City of Harrisburg City Council met July 21.

Here are the minutes provided by the council:

The Harrisburg City Council met at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Roger Angelly, Rupert Johnson and Ron Morse answering roll call. Commissioner Raymond Gunning was absent.

Pastor Jerry Wells from the Dorrisville Social Brethren Church led the group in prayer and Pledge of Allegiance.

Commissioner Roger Angelly made the motion to approve the consent agenda.

Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

There were no citizen comments.

Fire Chief John Gunning informed council the check being held in regard to the fire at 309 S. Granger Street is ready to be released. Commissioner Ron Morse made the motion to release the check. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek opened the only sealed timber bids. East Perry Timber Procurement submitted a sealed bid for the Harrisburg Lake timber bid of $43,210.00. Commissioner Rupert Johnson made the motion to accept the timber bid from East Perry Timber Procurement of $43,210.00. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated there was a bid opening on July 19, 2022 at 10:00 a.m. in council chambers for the demolition project at 1 E. Poplar Street. Commissioner Roger Angelly made the motion to award the demotion bid at 1 E. Poplar Street to Earth Services for $165,000.00. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek stated council will go into Executive Session to discuss property acquisition.

Alex Jackson presented an amended ARPA resolution. There are some language changes due to some new compliance requirements. The amount will not change and the way the money is being used will not change. Commissioner Ron Morse made the motion to approve Resolution 22-0712. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek discussed the demolition agreement between the City of Harrisburg and Earth Services for 1 E. Poplar Street. Commissioner Roger Angelly made the motion to authorize Mayor John McPeek to execute the demolition agreement for 1 E. Poplar Street. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek discussed a new amphitheater project on Veteran’s Drive. This project would be utilized for movie nights, bands, and can be rented out to help with the maintenance expense. This would be a great benefit to our community. Mayor John McPeek made the motion to use $260,000 of CURES money for amphitheater project. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Justin Roberts presented plans for a homeless shelter on Ford Street. It is called the Highline to Hope Project. This project is a transitional living program for those who have been through rehabilitation, will begin working on getting a place of their own, still needs some counseling, and transitioning to becoming entirely intendent. There was an open discussion between council, citizens, and the project manager. The citizens voiced concerns and asked questions. This project will be taken into consideration with further discussions and review of current ordinance regarding tiny homes by Attorney Kolby Smithpeters.

Mayor John McPeek stated council will go into Executive Session to review the executive session minutes from January 2022 through June 2022.

Justin Dartt from Dartt and Company presented the FY20 audit. Justin Dartt reviewed the audit with council. Commissioner Ron Morse made the motion to approve the FY20 audit. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse presented the annual NPDES, which is the National Pollution Discharge Elimination System, and the fee is $17,500.00. We pay this under protest, but it is required to be paid. Commissioner Ron Morse made the motion to pay the annual NPDES fee of $17,500.00 under protest. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes, except Commissioner Rupert Johnson voted no. Motion carried.

Commissioner Roger Angelly stated there has been issues with people running over their water meters. He asked all citizens to be mindful when mowing or vehicles running over these meters. It can become quite expensive when replacing meters. He will present a plan regarding meter replacement at the next meeting.

Commissioner Roger Angelly informed council that some water customers have become quite rude, vulgar language, and somewhat verbally assaultive with the water staff. He has instructed his employees that if this behavior continues, they are to call the Police Department for assistance.

Commissioner Roger Angelly thanked Chief of Police Nathan Moore and Fire Chief John Gunning for this assistance with a citizen who had a medical issue during a baseball game. Neither employee was on duty, yet they stepped in to perform medical assistance.

Commissioner Rupert Johnson made the motion to approve the installation of a street light located at Chestnut and St. Mary’s Drive. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson discussed the new lake lots that will be available at Harrisburg Lake. These lots will be lease spots that includes electricity. Commissioner Rupert Johnson made the motion to authorize Attorney Kolby Smithpeters to draft a new lease agreement for these new lots. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson reminded citizens the Street/Alley Department will be doing their yearly oil/chipping on August 01, 02, and 03, 2022 weather permitting.

Mayor John McPeek stated the Police Department will be needing a new sergeant. Mayor John McPeek made the motion to authorize the City Clerk to contact the Merit Board for a sergeant promotion recommendation. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek made the motion to go into Executive Session to discuss Review of Executive Session Minutes, Property Acquisition, and Possible Litigation. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.

The following executive session minutes will remain closed: April 21, 2022, May 05, 2022, June 02, 2022, and June 16, 2022. Seconded by Commissioner Rupert Johnson. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Ron Morse made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
