Village of Smithton Committee as a Whole met July 12.

Here are the minutes provided by the committee:

Mayor Smallwood called the meeting to order at 7:00 pm at Village Hall. Trustees Becherer, Rogers, Elbe, Henning and Hopkins were in attendance. Trustee Mourey was absent. Business owner Doug Martin attended the meeting to address the Board.

SOUTH MAIN PROPERTIES – Doug Martin addressed the Board regarding the construction plans for 8 & 12 South Main. He had the lot surveyed which shows that the tree on the edge of the property is on his side of the property. He is planning to have the tree taken down. He is asking the Board if the Village would install a new sidewalk in front of the properties. Martin is looking at the plans to see if the entrance to the parking lot can be on Mill Street. Trustee Rogers will look at the property with Engineer Saeger to see if IDOT would need to be involved.

5623 STATE ROUTE 159 PRE-ANNEXATION AGREEMENT – Mayor Smallwood informed the Trustees that a request has been received from 5623 State Rte 159 to tap in to the Village water line. Since the property is not contiguous to the Village at this time, a Pre-Annexation agreement could be signed by the owners. If the property ever becomes eligible for annexation it will be legally bound to be annexed. Smallwood stated that there is another property in Wild Wood Subdivision that might have to follow this procedure also. This course of option will be brought to a vote at the next Board meeting.

WATER DAMAGE – Mayor Smallwood informed the Trustees that he spoke to the Pastor at St. John’s UCC and told him that he would need to submit invoices from the water leak damage before the Board could take further action. Smallwood also told the Board that the insurance company denied the claim that was submitted for a different homeowner. Action on the denied claim will be brought to a vote at the next Board meeting.

CDs – Trustee Becherer reviewed CD rates with the Trustees. A motion will be made at the next Board meeting for a CD that is due for renewal.

MEPRD GRANT – Trustee Henning reviewed the project quotes for improvements to the walking trail in the Park. This item will be brought to a vote at the next Board meeting.

HY-DAC PROPERTY – Mayor Smallwood reported that the owners have cleaned up some of the property but not completely. The Board asked Trustee Elbe to speak to Chief Neff regarding further action.

VILLAGE HALL FOUTAINS – Trustee Hopkins has not received plans yet for the fountain area.

Trustee Rogersmade a motion which was seconded by Trustee Elbe to adjourn. All were in favor. Motion was granted. Meeting adjourned at 8:13 pm.
