Galatia Community Unit School District No. 1 Board of Education met Sept. 22.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Aaron Allen, Elaine Jackson, Joy Richey, and Bryan McCabe. B.J. Pigg and Holly Murphy were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

ADDITIONS/DELETIONS TO AGENDA:

There were no additions/deletions to the agenda.

B. J. Pigg entered the meeting at 7:02 p.m.

VISITORS:

Members of the Galatia FFA were in attendance. Sierra Wilson, Kyndal Malone, Wyatt Arnold, and FFA Advisor, Tim Arnold.

The Pledge of Allegiance was led by the Galatia FFA members.

The members in attendance asked permission on behalf of the FFA to attend the 2022 National FFA Convention on October 26th, 27th, and 28th, 2022. The conference is at Indianapolis Convention Center, Indianapolis, IN. They will spend two nights. FFA will pay all expenses. There will be approximately 11 students attending the conference.

1. A motion was made by McCabe and seconded by Jackson to approve FFA students to attend the FFA National Convention in Indianapolis, IN., on October 26th, 27th, and 28th, 2022 with a two-night stay. All expenses will be paid by FFA. McCabe-aye, Richey-aye, Allen-aye, Jackson-aye, Pigg-aye, and Pribble-aye. Six (6) ayes, motion carried.

EXECUTIVE SESSION: There was no Executive Session.

Individual Aide

2. A motion was made by Richey and seconded by Allen to employ Chelsea Taylor as an individual aide with 90 day probation period for the FY22/23 school year. Pigg-aye, McCabe-aye, Richey-aye, Jackson- aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

JH Assistant Boys Basketball Coach

3. A motion was made by Allen and seconded by Pribble to approve Adam Neal as an assistant junior high boys' basketball coach for the 2022/2023 school year. McCabe-aye, Jackson-aye, Pigg-aye, Richey-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

PRINCIPAL REPORT:

Homecoming: The week of November 7th, 2022 will be Homecoming week. Red & White night will be on November 9th, and the Homecoming Dance will be held on November 12th.

Staff: Our new staff is doing well and bringing new ideas and energy to the buildings. Returning staff is doing a fantastic job of mentoring the new staff and taking roles that the teachers who left had previously held.

Book Reading Challenge: During the month of October, Mrs. Noblet and Mrs. Avery will have a book reading challenge.

Bullying Campaign: Last week Mr. Essex did a bullying campaign and the students completed several activities related to this.

Beta Club: Mrs. Lynch is now the sponsor for the Beta Club and has already done a tremendous amount of volunteer work.

Chess Club: Mr. Thomas Morgan has increased the number of students who stay for his informal Chess Club on Wednesdays.

Senior Class Fundraiser: The senior class along with their sponsors, Mr. Thomas Morgan, and Ms. Alexis Ragsdale, will have a Haunted House as a class fundraiser in October.

Art Club Fundraiser: The art club has started to decorate/personalize the staff parking blocks. They are looking fantastic!

DEAN OF STUDENTS REPORT:

SEL/Trauma: Teachers have started with lessons on bullying/kindness for the month of September. Team Xtreme came and did a presentation on September 12th as our guest speaker. Teachers will choose one student per homeroom for the month who has exhibited qualities and traits of kindness for September.

PBIS (Positive Behavior Intervention Strategies): Our first PBIS celebration has been scheduled for October 14th. Students who have had three or fewer discipline infractions will be allowed to participate starting at 10:00 am. Students with no discipline infractions will be participating starting at 8:00 am. Students with more than three discipline infractions will be given the opportunity to earn their time back by participating in community service or by staying after school for a "Why Try?" lesson. Students who choose not to earn their time back will stay in the classroom with a teacher and complete their schoolwork for the day. Around 1:00 p.m. or 1:30 p.m. we will gather in the gym for a pep rally/assembly.

Celebrations: For our first celebration, each classroom will host a different activity (ex: baking, movies, board games, karaoke, etc.) The gym will be used for basketball and outside activities will be for kickball/whiffle ball, Students will need to choose locations to participate in and may not be in any undesignated areas.

Discipline: Discipline tracking is done on a google sheet as well as on TeacherEase. Parent notification occurs via phone or email when the detention is assigned. So far, no student has had greater than three discipline infractions. Currently, cell phone violations have been the most common infraction.

Attendance/Truancy:

We are tracking attendance daily for all schools. Several letters have been sent home for students with three unexcused absences. There are two students who are close to ten excused absences, with many more on the watch list. Parent contacts have been made along with sending the letter. We contacted Keith Brown in regards to one student who has six unexcused absences so that we can establish a meeting with the State's Attorney.

Mrs. Ashley Launius left the meeting at 7:35 p.m.

White Bus: We expect our new bus to arrive in late October.

Bus Drivers: Since the resignation of a bus driver last month, we have re-routed all of our bus riders onto Stacy Pribble, Sabrina Franklin, and Kim Jenkins' routes. Our current drivers have gone above and beyond in filling in that extra responsibility. Each bus is currently close to capacity. We have had three separate instances where cars have passed our buses with their stop signs activated. Each of these will be turned in to the police if we are able to pull the footage from the bus cameras.

Bus 4: Is still out with an ABS issue. The estimated time the part will be in is December.

SUPERINTENDENT REPORT:

Board of Education Election: Anyone wanting to run for the Board of Education can pick up packets at the election office.

Positive Culture: We are really working this year on creating a positive culture in both buildings. Covid was a big setback in this area. Some items we are discussing: Christmas Party, Friday appreciations, and emails focusing on positives in the district.

