Village of Smithton Village Board met May 3.

Here are the minutes provided by the board:

The meeting at Village Hall was called to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey, and Hopkins answered roll call. Mayor Smallwood was absent. Also present were Clerk Parker, Engineer Saeger, Supervisor Klein, Chief Neff, and Attorney Durso.

A motion was made by Trustee Mourey and seconded by Trustee Rogers for Trustee Becherer to be acting Mayor for this meeting in Mayor Smallwood’s absence. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, and Trustee Hopkins, yes. Motion was granted.

CLERK’S REPORT - The Board received a copy. A motion was made by Trustee Hopkins which was seconded by Trustee Rogers to approve the minutes from the board meeting held on April 19, 2022. Roll call was taken: Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Mourey, yes. Motion was granted.

TREASURER’S REPORT – No report.

GOOD OF THE VILLAGE – Silver Creek Mafia was here to request a Charity UTV Event be held in Smithton. Trustee Hopkins made a motion which was seconded by Trustee Mourey to approve the Silver Creek Mafia’s event on October 1, 2022. Roll call was taken: Trustee Hopkins, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; and Trustee Henning, yes. Motion was granted.

We received a request to hold a wedding at one of the docks at the Park. Trustee Rogers made a motion which was seconded by Trustee Elbe to approve the request for a wedding on May 21, 2022 at the Park. Roll call was taken: Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

POLICE CHIEF’S REPORT – Chief Neff reported that for the month of April there were 103 calls for service. There were 18 traffic stops and 6 accidents along with other miscellaneous incidents.

ENGINEER’S REPORT

ISSUED BUILDING PERMITS - Engineer Saeger reported that there were no building permits issued since the last meeting.

DCEO GRANT – No update.

WATER TOWER MAINTENANCE AND PAINT TRIAL - Engineer Saeger met with Suez and they are going to put a proposal together and they would like to meet and talk about the scope of work and proposal for a maintenance style plan.

AMERICAN RESCUE PLAN ACT PROJECT SELECTION– The water tower is the selected project.

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER – No update.

CDBG PROJECT LOCATION – Buchanan Street is the selected location.

FRANKLIN, SMITH, AND SOUTH STREET SEWER BIDS – Engineer Saeger recommend Haier Plumbing and Heating be awarded the contract for the project. Trustee Rogers made a motion which was seconded by Trustee Hopkins to award Haier Plumbing and Heating the project not to exceed $290,000. Roll call was taken: Trustee Rogers, yes; Trustee Hopkins, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Mourey, yes. Motion was granted.

MFT RESOLUTION - Trustee Rogers made a motion which was seconded by Trustee Mourey to approve the MFT Resolution not to exceed $220,000. Roll call was taken: Trustee Rogers, yes; Trustee Mourey, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Hopkins, yes. Motion was granted.

SAFETY COMMITTEE – There will be a Safety Committee Meeting May 5, 2022, at 10:00am if needed.

ZONING BOARD REPORT – We received a letter from St. Clair County Zoning stating that there will be a zoning hearing on May 10 to review an application for solar panels on Jim Reifschneider’s properties. There are 7 acres per assembly of panels and there are 5 assemblies that are proposed. Two of the assemblies would be south of the Carpenter’s Training Facility, another one across from Hunter Construction, and one off of Mulligan Lane.

A Zoning Hearing is scheduled for May 26 for 424 S. Lincoln for adding onto the building and reducing the setback against Lincoln Street.

SUPERVISORS REPORT

Supervisor Klein reported that they are cleaning up along the walking trail at the Park. He’s also been talking with Waste Management about getting dumpsters to dispose of the ash at the yard waste dump site.

ATTORNEY’S REPORT

Attorney Durso reported that he has a court appearance date of May 19 for the property at 17 N. High Street.

Attorney Durso went to a court appearance for the property at 210 S. Main St. Attorney Durso has given the property owner an extension of a couple of months.

Trustee Rogers made a motion which was seconded by Trustee Elbe to accept the Officer’s reports. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE – Trustee Becherer reported on the Committee As a Whole meeting on April 26, 2022. The items will be discussed under Committee Reports. Trustee Rogers made a motion which was seconded by Trustee Elbe to approve the minutes from the Committee As a Whole meeting on April 26, 2022. Roll call was taken: Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

CDs – Trustee Elbe made a motion which was seconded by Trustee Rogers to cash in a Sewer CD for $500,000. The Surcharge CD for $75,000 and Village Hall Maintenance CD for $100,000 will be renewed at a rate of .15 for 6 months at Citizens. Roll call was taken: Trustee Elbe, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

LAPTOPS/TABLETS – No update.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

VAC TRUCK – No update.

PICKUP TRUCK – Trustee Rogers made a motion which was seconded by Trustee Elbe to purchase a 2021 F150 pickup truck from Morrow Brothers not to exceed $40,000. Roll call was taken: Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was granted.

CATCH BASINS – 205 S MAIN ST – No update

STREET DEPARTMENT UNIFORMS – No update

SEWER JETTER – No update.

POLICE COMMITTEE – TRUSTEE ELBE

INSURANCE – Trustee Elbe made a motion which was seconded by Trustee Mourey to get new Health, Dental and Vision insurance through Blue Cross Blue Shield with CBIZ Employee Benefits to cover the employees and their children at 100%. Spouses will not be covered but if they are unable to get insurance through their employer, the Village will cover 50% of their cost plus ½% for each year of service for every year they are employed with us. Roll call was taken: Trustee Elbe, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Henning, yes; and Trustee Hopkins, yes. Motion was granted.

POLICE VEHICLE – The 2022 Ford Explorer is on order.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING

PARK REFUSE DUMP CONTROLS – We are waiting for the electrical boxes from Ameren to continue installation of the security camera on the pole.

PARK CAMERAS – Waiting on the electrical boxes.

SAA/PARK BUILDING – We will be working with the SAA to continue finishing the interior of the building.

SAA/T-BALL FIELDS – No update.

TRAIL STUDY GRANT – On May 4 Gonzalez Company will give a presentation at the Smithton Senior Center on their findings from the Trail Study.

ORD. 984 – Ch. 12 Employees

Trustee Mourey made a motion which was seconded by Trustee Henning to have Ordinance 984 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Henning, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hopkins, yes. Motion was granted.

WILLOW OAK PROPERTY - May 17 is the scheduled date for the Annexation Hearing.

GROCERY STORE – Mr. Koerber was in attendance for the Committee as a Whole meeting and construction is going well. He’s hoping for an early September opening.

SALT STORAGE BUILDING – No update

VILLAGE HALL GENERATOR – Anticipated delivery is August.

PROPERTY APPRAISAL - This will be discussed at the next Committee As a Whole meeting.

604 N MAIN SIDEWALK – No update.

BILLS AND PAYROLL - Trustee Hopkins made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the bills and payroll from April 2, 2022, through April 15, 2022. Roll call was taken: Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Elbe, yes; and Trustee Henning, yes and Trustee Mourey, yes. Motion was granted.

COMMUNICATIONS – Nothing to report.

Trustee Elbe made a motion which was seconded by Trustee Rogersto adjourn. All trustees were in favor. Motion was granted to adjourn at 8:03 pm.
