Galatia Community Unit School District 1 Board of Education met Jan. 26.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Aaron Allen, Joy Richey, Bryan McCabe, and Holly Murphy. B.J. Pigg and Elaine Jackson were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble, called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank and HS Principal, Ashley Launius.

President Pribble led the Board and attendees in the Pledge of Allegiance.

VISITORS:

Kailyn Lindle, a student from Hamilton Co. School was observing a public meeting for a government class.

B.J. Pigg entered the meeting at 7:05 p.m.

EXECUTIVE SESSION:

1. A motion was made by Pribble and seconded by Allen to enter Executive Session at 7:05 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; matters of student discipline or review executive session minutes. McCabe-aye, Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, and Allen-aye. Six (6) ayes, motion carried.

2. A motion was made by Pribble and seconded by Allen to end Executive Session at 7:15 p.m. Pigg-aye, Murphy-aye, Pribble-aye, Richey-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried.

3. A motion was made by Pribble and seconded by McCabe to approve the Executive Session minutes. Murphy-aye, Pribble-aye, Pigg-aye, Richey-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried.

Resignation

4. A motion was made by McCabe and seconded by Pigg to accept the resignation of Dennis Britt, custodian, as of December 16, 2022. Murphy-aye, McCabe-aye, Richey-aye, Pigg-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

Resignation

5. A motion was made by Allen and seconded by Pigg to accept the resignation of Griffin Groves, Athletic Director, at the end of the 2022-2023 school year. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

Bus Driver

6. A motion was made by Pribble and seconded by Murphy to employ Meghan Higgins as a district bus driver. Richey-aye, Allen-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

7. A motion was made by Pribble and seconded by McCabe to employ Clarence Poe as a district custodian. McCabe-aye, Murphy-aye, Richey-aye, Pigg-aye, Allen-aye, and Pribble-aye. Six (6) ayes, motion carried.

Individual Aide

8. A motion was made by Allen and seconded by Pigg to employ Mia Griffith as an individual aide for the remaining 2022-2023 school year. Richey-aye, Allen-aye, Pribble-aye Murphy-aye, Pigg-aye, and McCabe-aye. Six (6) ayes, motion carried.

PRINCIPAL REPORT:

Brain Games: The ROE (Regional Office of Education) used to offer an Olympiad Program but it has not been held for many years. This year they have renamed the program and call it Brain Games. The competition is an array of hands-on activities, questions, and challenges across the curriculum of Math, Science, Social Studies, Language Arts, and the Arts. There are four levels of competitions: 3rd/4th grade, 5th/6th grade, 7th/8th grade, and High School. The top several teams that place in our ROE will move on to an Area 6 competition in March. Our teachers have given recommendations for the teams. Mrs. Plumlee or Mrs. Launius will take the students to Carmi for the competition.

High School Scholar Bowl: Congratulations to the High School Scholar Bowl team and Mrs. Lynch, advisor! The Galatia Scholar Bowl won the GEC Tournament. They also competed in a tournament earlier in the season at Marion with schools much larger than ours. Mrs. Launius received an email from the Marion coach after that meet. Here is an excerpt of what he wrote: "Heather Lynch has done a great job with Galatia's team, & Jack Johnston is a very solid captain. I more/less told this to Lynch already, but my Marion team has not lost to a Class AA team, except Carbondale this year, & even that was relatively close. So even though we beat Galatia, the fact that your team played us as well or better than Carterville, Centralia, Herrin, Mt. Vernon, or Salem has, despite being a much smaller school, says a lot."

End of the Year Activities: Prom will be held on April 15, 2023. The JH/HS play will be held on April 21 and 22, 2023.

SIC Grant Program: The SIC grant program Upward Bound is in progress. They are coming into the school to identify students who would be a great match for the program. The program supports students who would otherwise struggle to attend/complete college.

SUPERINTENDENT REPORT:

Erin's Law: Erin's law requires notification of parents, students, and DCFS on any allegation of sexual misconduct by a staff member. It also requires the Superintendent to notify ISBE (Illinois State Board of Education) and the Regional Superintendent of Schools about the allegations. Beginning July 1, 2023, there will be new hiring requirements. All new hires must disclose any positions they have ever supervised children. The district will send a form designed by ISBE to all of the employers or groups who have been listed, and we will have to wait 20 days before they can be formally hired. This new complex law is designed to protect children but will also create substantial hurdles in the hiring process.

New Grant (Department of Commerce): A new grant was offered to a limited number of counties in Illinois. The grant was designed to make up lost revenue from coal mine and power plant shutdowns. Mr. Crank has written the grant. At this time, we do not know when the grant will be awarded, but it looks like the district may be able to receive a minimum of $50,000 a year for the next three years. It is still very early in the process and Mr. Crank will update once he hears something.

Equipment Grant: Mr. Crank has submitted the grant to purchase a new dishwasher for the High School.

Summer School: Summer school is being planned for K-6 and will be offered to all students.

Spring Musical: There will be a spring musical presented by the elementary grade school students. The performance date has not been set.

COMMITTEE REPORTS:

BUILDING & GROUNDS REPORT:

Bus Barn: The materials should be delivered in March. The goal is to start in March with approximately six weeks to complete.

Epoxy Floors: The floors will be completed in the summer. They will start the second week of June at the high school and then go to the elementary school. It will take approximately six weeks to complete.

Ballfields: The materials are going to be bought ahead of time and stored. The materials will be insured while in storage. They will start on the fields after the junior high season is over, hopefully, by October 1st, 2023.

Maintenance Grant: We have received $50,000 from the maintenance grant to be applied to the security upgrade with Sonitrol.

Security Upgrade: Sonitrol has completed almost all of the upgrades. The level of security has significantly improved. We upgraded a few more areas than originally planned but were still able to keep it under the original budget.

Health Life Safety Visit: We are waiting for a quote from Premier Fire and Safety for some upgrades and items that are needed to be in compliance.

Panic Bar Doors: We have two doors that need to be replaced. The cost to replace them will be approximately $2,000 for both doors.

TRANSPORTATION:

New Activity Bus: The new bus arrived in December and is in use.

Bus #4 ABS: The parts came in and the repair has been made.

New Bus Drivers: We have divided up the routes for four bus drivers, and they seem to be working well.

ATHLETICS:

There was discussion on the benefits and potential scholarships of starting an archery team.

9. A motion was made by Richey and seconded by McCabe to approve the tax levy meeting minutes and regular minutes of December 16, 2022. Murphy-aye, Pribble-aye, Richey-aye, Pigg-aye, Allen-aye, and McCabe-aye. Six (6) ayes, motion carried.

10. A motion was made by Allen and seconded by McCabe to approve the bills and payroll as presented. Pigg-aye, Murphy-aye, Pribble-aye, Allen-aye, McCabe-aye, and Richey-aye. Six (6) ayes, motion carried.

11. A motion was made by Pribble and seconded by Murphy to approve the treasurer's report and co-mingled account as presented. Allen-aye, McCabe-aye, Murphy-aye, Pigg-aye, Pribble-aye, and Richey-aye. Six (6) ayes, motion carried.
