Village of Smithton Board of Trustees met March 7.

Here are the minutes provided by the board:

Mayor Mike Smallwood called the meeting to order at 7:30 pm. Everyone recited the Pledge of Allegiance. Trustees Jason Becherer, Charlie Rogers, Jim Elbe, Jim Hildreth, Jim Mourey, and Tim Hopkins answered roll call. Also present were Clerk Annette Parker, Engineer Scott Saeger, Chief Jason Neff, and Supervisor Dean Klein. Attorney Carmen Durso was absent. There were no guests in attendance.

CLERK’S REPORT – A motion was made by Trustee Becherer which was seconded by Trustee Rogersto approve the minutes from the Board Meeting held on February 21, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

A motion was made by Trustee Becherer which was seconded by Trustee Rogers to approve the minutes from the Special Board Meeting held on February 24, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

TREASURER’S REPORT – No report.

GOOD OF THE VILLAGE – No report.

POLICE CHIEF’S REPORT – There were 104 calls for service for the month of February. There were 45 traffic stops. We were able to recover the stolen tractor from Wilson Landscaping and charges are still pending for the suspect.

ENGINEER’S REPORT -

ISSUED BUILDING PERMITS – There were 3 building permits issued since the last meeting.

DCEO GRANT – VILLAGE HALL GENERATOR – Ameren installed the gas line and CK Power started the generator, and everything works.

WATER TOWER RESTORATION MAINTENANCE PLAN – Engineer Saeger reported that he received a revised contract. He said everyone’s questions have been addressed.

A motion was made by Trustee Rogers which was seconded by Trustee Hildreth to enter into a contract with Maguire Iron to refurbish the water tower not to exceed $200,000 for the 1st year. Roll call was taken: Trustee Rogers, yes; Trustee Hildreth, yes; Trustee Becherer, yes; Trustee Elbe, no; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

WATER TOWER CROSS TIE – Engineer Saeger reported that when the water tower is isolated we will still have a loop of water coming from FSH so they can get into our system. March 20 a rep from Maguire Iron will be in town to put some pressure relief valves around town, go and look at the FSH plant and see how the pumps there are regulated and adjust to continue to pump to provide pressure. We are planning to do a test with the water tower shut off. Engineer Saeger said he spoke to Haier Plumbing and asked for the cross tie to be installed.

159 TURN LANE STU APPLICATION – No update.

ENGINEERING ASSISTANT – No update.

NORCOM 2000 – No update.

SAFETY COMMITTEE – There will be a Safety Committee Meeting April 6, 2023, at 10:00am if needed.

ZONING BOARD REPORT – No report.

SUPERVISORS REPORT – Supervisor Klein stated they are continuing the work to widen the trail at the park. Trustee Rogers requested forms be set at the shooting range for concrete.

304 EUGENIA PIPE REPLACEMENT – This is on hold until the park trail widening is complete. ATTORNEY’S REPORT – No report.

Trustee Becherer made a motion which was seconded by Trustee Elbe to accept the Officer’s reports. All were in favor. The motion was carried.

COMMITTEE AS A WHOLE – Mayor Smallwood reported on the Committee As a Whole meeting from February 28. The items will be discussed further under Committee Reports. Trustee Becherer made a motion which was seconded by Trustee Rogers to approve the minutes from the Committee As a Whole meeting on February 28. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

FINANCE & INSURANCE COMMITTEE – TRUSTEE BECHERER

BUDGET –There will be a revised budget issued by the next Committee as a Whole meeting for everyone’s review.

EMPLOYEE COMPENSATION PACKAGE – No report.

STREET & UTILITY COMMITTEE – TRUSTEE ROGERS

SOUTH MAIN PROPERTIES – No update.

POLICE COMMITTEE – TRUSTEE ELBE

HY-DAC PROPERTY – No update.

TORNADO ALARM SYSTEM – No update.

PARK & CEMETERY COMMITTEE – TRUSTEE HILDRETH

PARK RETAINING WALL – Engineer Saeger will be putting together a bid packet.

BATTING CAGE LIGHTS – There was a weather delay so hopefully the poles will be set soon.

TRAIL PHASE 1 – PARK TRAIL UPGRADES – Our Public Works Department is continuing work to widen the existing trail at the park.

FENCE REPAIR – The proposal will be signed, and we will be moving forward.

ORDINANCE COMMITTEE – TRUSTEE MOUREY –

ORD. NO. 1010 – Ch. 16 Garbage

Trustee Mourey made a motion which was seconded by Trustee Becherer to have Ordinance 1010 read by title only. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Becherer to adopt Ordinance 1010. Roll call was taken: Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

ANNEXATION & BUILDING COMMITTEE – TRUSTEE HOPKINS

VILLAGE HALL SIGN – No update.

VILLAGE HALL GENERATOR – Trustee Hopkins made a motion which was seconded by Trustee Mourey to allow us to pay the outstanding bill for the Village Hall generator so that we can get reimbursed from DCEO not to exceed $46,000. Roll call was taken: Trustee Hopkins, yes; Trustee Mourey, yes; Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; and Trustee Hildreth, yes. The motion was carried.

Trustee Mourey made a motion which was seconded by Trustee Rogers to adopt Ordinance 1006. Roll call was taken: Trustee Mourey, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Hopkins, yes. The motion was carried.

BILLS AND PAYROLL - Trustee Becherer made a motion which was seconded by Trustee Rogers to authorize Clerk Parker to pay the bills and payroll from February 4, 2023 through February 17, 2023. Roll call was taken: Trustee Becherer, yes; Trustee Rogers, yes; Trustee Elbe, yes; Trustee Hildreth, yes; Trustee Mourey, yes; and Trustee Hopkins, yes. The motion was carried.

COMMUNICATIONS – The Southwestern Illinois Council of Mayors meeting will be March 23.

UNFINISHED BUSINESS – None.

NEW BUSINESS – None.

EXECUTIVE SESSION – Trustee Hopkins made a motion which was seconded by Trustee Rogers to enter into Executive Session. Roll call was taken: Trustee Hopkins, yes; Trustee Rogers, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Mourey, yes. The motion was carried.

Trustee Rogers made a motion which was seconded by Trustee Hopkins to go back into regular session. Roll call was taken: Trustee Rogers, yes; Trustee Hopkins, yes; Trustee Becherer, yes; Trustee Elbe, yes; Trustee Hildreth, yes; and Trustee Mourey, yes. The motion was carried.

Trustee Rogers made a motion which was seconded by Trustee Elbe to adjourn. All Trustees were in favor. The motion was granted to adjourn at 8:20 pm.
