Village of Smithton Village Board met Nov. 1.
Here are the minutes provided by the board:
Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Phil Henning, Jim Mourey, and Tim Hopkins answered roll call. Also present were Clerk Annette Parker, Engineer Scott Saeger, Chief Jason Neff, Supervisor Dean Klein, and Attorney Carmen Durso.
CLERK’S REPORT - A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Board Meeting held on October 18, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.
TREASURER’S REPORT – No report.
GOOD OF THE VILLAGE – Trustee Becherer made a motion which was seconded by Trustee Rogers to reappoint Joel Boeving as the Village of Smithton’s representative for the FSH Water Commission. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.
POLICE CHIEF’S REPORT – Chief Neff reported that there were 96 calls for the month of October. He also informed the Board that the Police Department will be getting their new firearms and have firearms qualification this week at the new shooting range. Moving the storage shed currently not being used at the park to the shooting range for storage purposes was recommended.
ENGINEER’S REPORT -
ISSUED BUILDING PERMITS – There were no building permits issued since the last meeting.
DCEO GRANT – VILLAGE HALL GENERATOR – Engineer Saeger reported that the next step is to get gas to the generator. He is working with Bel-O for the gas line. Safety bollards will be installed by the generator also.
WATER TOWER MAINTENANCE AND PAINT TRIAL – Bids are due November 16.
304 EUGENIA PIPE REPLACEMENT – Engineer Saeger stated that he is working on easement agreements for 304 & 310 Eugenia. There will be 5 foot easements on both sides.
INSPECTIONS/PERMITS FOR ELECTRIC SERVICE UPGRADES–More discussion is needed on this.
REMODELING PERMITS – This will be discussed further at the next Committee as a Whole meeting.
159 TURN LANE STU APPLICATION-Engineer Saeger reported that they had a meeting with the state and extending the turn lane up past the grocery store was mentioned. It would be extended to the entrance to Fieldstone. Our share cost would be $115,000 of the project. The grant would reimburse for any construction engineering and actual construction at 80%. The new cycle application will not be available until 2026. The southern section would just be delayed and the whole project would be done in 2026. Applications are due by February. The application cost to submit the grant application to East West Gateway is $1300. Engineer Saeger stated that he would need some help from Volkert getting data and drawings to go along with the application and this would be approximately another $1500.
Trustee Mourey made a motion which was seconded by Trustee Rogers to allow our Village Engineer to enter into the grant writing process to try to get into another grant to continue the turn lane project on Hwy. 159 and not to exceed $3000 for planning. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Hopkins, yes. The motion was carried.
SAFETY COMMITTEE – There will be a Safety Committee Meeting November 3, 2022, at 10:00am if needed.
ZONING BOARD REPORT – Nothing to report.
SUPERVISORS REPORT - Supervisor Klein reported that they poured concrete to replace some areas on the street in the Stonegate Subdivision. They are also working on completing the fencing around the shooting range. The Park will be closing for the winter in the next few days. An updated price on the fencing needed at the Park was suggested.
ATTORNEY’S REPORT – Attorney Durso reported that he and Chief Neff are working on 17 N. High.
Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. The motion was carried.
COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from October 25. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on October 25, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was carried.
FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER
BUDGET – Trustee Becherer requested everyone begin working on the budget.
CDs – Trustee Becherer made a motion which was seconded by Trustee Hopkins to cash in 2 CDs ($75,000 Surcharge and $100,000 Village Hall Maintenance) and reinvest them. Roll call was taken: Trustee Becherer, yes; Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Mourey, yes. Motion was carried.
CHRISTMAS BONUSES - Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the 2022 Christmas Bonuses for employees. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was carried.
STREET & UTILITY COMMITTEE – TRUSTEE ROGERS
SOUTH MAIN PROPERTIES – No update.
STREET DEPARTMENT UNIFORMS – Trustee Rogers reported that the new uniforms have been ordered.
CONCRETE AT 4715 DRIFTSTONE – The concrete may be poured next week. STREET CREEP – The material came in and this may be completed next week as well.
BACKHOE – Trustee Rogers made a motion which was seconded by Trustee Elbe to allow Supervisor Klein to post our backhoe for sale with sealed bids starting at $61,500. Roll call was taken: Trustee Rogers, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was carried.
POLICE COMMITTEE – TRUSTEE ELBE
HY-DAC PROPERTY – It was stated that the property lines will be surveyed and there is a court date in early December.
POLICE VEHICLE – The 2022 Ford Explorer is on order.
TORNADO ALARM SYSTEM –The County should be notifying us soon with an update.
PARK & CEMETERY COMMITTEE – TRUSTEE HENNING
BATTING CAGE LIGHTS – We are waiting on a utility pole to mount the light on.
PARK TRAIL UPGRADES – Trustee Henning made a motion which was seconded by Trustee Elbe to proceed to start working on the new park trail phase 1 not to exceed $80,000 which is our share of the grant. Roll call was taken: Trustee Henning, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was carried.
TRAIL STUDY – We are beginning work on Phase 1 (Park Trail Upgrades).
SAA/T-BALL FIELDS – No update.
POCKET PARK – We have received bids from a playground supply company for a double swing set and playground equipment. A gazebo/pavilion was also mentioned. We are getting a quote for picnic tables.
FENCE REPAIR – This will be discussed further at the next Committee as a Whole meeting.
ORDINANCE COMMITTEE – TRUSTEE MOUREY – No report.
ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS
VILLAGE HALL SIGN – Mr. Sprengel will be bringing some more suggestions for the sign as well as an estimate of the cost to the next Committee as a Whole meeting. It was mentioned that our Public Works crew would take down the current sign and pour the concrete pad for the new sign.
VILLAGE HALL GENERATOR – Engineer Saeger reported on the generator earlier in the meeting.
BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the bills and payroll from October 1, 2022 through October 14, 2022. Roll call was taken: Trustee Henning, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.
COMMUNICATIONS – We received a request from the Smithton Commercial Club. A motion was made by Trustee Mourey which was seconded by Trustee Hopkins for $250 to the Smithton Commercial Club for the Christmas Lighted Parade and Winterfest. Roll call was taken: Trustee Mourey, yes; Trustee Hopkins, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; and Trustee Henning, yes. The motion was carried.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All Trustees were in favor. The motion was granted to adjourn at 8:07 pm.
