Village of Smithton Village Board met April 5.

Here are the minutes provided by the board:

The meeting at Village Hall was called to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Becherer, Rogers, Elbe, Henning, Mourey and Hopkins answered roll call. Also present were Mayor Smallwood, Clerk Parker, Engineer Saeger, Supervisor Klein, Chief Neff, and Attorney Durso.

CLERK’S REPORT - The Board received a copy. A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the board meeting held on March 15, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

TREASURER’S REPORT – No report.

GOOD OF THE VILLAGE – Rick Mueth (Mueth’s Tavern), Mike Pilla (Mikey’s Pub), and Dave Brueggemann (Catholic War Vets) were in attendance regarding the Video Gaming License fees.

POLICE CHIEF’S REPORT – Chief Neff reported that there were 103 calls for the month.

ENGINEER’S REPORT

ISSUED BUILDING PERMITS - Engineer Saeger reported that five building permits have recently been issued since the last meeting.

DCEO GRANT – No update

WATER TOWER MAINTENANCE AND PAINT TRIAL - Engineer Saeger reported that Suez was here to look at the water tower. They will give a report within 2 weeks.

AMERICAN RESCUE PLAN ACT PROJECT SELECTION– No update

VILLAGE HALL AIR CONDITIONER – The AC unit has been set on the roof of the Village Hall. Funk Heating and Cooling will be here tomorrow to complete the setup.

405 S. HICKORY STORM WATER CONNECTION TO SANITARY SEWER – No update

CDBG PROJECT LOCATION – Engineer Saeger stated that the location needs to be determined.

Engineer Saeger reported that he has put the plans out for bids for the Franklin/South Street sewer replacement and they are due April 19. He also reported that he will be submitting a request for funding for the water tower project from the Community Project Funding Grant.

HEALTH OFFICER’S REPORT – No report

SAFETY COMMITTEE – There will be a Safety Committee Meeting April 7, 2022, at 10:00am if needed.

ZONING BOARD REPORT – Engineer Saeger reported that two hearings were held on March 31, 2022. A variance for a sign at Kountry Mart and a variance for a pavilion at Walton’ s and both were voted and agreed upon at the hearing.

A request to change the Zoning Board Hearings start time from 7:30 pm to 7:00 pm was made and this will be discussed.

SUPERVISORS REPORT

Supervisor Klein reported they were pumping at the Franklin liftstation due to all the rain we received.

The backhoe repairs have been completed by H & M Backhoe.

The drainage at the playground by pavilion 4 has been fixed and new rubber mulch has been installed.

ATTORNEY’S REPORT

Attorney Durso reported Mike Baldwin has signed the Amended Petition of Annexation and the Easement. Notices and Annexation Ordinance still need to be completed.

Trustee Becherer made a motion which was seconded by Trustee Rogersto accept the Officer’s reports. All were in favor. Motion was granted.

COMMITTEE AS A WHOLE - Mayor Smallwood reported on the Committee As a Whole meeting on March 23, 2022. The items will be discussed under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogersto approve the minutes from the Committee As a Whole meeting on March 23, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; Trustee Hopkins, yes. Motion was granted.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET - Trustee Becherer reported that the trustees are continuing to work on the budget. LAPTOPS/TABLETS - Trustee Becherer reported we have received the tablets.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

BACKHOE – The backhoe has been repaired.

PICKUP TRUCKS – The new truck has been picked up.

VACUUM TRUCK - Trustee Rogers reported that issues are being addressed on the truck before delivery.

CATCH BASINS – 205 S MAIN ST – No update

STREET DEPARTMENT UNIFORMS – No update

SEWER JETTER - This will be advertised in the Freeburg Tribune once we receive the vacuum truck.

POLICE COMMITTEE – TRUSTEE ELBE

INSURANCE – We are receiving revised quotes.

PART TIME POLICE OFFICER - Trustee Elbe stated that this item can be removed from the agenda.

PARK & CEMETERY COMMITTEE – TRUSTEE HENNING

PARK REFUSE DUMP CONTROLS – Engineer Saeger has received approval from Ameren to place the security camera on the pole by the entrance to the park refuse dump area.

FIELD 5 MODIFICATIONS – No update

PARK CAMERAS – A junction box will be needed on the pole where the security camera will be installed. Ameren will give us direction on this.

SAA/PARK BUILDING – The building is under construction.

SAA BATTING CAGE REQUEST – This will be discussed further at the next Committee as a Whole meeting.

TRAIL STUDY GRANT – On May 4 Gonzalez Company will give a presentation at the Smithton Senior Center on their findings from the Trail Study.

ORDINANCE COMMITTEE – TRUSTEE MOUREY

ORD. 981 – Ch. 38 Water Rates

Trustee Mourey made a motion which was seconded by Trustee Elbe to have Ordinance 981 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

Trustee Mourey made a motion which was seconded by Trustee Elbe to pass Ordinance 981. Roll call was taken: Trustee Mourey, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ORD. 982 – Ch. 12 Employees

Trustee Mourey made a motion which was seconded by Trustee Elbe to have Ordinance 982 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

Trustee Mourey made a motion which was seconded by Trustee Elbe to have Ordinance 983 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL FOUNTAINS – Trustee Hopkins reported that he has not received estimates from Mr. Wolf or Mr. Sprengel yet.

WILLOW OAK PROPERTY - We are continuing to work through the Annexation proceedings.

GROCERY STORE – The concrete has been poured.

SALT STORAGE BUILDING – No update

VILLAGE HALL GENERATOR - Trustee Hopkins stated that the next step will be a concrete pad for the generator.

PROPERTY APPRAISAL - This will be discussed at the next Committee As a Whole meeting.

604 N MAIN SIDEWALK – Engineer Saeger added that he has submitted the permit from IDOT and additional requirements are currently being revised.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Mourey to authorize Clerk Parker to pay the bills and payroll from March 5, 2022, through March 18, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Mourey, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Hopkins, yes. Motion was granted.

COMMUNICATIONS – We received a thank you note for the plant sent for Joan Swanson’s (Lori Rodriguez’s mother) funeral.

EXECUTIVE SESSION – No

Trustee Rogers made a motion which was seconded by Trustee Becherer to adjourn. All trustees were in favor. Motion was granted to adjourn at 8:14 pm.
