Edwards County Community Unit School District #1 Board of Education met June 20.

Here are the minutes provided by the board:

The meeting was called to order at 7:01 p.m. in the Edwards County K-12 Band Room by President, Dale Woods. The following members were present: Brian Mewes, Jayare Buerster, Lawrence Speir, Jr., and Richard Wolfe. Also present was Superintendent, David Cowger; Principal, Dale Schmittler; Interim K-12 Principal/Special Education Coordinator, Carrie Wells; Interim K-12 Assistant Principal/Dean of Students, Joe Rivers and Principal to Be, Mark Beckel. Board member Andrew Spray was absent and Board member Jo Rector entered the meeting at 7:37 p.m.

APPROVE CONSENT AGENDA

Motion was made by Richard Wolfe and seconded by Brian Mewes ray to approve the following Consent Agenda items:

Motion to approve the minutes of the open and closed sessions of the May 16, 2022 Regular School Board Meeting

Motion to approve the Treasurer’s Report

Motion to approve the Bill List

Motion to destroy board meeting closed session audio recording older than 18 months per State code

Speir, Wolfe, Buerster, Mewes and Woods voted yes. Rector and Spray were absent. Motion passes

APPROVE AMENDED BUDGET

Motion was made by Brian Mewes and seconded by Richard Wolfe to approve the FY22 School Budget as presented.

Speir, Mewes, Buerster, Wolfe and Woods voted yes. Rector and Spray were absent. Motion passes

APPROVE EMPLOYEE HANDBOOK

Motion was made by Richard Wolfe and seconded by Jayare Buerster to approve the Edward County Community Unit School District #1 Employee Handbook

The most common policies and procedures that employees encounter have been compiled in the employee handbook. All content is based upon District policies.

Mewes, Wolfe, Speir, Buerster and Woods voted yes. Rector and Spray were absent. Motion passes

APPROVE COACH’S HANDBOOK

Motion was made by Brian Mewes and seconded by Jayare Buerster to approve the 2022-2023 Coach’s Handbook

The handbook was updated to reflect the team uniform alteration policy.

Mewes, Wolfe, Speir, Buerster, and Woods voted yes. Spray and Rector were absent. Motion passes

APPROVE STUDENT HANDBOOK

Motion was made by Richard Wolfe and seconded by Jayare Buerster to approve the 2022-2023 Student Handbook.

A committee has updated the student handbook. There were several changes that were made throughout the document.

Mewes, Speir, Wolfe, Buerster and Woods voted yes. Rector and Spray were absent. Motion passes

APPROVE RESOLUTION FOR PERMANENT TRANSFER

Motion was made by Brian Mewes and seconded by Richard Wolfe to approve a Resolution allowing for the permanent transfer of Working Cash Funds to the Operations, Building and Maintenance Fund in the amount of $44,286.00

This transfer is for the installation of the K-12 Multipurpose Room flooring. The flooring will consist of an epoxy type material.

Buerster, Wolfe, Speir, Mewes and Woods voted yes. Rector and Spray were absent. Motion passes

APPROVE ATHLETIC FUNDRAISERS

Motion was made by Brian Mewes and seconded by Jayare Buerster to approve the following Athletic Fundraisers:

Edwards County Youth Basketball League

West Salem Grade School Volleyball Camp

Mewes, Buerster, Wolfe, Speir and Woods voted yes. Spray and Rector were absent. Motion passes

FIRST READING OF THE EDWARDS COUNTY TEACHER EVALUATION INSTRUMENT

First Reading of the Edwards County Teacher Evaluation Instrument

Due to a recent change in the teacher evaluation law, tenured teachers who receive an excellent or satisfactory will be formally evaluated once every 3 years versus 2. This begins with the 2022-2023 evaluation cycle.

FIRST READING OF ANAPHYLAXIS POLICY

First Reading of the Edwards County Anaphylaxis Policy

School districts are required to have an anaphylaxis plan in place by September 1, 2022. The plan indicates how the District will respond to anaphylactic episodes.

FIRST READING OF PHYSICAL RESTRAINT, TIME OUT & ISOLATED TIME OUT POLICY

First Reading of the Edwards County Physical Restraint, Time Out & Isolated Time Out Reduction Plan

School districts are required to have a policy in place regarding their response to physical restraints, time out, and isolated time out prior to the 2022-2023 school year.

YEAR END TRUST REVIEW

Year End Review of the Genelle V. Jackson Education Trust, the Jessie V. Allhands Education Trust and the George H. & Marguerite C. Luthe Education Trust

Financials were provided to board members.

INTO CLOSED SESSION

Motion was made by Richard Wolfe and seconded by Jayare Buerster that a Closed Session be called at 7:37 p.m. to discuss the following:

Consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine validity

Collective negotiating matters between the public body and its employees

Speir, Wolfe, Buerster, Mewes and Woods voted yes. Spray was absent. Rector entered the meeting at 7:37 p.m. Motion passes

OUT OF CLOSED SESSION

Motion was made by Brian Mewes and seconded by Richard Wolfe that the Board come out of Closed Session at 7:55 p.m.

Mewes, Buerster, Wolfe, Rector, Speir, and Woods voted yes. Spray was absent. Motion passes

ACCEPT RESIGNATIONS

Motion was made by Richard Wolfe and seconded by Jayare Buerster to accept the following resignations:

Laura Balding – AGS Elementary Teacher, effective the end of the 2021-2022 school year.

Jenna Jones – ECHS Math Teacher, effective August 10, 2022

Mike Harris – AGS Special Education Teacher, effective August 10, 2022

Rector, Wolfe, Buerster, Speir, Mewes, and Woods voted yes. Spray was absent. Motion passes

ACCEPT RESIGNATION

Motion was made by Jo Rector and seconded by Brian Mewes to accept the resignation of Sandy Longbons, Secretary for the School Nurse, effective August 1, 2022

Speir, Wolfe, Mewes, Rector, Buerster and Woods voted yes. Spray was absent. Motion passes

EMPLOYMENT

Motion was made by Brian Mewes and seconded by Richard Wolfe to employ the following for the 2022-2023 school year:

Rachel Rodgers, ECHS Family and Consumer Science Teacher

Liz Brock-Jones, AGS Science Teacher

Lorinda Henson, Head Custodian at the K-12 Building

Roy Johnson, WSGS Assistant Basketball Coach

Speir, Buerster, Rector, Wolfe, Mewes, and Woods voted yes. Spray was absent. Motion passes

APPROVE VOLUNTEER ASSISTANT COACHES

Motion was made by Jo Rector and seconded by Brian Mewes to approve the following Volunteer Assistant Coaches

Nathaniel Schmittler – AGS Baseball

Russ Gerlach – AGS Basketball

Rector, Mewes, Buerster, Wolfe, Speir and Woods voted yes. Spray was absent. Motion passes

ADJOURN MEETING

Motion was made by Brian Mewes and seconded by Richard Wolfe that the meeting be adjourned at 7:57 p.m.
