Galatia Community Unit School District No. 1 Board of Education met Nov. 17.

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Aaron Allen, Joy Richey, Elaine Jackson, Bryan McCabe, and Holly Murphy. B.J. Pigg was absent. Six (6) members were present and one (1) member was absent. Board President, Tim Pribble called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank and Recording Secretary, Michele Hankins.
VISITORS:
There were no visitors.
B. J. Pigg entered the meeting at 7:02 p.m.
ADDITIONS/DELETIONS TO AGENDA:
There were no additions/deletions to the agenda.
EXECUTIVE SESSION:
1. A motion was made by Pribble and seconded by McCabe to enter Executive Session at 7:02 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. McCabe-aye, Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, and Allen-aye. Seven (7) ayes, motion carried.
2. A motion was made by Pribble and seconded by Allen to end Executive Session at 8:20 p.m. Jackson-aye, Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye. Seven (7) ayes, motion carried.
3. A motion was made by Pribble and seconded by Murphy to approve the Executive Session minutes. Murphy-aye, Pribble-aye, Pigg-aye, Richey-aye, Allen-aye, McCabe-aye, and Jackson-aye. Seven (7) ayes, motion carried.
PRINCIPAL REPORT:
Homecoming: Homecoming was a success. The coronation and the dance were well attended. Congratulations to Queen Jaci Wood and King Andre Williams.
Southeastern Illinois College (SIC) Program: We had staff from the new Upward Bound Grant program through SIC in our building to meet with students. It is a program to support students who would otherwise struggle to attend/complete college. Students have to apply to the program, and SIC selects the participants based on a rating form. The criteria include income, first-generation college students, etc. The program provides high school experiences (visits to the college, classes in the summer, cultural outings, etc.) and college experiences when they attend SIC (tutoring, transportation, career mentoring, etc.).
Vaping Information Session: Tonight the Egyptian Health Department was to present a vaping informational session for JH/HS parents, guardians, and staff. The FDA reports that 1 in 10 JH/HS students have vaped in the last 30 days (2022 statistic). The information session would have covered topics such as vape types/examples, where students hide vapes, signs your child is vaping, the health effects of vaping, etc. Mrs. Launius reported to Mr. Crank that there were no parents at tonight's session.
FFA Illinois Section 25 Leadership Training: Galatia hosted the regional event on Wednesday, November 16, 2022. There were approximately 200 students that attended.
2nd Grade Veterans Day Program: Mrs. Laura Winkleman, Music teacher, and 2nd-grade teachers, Mrs. Allison McCabe and Mrs. Meagan Biggerstaff, put a lot of effort into the program along with the 2nd-grade students. It was well prepared and attended.
DEAN OF STUDENTS REPORT:
SEL/Trauma Report: The SEL (Social Emotional Learning) action team has been established for the JH/HS. Team members have been given their training requirements, and we will continue to establish an action plan for the 2023-2024 school year. We have a scheduled speaker for the beginning of December for our JH students on social media safety.
Certification: Mrs. Plumlee is currently taking classes for a Building Administrative license through Oakland City University. She expects to complete her certification by the end of the school year.
Teacher Mentoring: Mrs. Plumlee has been mentoring and making herself available to the new teachers.
SUPERINTENDENT REPORT:
Scorer's Table: A table skirt for the ballgames and other events has been ordered. The price of a scorer's table with pads is between $5,000 and $6,000.
JH Boys Basketball Games: The JH boys' basketball game crowds are larger than the grade school gym can hold. We may look at moving the games to the high school next year.

TRANSPORTATION:
New White Bus: The new bus had a completion date of November 15, 2022.
Bus Cameras: Mr. Crank has told Mr. Rick Pittman to order the cameras.
Bus Driver Update: Mr. Michael Jenkins is fully licensed now and drives some extracurricular activities. We have two candidates in the "Behind the Wheel Training" and one that is ready to take her written test.
BUILDING & GROUNDS REPORT:
Baseball/Softball Fields: The bid for the ball fields should be awarded at the end of the month. The completion date will be March 1, 2023.
Elementary Gym Floor: During the Christmas break the elementary gym floor will be refinished.
OLD BUSINESS:
There was no old business.
APPROVAL OF CONSENT AGENDA:
4. A motion was made by McCabe and seconded by Allen to approve the regular meeting minutes of October 27, 2022. Jackson-aye, Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, Allen-aye, and McCabe-aye. Seven (7) ayes, motion carried.
5. A motion was made by Pribble and seconded by Murphy to approve the bills with the additional invoices totaling $6,948.29, and payroll as presented. Pigg-aye, Murphy-aye, Pribble-aye, Jackson-aye, Allen-aye, McCabe-aye, and Richey-aye. Seven (7) ayes, motion carried.
6. A motion was made by Pribble and seconded by Jackson to approve the treasurer's report and co-mingled account as presented. Allen-aye, McCabe-aye, Jackson-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Seven (7) ayes, motion carried.
NEW BUSINESS:
Student Attendance at Ballgames:
7. A motion was made by Pribble and seconded by McCabe to require that all grade school students be accompanied by a Parent/Guardian to attend and enter all games at the Galatia Grade School and Galatia Jr/Sr High School starting December 1, 2022. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, Pigg- aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried.
Set Tax Levy Hearing Date
8. A motion was made by Pribble and seconded by McCabe to set the Tax Levy Hearing on December 15, 2022, at 6:45 p.m. Murphy-aye, McCabe-aye, Richey-aye, Jackson-aye, Pigg-aye, Allen-aye, and Pribble- aye. Seven (7) ayes, motion carried.
Working Cash/Bond & Interest Resolution
There will need to be an inter-fund transfer from the working cash fund to the bonds and interest fund of $84,000 to cover the bond and interest payment of $234,917.34 if we do not receive enough of our real estate tax money this month. The working cash fund will be paid back with the collection of real estate taxes.
9. A motion was made by Pribble and seconded by Murphy to approve a resolution to transfer $84,000 from the working cash fund to the bonds & interest fund. Funds are to be paid back with the collection of real estate taxes. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Jackson-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried.
First Policy Reading
Mr. Crank will do the readings next month.
FFA Field Trip
Mr. Crank asked permission on behalf of Mr. Jim Richey to take four seniors to Illinois State University for an FFA Leadership Conference from November 21st-November 22nd, 2022. Mrs. Amy Richey will also attend and will be a chaperone. FFA will pay for all expenses.
10. A motion was made by McCabe and seconded by Pigg to approve four Senior FFA members to attend the Leadership Conference at the Illinois State University, Normal, IL., November 21st-22nd. Mr. Jim Richey and Mrs. Amy Richey will chaperone the overnight stay. FFA will cover all expenses. Murphy-aye, Pigg- aye, McCabe-aye, Richey-aye, Jackson-aye, Allen-aye, and Pribble-aye. Seven (7) ayes, motion carried.
