Village of Smithton Village Board met Oct. 18.
Here are the minutes provided by the board:
Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Phil Henning, Jim Mourey, and Tim Hopkins answered roll call. Also present were Clerk Annette Parker, Engineer Scott Saeger, Chief Jason Neff, Supervisor Dean Klein, and Attorney Carmen Durso.
CLERK’S REPORT - A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Board Meeting held on October 4, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.
TREASURER’S REPORT – The Board received a copy.
GOOD OF THE VILLAGE – We received a request from Mikey’s Pub to play outside music. A motion was made by Trustee Mourey which was seconded by Trustee Elbe to allow Mikey’s Pub to play outside on October 21, 22, 28, and 29 2022. Roll call was taken: Trustee Mourey, yes; Trustee Elbe, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; and Trustee Tim Hopkins, yes. The motion was carried.
ORD. 999 – Annexation – 3001 S. Illinois
Trustee Mourey made a motion which was seconded by Trustee Rogers to have Ordinance 999 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Hopkins, yes. The motion was carried.
Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 999 Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Henning, yes; and Trustee Hopkins, yes. The motion was carried.
On behalf of the Commercial Club Trustee Elbe thanked the Village for allowing the Commercial Club to host the Haunted Trail at the Park. He reported that they had an amazing turnout. There were over 1700 people that went through the Haunted Trail.
POLICE CHIEF’S REPORT – Chief Neff reported that Tanner started Saturday and he loves working for the Village of Smithton.
ENGINEER’S REPORT -
ISSUED BUILDING PERMITS – There were 2 building permits issued since the last meeting.
DCEO GRANT – VILLAGE HALL GENERATOR – Engineer Saeger reported that we still need CK Power (the generator supplier) to come out and test the generator. There was some concern about the supply of gas not being adequate. Bel-o hooked up the gas line and they were going to call Ameren to figure out if it is adequate.
WATER TOWER MAINTENANCE AND PAINT TRIAL – Bids are due November 16.
304 EUGENIA PIPE REPLACEMENT – Engineer Saeger reported that he will be working on an easement plan this week.
INSPECTIONS/PERMITS FOR ELECTRIC SERVICE UPGRADES–Ordinance No. 1001 - Adds Replacement or New Electrical Service permits required.
SAFETY COMMITTEE – There will be a Safety Committee Meeting November 3, 2022, at 10:00am if needed.
ZONING BOARD REPORT – Nothing to report.
SUPERVISORS REPORT - Supervisor Klein reported that they have replaced about 11 curbs. He also reported that they are continuing to work on the new shooting range.
ATTORNEY’S REPORT – Nothing to report.
Trustee Becherer made a motion which was seconded by Trustee Rogers to accept the Officer’s reports. All were in favor. The motion was carried.
COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from October 11. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on October 11, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was carried.
FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER
BUDGET – Work will begin on the budget in November.
CDs – No report.
RISK MANAGEMENT INSURANCE - Trustee Becherer made a motion which was seconded by Trustee Rogers to go with Option #1 at a cost of $104,565.59 for our annual Risk Management Insurance with IMLRMA. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. Motion was carried.
STREET & UTILITY COMMITTEE – TRUSTEE ROGERS
SOUTH MAIN PROPERTIES – Trustee Rogers reported that more dirt is needs to be moved before moving forward.
STREET DEPARTMENT UNIFORMS – A cancellation letter was sent to our existing uniform company and Supervisor Klein will get new uniforms ordered.
CONCRETE AT 4715 DRIFTSTONE – No update.
POLICE COMMITTEE – TRUSTEE ELBE
POLICE PERSONNEL – Trustee Elbe reported that our new Police Officer Tanner Selph has started this week.
HY-DAC PROPERTY – Attorney Durso stated that this is still pending.
POLICE VEHICLE – The 2022 Ford Explorer is on order.
TORNADO ALARM SYSTEM – No update.
RADIOS – Trustee Elbe made a motion which was seconded by Trustee Mourey to purchase radios through St. Clair County for a price not to exceed $27,000. Roll call was taken: Trustee Elbe, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Henning, yes; and Trustee Hopkins, yes. Motion was carried.
PARK & CEMETERY COMMITTEE – TRUSTEE HENNING
BATTING CAGE LIGHTS – Engineer Saeger received a call from SAA and they would like a light by the batting cage at the Park. Getting a pole donated from Ameren was mentioned.
PARK TRAIL UPGRADES – Trustee Henning reported that we have a cost estimate for the trail upgrades.
TRAIL STUDY – We are beginning work on Phase 1 (Park Trail Upgrades). SAA/T-BALL FIELDS – No update.

ORD. 1000 – Ch. 21 Liquor Licenses

VILLAGE HALL SIGN – Trustee Hopkins has received some suggestions from Mr. Sprengel and he will present them at the next Committee as a Whole meeting.
VILLAGE HALL GENERATOR – Engineer Saeger reported on the generator earlier in the meeting.
BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the payroll from September 17, 2022 through September 30, 2022. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Henning, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.
COMMUNICATIONS – We received a donation request from the Smithton Grade School. A motion was made by Trustee Mourey which was seconded by Trustee Hopkins to donate $100 to the Smithton Booster Club. Roll call was taken: Trustee Mourey, yes; Trustee Hopkins, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; and Trustee Henning, yes. The motion was carried.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All Trustees were in favor. The motion was granted to adjourn at 8:03 pm.
