City of Carmi City Council met June 7.
Here are the minutes provided by the council:
The Carmi City Council met at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen in attendance: Steve Winkleman, Tracy Nelson, Mark W. Blake, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.
The minutes from the May 17, 2022 council meeting were presented. Motion was made by Alderman Knight and seconded by Alderman Hays to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
For council consideration, discussion, and possible approval
Resolution 06.07.2022; A resolution authorizing the Mayor to seek bids for trash with amended requirements. Mayor Pollard explained we passed a resolution back on May 17, 2022, authorizing him to seek bids but unfortunately we had two companies, Bulldog and Republic, turn in letters of no bid due to some of the wording in the request for proposal for residential waste collection. Mayor Pollard stated some changes had been made to the proposal specifications. Bulldog representatives were present at the meeting and stated they were unable to submit a bid last time due to the time constraints but they look forward to submitting a bid for the new proposal. Alderman Headlee made a motion to pass the resolution with a second by Alderman Hays. The motion carried on roll call by each Alderman present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard reported the first race at the Carmi Airport will be held this weekend. The race starts at 1:30 p.m. with three different racing groups. After the race, a band will play from approximately 8:30 p.m. until 10 p.m. Food vendors will be available.
On June 2, 2020, the City of Carmi passed a resolution committing local funds taking action to submit a Fast Track-Rebuild Illinois Public Infrastructure Grant. The grant covers rehabilitation of standard water lines in the 8th Street/Hillsdale area, rehabilitation of two pressure reducing stations, and repainting of the west water tower. On May 31, 2022, Governor Pritzker announced he was awarding over $1.7 million dollars of the Rebuild Illinois Public Infrastructure Grant to the City of Carmi. Mayor Pollard stated, “I would like to personally thank the Governor for awarding Carmi the funds to upgrade these projects in our infrastructure.” Mayor Pollard also stated the actual amount the City received for the Rebuild Illinois Public Infrastructure Grant was $1,795,000. We will also still receive the DECO Public Infrastructure Grant for $550,000. Those funds will also be used on the waterlines in the 8th Street/Hillsdale area. Mayor Pollard stated, “In total, we have received $2,345,000 of Illinois State dollars to complete all of these projects.” It will be next spring or summer before any activity on these projects begins.
Reports from Standing Committees
Alderman Winkleman reported he had attended a library meeting and they had a card case they did not want any longer and wanted to know if they City would like it. Mayor Pollard will check into this. He also reported the gazebo across from the library needs cleaned.
Alderman Headlee complimented the City of Carmi, Mayor Pollard, Clerk Attebury, and City Administrator Holly Healy, on all of their efforts to obtain the grants.

At 5:50 p.m. Alderman Headlee made a motion to adjourn. Motion was seconded by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
