 1585; An ordinance authorizing and providing for the issue of not to exceed $3,250,000.00 General Obligation Bonds (Electric System Revenue Source) of the City of Carmi, White County, Illinois, for the purpose of improving the electric system of said City and refunding certain outstanding bonds of said City, prescribing all the details of said bonds, and providing for the collection, segregation and distribution of the revenues of the electric system of said City.   Alderman Winkleman made a motion to approve Ordinance No. 1585.  The motion was seconded by Alderman Courson.    The motion carried on roll call by each Aldermen present answering “yes.”

4. Ordinance 1586; An ordinance  authorizing and providing for the issue of not to exceed $1,500,000.00 General Obligation Bonds (Alternate Revenue Source), of the City of Carmi, White County, Illinois, for the purpose of refunding certain outstanding alternate bonds of said City, and providing for the levy of a direct annual tax sufficient to pay such principal and interest if the pledge revenues are insufficient to make such payments and authorizing the sale of said bonds to the purchaser thereof.  Alderman Hays made the motion to approve Ordinance 1586.  The motion was seconded by Alderman Knight.  The motion carried on roll call by each Aldermen present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard reported the Carmi Christmas Elves and Shoe Sensation will be hosting a mobile shoe store on Friday March 25th and 26th at 104 Robinson Street, next to the Downtown Theater Park from 10 a.m. to 5 p.m.

On Saturday March 26th, the City will have an electronic recycling day at the Newton Wire and Cable Building from 9 a.m. until noon.  A bucket brigade for Tumble Time Cheer will be held at Main and Oak Street from 8 a.m. until noon.  The Carmi Lions Club will be hosting a chicken and dumpling dinner at their den located at 305 First Street.  It is available for dine-in or carry out for $12.00.

The Tuesday, April 5th City Council Meeting will be moved to March 29th.  “The budget and appropriations were not ready in time for us to present them at tonight’s meeting,” stated Mayor Pollard.  These have to be passed by March 30th.  The Mayor stated he and the City Clerk had discussed calling a special meeting but that would be three meetings in a row so we decided to move April’s meeting to March 29th.  The second meeting in April will still be Tuesday, April 19, 2022.

Reports from Standing Committees

Alderman Knight said Burrell Park is looking really nice with all of the improvements.

At 5:45 p.m. Alderman Winkleman made a motion to adjourn.  Motion was seconded by Alderman Courson.  The motion carried on roll call by each Alderman present answering “yes.”
