City of Carmi City Council met Aug. 2.
Here are the minutes provided by the council:
The Carmi City Council met at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street for the regularly scheduled meeting.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Aldermen present: Steve Winkleman, Mark W. Blake, Tracy Nelson, James Totten, Mike Knight, Sheila Headlee, and Doug Hays. ABSENT: Jeremy Courson
The minutes from the July 19, 2022 council meeting were presented. Motion was made by Alderman Hays and seconded by Alderman Totten to approve the minutes as presented. The motion carried on roll call by each Alderman present answering “yes.”
For council consideration, discussion, and possible approval
1. Chief of Police, Jason Carter, addressed the council seeking permission to hire a police officer for the replacement of a retiring officer. Chief Carter stated he had received verbal notification from Patrolman Jonathan Lucas that he would be retiring in August of 2023. Chief Carter stated if approved to hire a replacement officer, he would start testing the end of October and selecting a candidate mid to end of November. The next available Police Academy at Belleville begins January 3, 2023. With no further discussion, Alderman Hays made a motion to allow Chief Carter to hire a replacement police officer for Patrolman Lucas. The motion was seconded by Alderman Headlee. The motion carried on roll call by each Aldermen present answering “yes.”
2. Possible approval to purchase a new Terex Hi-Ranger TL-48 mounted on a new 2023/2024 International CV 515 4×4 truck for $225,000.00 from Scot Powerline & Utility Equipment using Sourcewell (state bidding company). Mayor Pollard stated we had received the above bid for the bucket truck but it could be 2023 or 2024 before we receive the truck. Mayor Pollard stated this is the bucket truck that is used the most. A discussion was held regarding whether to finance the purchase through a local bank or use the bond money to purchase. Alderman Headlee made a motion to purchase the Terex Hi-Range TL-48 bucket truck using bond funds. The motion was seconded by Alderman Winkleman. The motion carried on roll call by each Aldermen present answering “yes.”
3. A pay request to Brown and Roberts, Inc. in the amount of $15,114.96 for DCEO Grant Administration of the Hillsdale Area Water Project was presented. Alderman Winkleman made a motion to approve the pay request to Brown and Roberts, Inc. for $15,114.96. The motion was seconded by Alderman Blake. The motion carried on roll call by each Aldermen present answering “yes.”
Reports and/or updates from Mayor Pollard
Mayor Pollard reminded the residents of the change in trash service from Republic Services to Bulldog Services that began on August 1st. He also stated if you have a Republic Service cart, please leave it at your address and they will pick it up and Bulldog Services will drop of their trash cart. If anyone has any questions, please feel free to contact the Light and Water office.

Clerk Cynthia Attebury thanked all of the City crews for working through the storms the last few days. Mayor Pollard stated they had done a great job keeping the City going.