Proposed Road: Mr. Crank has submitted a proposal to Senator Dale Fowler for the proposed road off Route 34.

Special Education: We have met all the special education requirements from ISBE. Mrs. Launius has worked hard to achieve the requirements.

BUILDING & GROUNDS REPORT:

Construction Management Proposed Projects:

Baseball Field:

To provide new backstop construction, including concrete block retaining wall, backstop protection, and new black vinyl-coated chain-link fencing.

New black chain-link fencing from the backstop down right and left field foul poles.

Galvanized chain-link fencing for the outfield perimeter.

A concrete seating area for existing bleachers.

Softball Field:

To construct a new backstop and extend the depth of the dugouts.

Provide new black vinyl coated chain-link fencing from the backstop to both left and right field foul poles and galvanized chain-link fencing for the outfield perimeter.

The total cost for both fields is $300,000.00

Epoxy Floors

Elementary School: Epoxy floors in hallways, stairs, restroom and cafeteria. High School: Epoxy floors in hallways, stairs, cafeteria, and kitchen. The total cost of both buildings is $136,000.00.

Concrete Apron at New Proposed Bus Barn:

6" concrete apron 112'x 15'. Total cost is $17,500.00.

HVAC (Wood Shop & Ag Shop): Install (2) new mini split units in each building. Total cost $54,785.25.

Construction Management Contract for Upgrades

4. A motion was made by Pribble and seconded by Allen to accept the Construction Management Projects that include the ball field upgrades of $300,000, epoxy floors $136,000, concrete apron at the proposed bus barn $17,500, and HVAC for the wood shop and Ag shop at $54,785.25. All projects are to be paid from the building fund and sales tax fund. McCabe-aye, Jackson-aye, Pigg-aye, Richey-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

Security Measures: Sonitrol has ordered the hardware for the new upgrade. When the hardware arrives they will start scheduling/installing the new security system.

Grade School Handicap Parking Space: Mr. Tim Arnold said he could pour the concrete pad at the grade school for handicapped parking. The cost will be about $2,000 in materials.

Construction Management: The projects over the summer came in under budget by $15,000. The only project not completed as of today is the elementary kitchen HVAC at a cost of $8,833.50.

ATHLETICS:

Junior High Girls Softball: Ranked 3rd in their regional. They played Cypress in the first round on September 20th, at Galatia and won. Today they played Pope County and ended their season. Congratulations girls on a great season! 8th grade night was held on Friday, September 16th.

Junior High Boys Baseball: Ranked 1st seed in their regional. Galatia will host the regional from September 21st through 23rd. Galatia has a first round bye. The team won against Cypress in the second round and advanced to the championship game to be played on September 26th. Congratulations boys! 8th grade night was held on September 12th

John Cummins Tribute: We will hold a tribute night for John Cummins (former HS Principal) on February 17th, 2023 when we host the boys' basketball home game against Carrier Mills.

OLD BUSINESS:

There was no old business.

APPROVAL OF CONSENT AGENDA:

5. A motion was made by Pribble and seconded by Richey to approve the regular meeting minutes of August 29, 2022. Pigg-aye, Jackson-aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye, Six (6) ayes, motion carried.

6. A motion was made by Allen and seconded by Pribble to approve the bills and payroll as presented with the addition of Beussink, Hey, Roe & Stroder, L.L.C. invoice of $15,000 for the FY21/22 school audit. Pigg-aye, Pribble-aye, Jackson-aye, Allen-aye, McCabe-aye, and Richey-aye. Six (6) ayes, motion carried.

7. A motion was made by Pribble and seconded by McCabe to approve the treasurer's report and co-mingled account as presented. Allen-aye, McCabe-aye, Pigg-aye, Pribble-aye, Jackson-aye, and Richey-aye. Six (6) ayes, motion carried.

NEW BUSINESS:

Mr. Crank presented the FY 2021/2022 audit and updated the board on the current findings. There were seven findings. Two of the findings were related to the late filing for the FY 2020/2021 audit due to the previous audit company not completing the audit in a timely manner and the hiring of a new audit company. Two findings were from the previous audit year due to not having enough time to implement the recommendations. The other three findings have since been corrected (increased treasurer bond, timesheet approvals, and the coding revenue/expenses (2) items). Due to the small accounting staff, we will implement all the recommendations the audit firm recommended to the best of our ability. Our profile score was a "4" which is the best we can get,

FY 21/22 Audit

8. A motion was made by Pigg and seconded by Jackson to approve the FY21/22 school audit as presented. Pigg-aye, Jackson-aye, McCabe-aye, Richey-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

FY22/23 Budget

The budget hearing was held before the regular meeting today, September 22, 2022.

9. A motion was made by McCabe and seconded by Richey to adopt the FY22/23 district budget as presented. McCabe-aye, Pigg-aye, Richey-aye, Jackson-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

Maintenance Grant Application

10. A motion was made by Allen and seconded by McCabe to approve the maintenance grant application of $50,000. Pribble-aye, Jackson-aye, Richey-aye, Pigg-aye, McCabe-aye, and Allen-aye. Six (6) ayes, motion carried.

Elementary Handicap Parking Spot

11. A motion was made by Pigg and seconded by McCabe to approve the concrete pad at the elementary school for handicapped parking at a cost of $2,000, Labor is to be provided by Mr. Tim Arnold and students. Richey-aye, Allen-aye, Jackson-aye, Pribble-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

12. A motion was made by Allen and seconded by McCabe to adjourn at 8:35 p.m. Pigg-aye, Pribble-aye,
