City of Carmi City Council met June 21.

The Carmi City Council met at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Jeremy Courson, Mike Knight, Sheila Headlee, and Doug Hays.
The minutes from the June 7, 2022 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Totten to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
The May 2022 Financial Reports for the City of Carmi and Light & Water Departments were presented. A motion was made by Alderman Headlee to approve the May 2022 Financial Reports. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Alderman present answering “yes.”
The June 2022 vendor invoices for the City of Carmi and Carmi Light & Water were presented for approval. Alderman Winkleman made a motion to approve the June 2022 vendor invoices. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Alderman present answering “yes.”
For council consideration, discussion, and possible approval
Patrick Scates was present and requested a road closure at North Main Cross from Main Street to Robinson Street for the Farm To Table Event which will be held Thursday, October 6, 2022, with the road being closed from 7:00 a.m. to 10:00 p.m. Mr. Scates stated, “This will be the third year for the event and every year it has grown with the last year hosting nearly 300 people.” He went on to state this is just a good community event that gets a lot of different people involved in our agriculture community. The money raised from this event in the past has been donated to White County 4-H clubs, local FFA clubs, etc. With no further questions, Alderman Headlee made a motion to approve the road closure on October 6, 2022, with a second by Alderman Blake. The motion carried on roll call by each Aldermen present answering “yes.”
A TIF Facade Improvement Request for Dartt & Company, LLC located at 114 S. Walnut Street in the amount of $5000.00 was presented. They will be doing painting, replacing exterior doors and windows, as well as brick repair and other cosmetic improvements. With no further discussion, Alderman Winkleman made a motion to approve the TIF Façade Improvement Request for Dartt & Company, LLC in the amount of $5,000.00. The motion was seconded by Alderman Knight. The motion carried on roll call by each Aldermen present answering “yes.”
The next item on the agenda was approval of Shannon Dolan to the Carmi Public Library Board to fill out the remainder of the term of Eric Rahlfs which will expire in July 2023. Alderman Winkleman made a motion to approve Shannon Dolan to the Carmi Public Library Board with a second by Alderman Courson. The motion carried on roll call by each Alderman present answering “yes.”
Resolution 06.21.22; A resolution to reroute traffic for the Corn Day Celebration October 7th thru October 9, 2022 was presented. Alderman Courson made a motion to approve Resolution 06.21.22; A resolution to reroute traffic for Corn Day Celebration with a second by Alderman Totten. The motion carried on roll call by each Aldermen present answering “yes.”
Resolution 06.22.22; A resolution authorizing the Mayor to seek bids for residential trash service. Mayor Pollard explained, once again, that we had opened up the bidding process for a one-year contract. Republic Services did not submit a bid and Bulldog Systems submitted a five-year bid. Therefore; we have revised the bidding specifications to state we will accept bids for a three-, four-, and five-year period. Alderman Headlee made a motion to approve Resolution 06.22.22; A resolution authorizing the Mayor to seek bids for residential trash service. The motion was seconded by Alderman Courson. The motion carried on roll call by each Aldermen present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard discussed the first meeting in July being on July 5th. He stated with it being a holiday weekend, it was hard to get all the information gathered in a timely fashion. The Alderman were all in agreement to move the meeting to Thursday, July 7, 2022, at 5:30 p.m.

At 5:45 p.m. Alderman Courson made a motion to adjourn. The motion was seconded by Alderman Blake. The motion carried on roll call by each Alderman present answering “yes.”
