City of Harrisburg City Council met Oct. 20.

Here are the minutes provided by the council:

The Harrisburg City Council met on October 20, 2022 at 6:00 p.m. in the Council Room of City Hall, Harrisburg, IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering roll call.

Pastor Laurie Fields from the First Presbyterian Church led the group in prayer and Pledge of Allegiance.

Commissioner Raymond Gunning made the motion to approve the consent agenda removing Hastie Mining and Trucking as MFT.

Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters discussed a piece of property that in 2013 was sold in error to the Pool family as the City of Harrisburg did not own the property to sell. Attorney Kolby Smithpeters suggested doing a corrective deed. This would give the property back to the rightful owners. Commissioner Roger Angelly authorized Attorney Kolby Smithpeters to file a corrective deed regarding this property. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters discussed Oral Street. This street was vacated in 1945; however, it was never closed and has always been maintained by the City. The Pool family is donating this street back to the city. Commissioner Roger Angelly made the authorize Attorney Kolby Smithpeters to draft the deed from the Pool Trust to the city. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Mike Roberts from Brown and Roberts, Inc. presented a resolution for the unsewered grant as previously discussed. Commissioner Raymond Gunning made the motion to approve Resolution 22-1020 for the IEPA unsewered community program. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Attorney Kolby Smithpeters discussed Womble Mountain, LLC. This company purchased The Burg Café. They have chosen not to proceed with their project. There is a reverter clause in the agreement; therefore, they are giving the property back to the City of Harrisburg. Commissioner Ron Morse made the motion to authorize Attorney Kolby Smithpeters to draft a deed from Womble Mountain to the City of Harrisburg for 9 E. Poplar Street. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Mayor John McPeek made the motion to authorize the City Clerk to advertise for the position of Administrative Assistant. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Raymond Gunning and Fire Chief John Gunning presented the AccuMed billing service agreement for the EMS service being provided through the Fire Department. Fire Chief John Gunning and Treasurer Alex Jackson met and discussed the agreement. The talked with Bill Ghent and the billing company about the agreement to clear up some questions. Commissioner Roger Angelly would like to table this until the November meeting so could have time to read the agreement.

Fire Chief John Gunning stated it will take one-two months to get online, complete registry testing and get the ambulance certified. Commissioner Roger Angelly asked if the city will be the back-up or will the city be the sole ambulance provider? Fire Chief John Gunning stated there is an agreement with Deaconess and the city will take the overflow. He stated he cannot guarantee how many calls the city will run, but right now the average will be 2200 – 2400 medical calls a year in the city. The service will stay in the city. These will be BLS calls unless there is an ALS call and an ambulance are coming to us, and then we can have that ambulance intercept us to take it on because of the critical care. Other than that, we can get them load and taken to the doctor.

Commissioner Raymond Gunning discussed Durham’s Hardware. He said the roof needs to be repairs, back doors and basement doors boarded up and it needs to be cleaned. He suggests putting it on the market for sale. The building is 108 years old and is structurally in good shape. He believes if the roof is repaired, the city will have a better chance of selling the property. There are several office spaces in the building.

He would like to remove the glass panel door with Bill Ghent Insurance imprinted on it and replace it with a blank glass panel so Mr. Ghent can have it. He stated there is some memorabilia in the building. He would like to get those items out of there and in the future decide what to do with it.

Commissioner Raymond Gunning stated the mural is looking good at the Fire Department.

Commissioner Roger Angelly stated he and the Mayor have met and discussed options for the wall at 1 E. Poplar Street. This will be getting repaired.

Commissioner Roger Angelly discussed the need for a used dump truck for his department. Commissioner Roger Angelly made the motion to authorize the City Clerk to advertise for a dump truck. Seconded by Commissioner Raymond Gunning. A roll call vote was taken with all present voting yes. Motion carried.

Commissioner Rupert Johnson reminded the citizens Fall Clean-Up is still going on and goes through October 29, 2022. Fifteen dumpsters have been filled so far.

Commissioner Rupert Johnson let the citizens know there are seven new lake lease spots available along with three new campsites available at Harrisburg Lake. There is a now an office space/equipment shed at Harrisburg Lake.

Mayor John McPeek was pleased to announce the Sasquatch Festival was a huge success. He reminded citizens about Boo in the Burg on October 27 from 5:30 p.m. to 7:00 p.m. Trick-or-Treat is October 31 from 5:00 p.m. to 7:00 p.m. Coleman Tri-County’s Haunted Forrest is October 27, 28, and 29 at the Fairgrounds. As always please stop littering.

Commissioner Raymond Gunning made the motion to adjourn. Seconded by Commissioner Roger Angelly. A roll call vote was taken with all present voting yes. Motion carried.
