City of Carmi City Council met April 19

City of Carmi City Council met April 19.

Here are the minutes provided by the council:

The Carmi City Council met at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, and Doug Hays. Absent: Sheila Headlee.

The minutes from the March 29, 2022 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Courson to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”

The March 2022 Financial Reports for the City of Carmi and Light & Water Departments were presented. A motion was made by Alderman Winkleman to approve the March 2022 Financial Reports. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

The April 2022 vendor invoices for the City of Carmi and Carmi Light & Water were presented for approval. Alderman Totten made a motion to approve the March 2022 vendor invoices. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”

For council consideration, discussion, and possible approval

Kelly Northcott, Chamber Director, was present to request a donation for the 4th of July fireworks. Mrs. Northcott said the cost of the fireworks had gone up from $11,000.00 to $14,000.00 for the same show. After a brief discussion, Alderman Winkleman made a motion to contribute $10,000.00 for the fireworks display. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”

Ordinance 1587; An ordinance amending ordinance #778 for the City of Carmi, Illinois to classify Business Zone II. Mr. Michael Serafini was present to discuss his business plan for 810 S. Church Street. He stated he plans to build a training facility for girls’ sports to include volleyball, basketball, and softball. Alderman Hays asked where the parking would be and Mr. Serafini stated it would be located in the front of the building. After a brief discussion, Alderman Hays made a motion to approve Ordinance 1587; An ordinance amending ordinance #778 for the City of Carmi, Illinois to classify Business Zone II. The motion was seconded by Alderman Knight. The motion carried on roll call by each Aldermen present answering “yes.”

A pay request to Kiefer Brothers Construction Co, Inc. for $158,553.00 for the 7th Street Sewer Project was presented. Alderman Hays made a motion to approve the above pay request to Kiefer Brothers. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

Reappointment of Nancy J. Winter to the Police Pension Fund Board for a term of two (2) years beginning May 1, 2022 until April 30, 2024. Alderman Winkleman made a motion to approve the reappointment of Nancy J. Winter to the Policy Pension Fund Board. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”

Ordinance #1589: An ordinance to amend Ordinance 492 and City Code 1-8-2 regarding designated depositories for the City of Carmi. Mayor Pollard stated both the ordinance and City Code needed to be amended to add the new depository facilities. Alderman Totten made a motion to approve Ordinance 1589 to update the depositories for the City of Carmi. The motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”

Greg Brown, Airport Manager, gave a brief update regarding the events at the airport. Mr. Brown said a company called Aeroptic will be utilizing the Carmi Municipal Airport on a daily basis through October. He said they are an aerial sensing company that is used to manage the growth of crops. Also, the drag racing will begin on May 14, 2022.

Reports and/or updates from Mayor Pollard

Mayor Pollard again reminded the public to not blow the grass into the street as it is against the City Ordinance as well as to obtain a building permit if you are doing any work to your house, fence, building, etc.

At 6:02 p.m. Alderman Courson made a motion to adjourn. Motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
