2. Road Improvement Program Update:
a. Dahlgren South Overlay 19-00115-00-RS (STR FY2023)
i. 2" Asphalt Overlay 1725N to State Rt 14
ii. Construction Estimate: $850,000
iii. STR $692,000/ State Match $173,000
iv. How to proceed with design? I'm going to get the core tests scheduled for the hot-in-place recycle design. We'll need to have the design complete this fall for a March 2023 letting.
b. Thackeray Road Estimate $1,050,000 2022
i. Soil-Cement and Oil & Chip 6.4 miles in conjunction with ICC Grade
Crossing Improvements.
ii. Local Funds & ICC Funds
c. Dale Road Estimate $825,000 State FY2024
i. Soil-Cement and Oil & Chip 4.7 miles with State RBI ($266,800) & Federal STR Funds ($558,200).
3. Pavement Preservation Program:
a. 20-00116-00-PP Chip Seal Estimate $450,000 State FY 2024
i. 36.5 miles: Piopolis+500E; Miller Store; Army Navy; Anderson School to Walpole; End of Walpole to County Line
ii. Setting up for Letting in June 2023
b. 21-00117-00-PP Chip Seal
i. Updating the PPP program. Will determine roads after program is updated.
Other Business.
a. ICC 600E/1600N Rail Safety Project
i. The Addenda Environmental Review has been submitted, Preliminary Plans and ROW plan complete.
ii. ROW Negotiations:
1. ROW plats and deeds are complete. ROW appraisals are in process. Contacts have been made to landowners.
2. We've checked on the Title Insurance Policies, this is estimated at $1,500. Title company is asking how much for each tract. We'll see how the appraisals come back.
3. The ICC will reimburse the County for the eligible costs of the project which include the ROW acquisition and Construction. We'll pay the expenses from the Federal Aid Match account and deposit the reimbursements in the same. We'll have to watch our FA Match account balance during the process,
iii. ICC Agreement Extension
1. The ICC Rail Safety Program agreement extension has been sent to the ICC.
b. ICC Thackeray Road Rail Safety Project
i. The ICC has contacted me about getting estimates together for the approach work to improve this RR crossing. (no change)
c. New Highway facility:
i. Building and Grounds committee.
d. EPA UST incident:
i. Waiting on Closure Report for filing in the Clerk's Office,
e. Fuel Budget adjustment - the guys mowed ROW in May-June. We received the fuel bill of $8000 for last month which will put us over our $20,000 budget for the year.
f. 30% Tilt Bed Trailer for excavator has been ordered from Kaufman Trailers factory direct, no trade $17,490+$700 (shipping), estimated build date is still November.
g. E911 signs:
i. Aaron is estimating $12,000 for replacing Rd Name signs. Road Commissioners are willing to help replace the signs. We need to decide how to proceed.
h. County Engineer -- the position has been advertised. We're asking for responses by July 29th.
I announced it in our District 9 County Engineer meeting this month also. I'm drafting my resignation letter for the Board Meeting.
i. Engineering Software - 1-year renewal for $1,232.55 was sent. The renewal will be for 7/21/22-7/20/23.
Equipment/Maintenance Report: Tony Steele
a. Aaron's truck has 175,000 miles and is in need of attention.
