City of Mount Carmel City Council met Sept. 19.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order. 

Present on Roll Call: Mayor Joe Judge Commissioners – Tom Meeks, Eric Ikemire  Justin Dulgar, Susan Zimmerman  

Also, Present: City Administrative Assistant Ryan Turner, City Attorney Brady Waldrop  

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes of the last council meeting.

Commissioner Ikemire motioned and Commissioner Dulgar seconded to approve the minutes of the meeting held on September 6th, 2022. All present voted by roll vote. Commissioner Meeks, Ikemire,  Dulgar and Zimmerman voted Aye. 

MAYOR’S COMMENTS

Mayor Judge congratulated the Aces Football Team on their 3-0 standings so far this season and  stated homecoming was great with the new football field showing very well. 

Mayor Judge stated he has received lots of compliments on all the work the city crews are doing at  the city park and the new park additions. Mayor Judge reported the new tables were put together by  the street department and the Rotary Club placed them under the park pavilion. Mayor Judge stated  the new playground equipment has finally arrived for Kiddie Land, which has been on order for  eleven months and is slated to be installed late October.

Mayor Judge reported, this past week, himself along with City Administrator Ryan Turner were in  Chicago attending Illinois Municipal League meetings with several sessions pertaining to new  municipality laws and certifications regarding FOIA, open meeting acts, etc.

Mayor Judge reiterated bids were accepted for the demolition of the city owned property at 318 W.  Second Street and he opened the one bid that was received from Jeff Guisewite, Inc. in the amount  of $14,800.00 plus up to $3000.00 in dirt work. 

Mayor Judge acknowledged Mike Hocking, who was seeking council approval to place a storage  container on his property at 222 West Seventh Street. Mr. Hocking stated he would “decorate” the  container and install a small sloped roof so it would look like a regular building. The council stated  they will table a decision until the next council meeting in order to consult with City Attorney Waldrop  as there is an ordinance pertaining to storage containers as well as to consider the request.

COMMISSIONER REPORTS:

COMMISSIONER TOM MEEKS – STREETS, CEMETERIES AND PARKS

Commissioner Meeks reported, in the past two weeks, the street department continued to assist  with the West Third/Division Street project and continued to fill potholes.

Commissioner Meeks stated the chip/seal program has been completed; the street sweeping will  begin to clean up the excess rock and the foaming of the streets should be within the next couple of  weeks, weather permitting.

Commissioner Meeks thanked Seth Swanson for volunteering his time and equipment for the  removal of an older small shelter house at the golf course. 

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Statement of Receipts and Expenditures – See attached agenda with financials.

Commissioner Ikemire stated, over the last two weeks, receipts in the general fund totaled $312,944.00 with the city’s budget showing strong balances so far this year.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar reported the wastewater plant crew has been cleaning out the aeration basin;  pumped out primary clarifier number one and number two in order to clean the sand that  accumulated from the water main break on West Third/Division Streets.  

Commissioner Dulgar stated the city received a quote for some equipment repairs at the wastewater  plant and acknowledged Public Works Director Gidcumb, who stated the quote is for the repairs on the hydraulics for the sludge press. Commissioner Dulgar asked the council to review the quote and  he will present it at the next meeting for council approval. 

Commissioner Dulgar reported the water treatment plant is having some communications issues  with the water wells along with the scada system and Lead Operator Keith Reed is looking into the  best options for a temporary fix until the new water treatment facility is complete, which will have new equipment.

Commissioner Dulgar stated the water maintenance department have been very busy with the West  Third/Division Street project along with repairing water line breaks.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Zimmerman reported, during the last two weeks, the fire department responded to  twelve incidents which ranged from malfunctioning smoke detectors and/or carbon dioxide detectors, to medical assists and to smells of smoke. 

Commissioner Zimmerman stated the brush crew is getting the leaf truck ready for the upcoming  leaf pick-up season. 

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner stated the second reading of vacating alley in the nine-hundred  of Market Street was removed from the consent agenda as all the easements and paperwork has  not been completed.

CITY ATTORNEY – BRADY WALDROP

City Attorney Waldrop no report.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams announced Mayor Judge has elected to follow the recommendation of the  Fire/Police Commission in the hiring of Kyle McCleave to the police department. Police Chief  McWilliams stated Kyle has a past history with the police department and left the department in  2016, therefore his certifications are still current. 

Police Chief McWilliams reported, overall, the homecoming events went well with no major issues. 

FIRE CHIEF – FRANCES SPETH

Fire Chief Speth stated two of the fire engines to taken to be pump tested today and all went well.

Fire Chief Speth thanked the water maintenance department for their assistance with the hydrant  status residual testing today. Fire Chief Speth reported ISO will be in Mount Carmel on Thursday to  grade 911, the water department along with the fire department to determine the classification for  insurance purposes.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb thanked the county highway department for grading the parking lot  across from the high school football stadium.

BUSINESS MOTIONS

Commissioner Dulgar motioned and Commissioner Meeks seconded to accept Jeff Guisewite, Inc.’s  bid of $14,8000.00 plus up to $3000.00 in dirt work for demolition of 318 W. Second Street in Mount  Carmel, IL. All present voted by roll call vote. Commissioners Meeks, Ikemire, Dulgar, and  Zimmerman voted Aye. 

Commissioner Ikemire motioned and Commissioner Zimmerman seconded to approve the Consent  Agenda. The consent agenda contained approval of the paying of all bills bearing the proper signatures. All present voted by roll call vote. Commissioners Meeks, Ikemire, Dulgar and  Zimmerman voted Aye.

Commissioner Dulgar motioned and Commissioner Zimmerman seconded to adjourn the meeting.  All present voted Aye by voice vote.

Meeting adjourned at 5:21 pm
