Norris City-Omaha-Enfield Community Unit School District #3 Board of Education met Oct. 19.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of the Norris City-Omaha-Enfield Community Unit School District #3 of White, Hamilton and Gallatin Counties, Illinois, was called to order by Joe Lane at 7:00 p.m. in the Superintendent's office. All members had been previously notified and those answering roll call were: Matt McArthy, Frank Graves, Lincoln Hobbs, Heath Rush, Mike Hite, and Joe Lane. Paul Black was absent. Lincoln Hobbs is acting secretary for the meeting. Also attending were Matt Vollman, Carla Carter, David Reavis, Brad Wehlermann, Jessica Jackson, Kathy Sands, Tiffany Bickett, Tiffany Weiss, Danielle Dale, Emily Rush, Ashley Westfall, Mary Pool, Amy Russell, Deanna Bryant, Megan Schimp, Jennifer Naas, Sheila Russell, Taylor Marsh, Levi Marsh, Jordan Weiss, and Ryan Schimp. 

Joe Lane made the motion to accept the minutes as presented. Matt McArthy seconded. A unanimous vote followed. 

The bills were approved on a motion by Joe Lane and seconded by Mike Hite. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; and Joe Lane, Aye. Motion Carried. 

The Booth Trust report was approved on a motion by Matt McArthy and seconded by Mike Hite. The balance is $32,525.75. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; and Joe Lane, Aye. Motion Carried. 

Principal Reports: 

Carla Carter for Booth: Parent Teacher conferences will be October 20 and 24. The PTO and staff will be trying to promote parent participation with popcorn and drinks and a scavenger hunt. 50% of the students made honor roll this quarter. That is up from 39% last year. October 28 will be a Halloween parade with the local businesses coming to participate. 

David Reavis for NCOE Elementary: Attendance is at 94.2%. The girl's cross-country team finished 4th place finish at state. Bookfair is currently going on. The Student Council has set up dress up days for next week along with red ribbon week. 

Mr. Wehlermann for NCOE High School: Attendance is at 92.2% and has been trending upward. Volleyball regionals start on Monday and tickets must be purchased through the GoFan app. Veteran's Day program will be November 10th. 

Joe Lane made the motion to accept the HVAC bid for phase 4 from A&W Plumbing and Heating for $851,600. Frank Graves seconded the motion. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; and Joe Lane, Aye. Motion Carried. 

Joe Lane made the motion to allow winter walkers in the high school gym from 6:00 am to 7:30 am. Heath Rush seconded. A unanimous vote followed. 

Public comment: Many of those attending had concerns about a recent notice the school district released regarding a potential threat. Each expressed their concerns and what they thought could be done in the future if a situation arises. Better communication was the vast response. The Board answered questions to the best of their ability with what information could be shared publicly. 

The board entered executive session at 8:29 p.m. on a motion made by Matt McArthy and second by Joe Lane to discuss personnel issues. A unanimous vote followed. The Board returned to open session at 9:53 p.m. on a motion by Joe Lane and second by Matt McArthy. A unanimous vote followed. 

Joe Lane made the motion to accept the retirement of Susan Sauls, van driver, effective September 30, 2022. Matt McArthy seconded. A unanimous vote followed. 

Joe Lane made the motion to accept the resignation of Audrey Coons, aide. Matt McArthy seconded. A unanimous vote followed. 

Joe Lane made the motion to employ Brad Vinyard as 5th grade basketball coach. Heath Rush seconded. Roll Call Vote: Matt McArthy, Aye; Frank Graves, Aye; Lincoln Hobbs, Aye; Heath Rush, Aye; Mike Hite, Aye; and Joe Lane, Aye. Motion Carried. 

The meeting was adjourned at 9:54 p.m. on a motion by Mike Hite and second by Joe Lane. A unanimous vote followed.
