Village of Smithton Village Board March 15.

Here are the minutes provided by the board:

The meeting at Village Hall was called to order at 7:30pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning and Hopkins answered roll call. Also present were Mayor Smallwood, Engineer Saeger, Chief Neff, and Attorney Durso. Clerk Parker and Supervisor Klein were absent. Michelle Schlarman attended for Clerk Parker. Foreman Mitch Hummert attended for Supervisor Klein. Trustee Mourey arrived after the Clerk’s report.

CLERK’S REPORT

The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogersto approve the minutes from the board meeting held on March 1, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, absent; Trustee Hopkins, yes. Motion was granted.

TREASURER’S REPORT – The Board received a copy.

GOOD OF THE VILLAGE

JR FRENTZEL – Mayor Smallwood reported that Frentzel will delay discussing this item for the present time. This will be removed from the agenda.

Dr. Kevin Schmidt announced that he is running for the Republican State Representative for the 114th District, which includes all of Smithton.

POLICE CHIEF’S REPORT – Chief Neff had nothing to report.

ENGINEER’S REPORT

ISSUED BUILDING PERMITS

Engineer Saeger reported that eight building permits have been issued.

DCEO GRANT – No update

WATER TOWER MAINTENANCE AND PAINT TRIAL

Engineer Saeger reported that the company will be checking the paint test patches at the base

of the water tower on 3-21-22. The other patches will be checked later. When the results of the tests are back the Board will decide on a course of action for painting and maintenance of the tower.

AMERICAN RESCUE PLAN ACT – No update

VILLAGE HALL HVAC BIDS – No update

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER

Engineer Saeger reported that the date of June 1, 2022, is the deadline.

CDBG INCOME SURVEY

Engineer Saeger reported that the two eligible areas for the project next spring are Buchanan and East Street. The scope of the project will need to be decided so that a grant can be applied for.

Engineer Saeger is working on plans for the sanitary sewer replacement on Franklin, Smith, and South Streets. He needs a permit from IEPA to do that work. The application fee for the permit is $2400.00 unless there is no private money being used to fund the project. This project will be paid for with the Village’s public funds. Saeger will proceed with the application.

HEALTH OFFICER’S REPORT – No report

SAFETY COMMITTEE

There will be a Safety Committee Meeting April 7, 2022, at 10:00am if needed.

ZONING BOARD REPORT

Engineer Saeger reported that two hearings are scheduled for Thursday, March 31, 2022.

SUPERVISORS REPORT

Foreman Hummert reported that they are replacing meters as needed. The curbs on Main Street have been power washed and painted. They are working on the PD shooting range. They are starting to clean up the park for opening on April 1st. They are waiting for the new Vac Truck before starting the storm sewer project on Klein Drive.

ATTORNEY’S REPORT

Attorney Durso reported that he is still working on this property.

Trustee Becherer made a motion which was seconded by Trustee Rogersto accept the Officer’s reports. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE

Mayor Smallwood reported on the Committee As a Whole meeting on March 8, 2022. The items will be discussed under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on March 8, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET

Trustee Becherer reported that the trustees are still working on the budget. Mayor Smallwood reminded them that there are only two more Board Meetings before the Budget must be passed.

LAPTOPS/TABLETS

Trustee Becherer reported that the tablets have been ordered.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

BACKHOE – Trustee Rogers reported that Supervisor Klein has not heard back from the person about possibly rebuilding the hydraulic cylinder.

PICKUP TRUCKS

Trustee Rogers reported that Supervisor Klein is getting bids together.

VACUUM TRUCK

Trustee Rogersreported that issues are being addressed on the truck before delivery.

CATCH BASINS – 205 S MAIN ST – No update

STREET DEPARTMENT UNIFORMS – No update

SEWER JETTER

This will be discussed under Ordinance Committee.

POLICE COMMITTEE – TRUSTEE ELBE

INSURANCE – No update

PART TIME POLICE OFFICER

Trustee Elbe stated that this item can be removed from the agenda. Officer Harris came in prior to the meeting to meet the trustees.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING

PARK REFUSE DUMP CONTROLS

Trustee Henning reported that he has not heard from Ameren yet.

FIELD 5 MODIFICATIONS – No update

PARK CAMERAS

Trustee Henning is still waiting for Ameren to get back to him.

SAA/PARK BUILDING

Trustee Henning reported that Donald Becker plans to start work on the building in the next week or so.

SAA BATTING CAGE REQUEST

Trustee Hopkins stated that the SAA is wanting to put up one bigger batting cage instead of the two that they had. Engineer Saeger and Foreman Hummert looked at the site today and so not see any issues with the new cage. Saeger stated that SAA will install mats over the bleacher sections on diamonds 3 & 4 for safety.

TRAIL STUDY GRANT

Engineer Saeger reported that there will be a presentation at the next Committee As a Whole meeting to update the Board on the Trail Study.

ORDINANCE COMMITTEE – TRUSTEE MOUREY

ORD. 979 – SURPLUS EQUIPMENT

Trustee Mourey made a motion which was seconded by Trustee Becherer to have Ordinance 979 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

After Michelle Schlarman read Ordinance 979 by title only – Surplus Equipment, Trustee Mourey made a motion which was seconded by Trustee Becherer to pass Ordinance 979. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ORD. 980 – CHAP 24 – STOP SIGNS

Trustee Mourey made a motion which was seconded by Trustee Becherer to have Ordinance 980 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

After Michelle Schlarman read Ordinance 980 by title only – Chap. 24 – Stop Signs, Trustee Mourey made a motion which was seconded by Trustee Becherer to pass Ordinance 980. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ORD. 981 – CHAP 38 –WATER RATES – Tabled until further discussion at Committee As A Whole.

This will be discussed at the next Committee As a Whole meeting.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL FOUNTAINS

Trustee Hopkins reported that he has not received estimates from Mr. Wolf or Mr. Sprengel yet.

WILLOW OAK PROPERTY

Willow Oak Property will be added to Committee As a Whole agenda.

GROCERY STORE – No update

SALT STORAGE BUILDING – No update

VILLAGE HALL GENERATOR

Trustee Hopkins stated that the next step will be a concrete pad for the generator.

PROPERTY APPRAISAL

This will be discussed at the next Committee As a Whole meeting.

604 N MAIN SIDEWALK

Trustee Hopkins made a motion which was seconded by Trustee Rogers to authorize payment not to exceed $7500.00 for Henke Construction to put in a sidewalk at 604 N Main St. Roll call was taken: Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes. Motion was granted.

BILLS AND PAYROLL

Trustee Becherer made a motion which was seconded by Trustee Rogersto authorize Clerk Parker to pay the payroll from February 19, 2022, through March 4, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

COMMUNICATIONS

A Mayors meeting will be held on Thursday, March 24, 2022, at Poettker Construction Company located in Breese, IL.

EXECUTIVE SESSION – no

Trustee Rogers made a motion which was seconded by Trustee Becherer to adjourn. All trustees were in favor. Motion was granted to adjourn at 8:07pm.
